Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION AUTHORIZING A FIVE-YEAR CONTRACT WITH SWIFTCOMPLY FOR ENVIRONMENTAL CONTROL ENFORCEMENT SOFTWARE The Environmental Control Division (EC) of the Municipal Utilities Department is responsible for oversight of various wastewater discharges through permitted categorical or significant industrial users under federal, state, and local regulations. In addition, EC regulates permitted hauled wastewater through a manifest system, implements the Environmental Protection Agency (EPA) Dental Amalgam program, and implements the City’s Fats, Oils, and Grease Control program; and The Environmental Control Division staff conduct inspections, take samples of wastewater, review self-monitoring reports, write permits, and enforce permit requirements as specified in Stockton Municipal Code, Chapter 13.08 (Pretreatment Ordinance); and Currently, all work managing, documenting, and tracking the various inspection requirements, violation responses, and permit compliance for EC is performed manually. Excel spreadsheets and a calendaring system keep staff on-track but require extensive work hours to remain functioning. Automated tracking programs are available that will reduce the hours used to track the necessary follow-up work, inspection cycles, and permit deadlines; and A request for Proposals for an Environmental Control Enforcement Software program (PUR-22-017) was publicly advertised on January 20, 2023, in The Record and on the City’s Bid Flash webpage; and The Request for Proposals outlined the requirements for a cloud-based, commercial off-the-shelf program for managing the City’s compliance with EPA requirements; and Staff evaluated all proposals based on each firm’s software features and services, specific experience with implementation at other agencies, and qualifications. SwiftComply met, or exceeded, the requirements and was found to be best qualified based on the noted criteria; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
Approve the plans and specifications for the Request for Proposals for the Environmental Control Enforcement Software (PUR 23-013).
