Resolution No.

STOCKTON CITY COUNCIL
RESOLUTION AWARDING A PROFESSIONAL SERVICES CONTRACT AND APPROPRIATING FUNDING FOR THE MARIPOSA ROAD PRECISE ROAD PLAN, PROJECT NO. WT23032 On March 22, 2023, the City advertised a Request for Proposals (RFP) to prepare a Precise Road Plan and environmental documents, Project No. WT23032. Two proposals were received; and The Mariposa Road Precise Road Plan will focus on Mariposa Road from Dr. Martin Luther King Jr. Boulevard/Charter Way to Austin Road to develop a Precise Road Plan to determine the future configuration of this corridor; and After review of the proposals, it was determined that Siegfried Engineering, Inc. has the necessary knowledge, experience, and staff to perform the required work. Staff negotiated a fee of $968,800 with Siegfried Engineering, Inc. to prepare a Precise Road Plan (PRP) and environmental documents; and Appropriation of funds is needed to fund all remaining costs to complete the Precise Road Plan, environmental documents, any additional consultant fees, and staff costs; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The City Council awards a Professional Services Contract between the City of Stockton and Siegfried Engineering, Inc., in the amount of $968,800, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 1 and incorporated by this reference.

The City Council approves findings pursuant to Stockton Municipal Code (SMC) section 3.68.070 in support of an exception to the competitive bidding process. These findings include:

The City does not have sufficient staff resources to prepare the environmental documents or the PRP for this project.

Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

The City negotiated a contract following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

The City Council approves the appropriation of funds in the amount of $150,000 from the Measure K Maintenance fund balance to the Mariposa Road Precise Road Plan, Project No. WT32032.

The City Manager is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

PASSED, APPROVED, and ADOPTED August 22, 2023 .
