Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION TO EXECUTE A FUNDING AGREEMENT WITH THE STATE WATER RESOURCES CONTROL BOARD TO EXTEND WATER UTILITY SERVICES TO SUNNY ROAD IN SAN JOAQUIN COUNTY The State Water Resources Control Board Division of Financial Assistance has requested that the City of Stockton execute a funding agreement to extend water utility services to the Century Mobile Home Park and Sunny Road small public water systems, and four residences along Sunny Road in San Joaquin County; and Previously, water samples found that groundwater wells which supply drinking water to the properties were contaminated with arsenic and nitrate; and The San Joaquin County Environmental Health Department has directed the residents to abandon or retrofit their wells to meet new drinking water regulations; and The two small public water systems and private wells are in a severely disadvantaged community with no sources of private funding to meet these new regulations; and The most cost-effective option is to abandon the contaminated wells and connect to the City water system; and The project is outside of the City water service area; however, the proposed alignment is consistent with the Water Utility Master Plan and is within an acceptable distance from the closest existing water main south of Arch Road; and Staff recommends the approval of a funding agreement for project financing through the State Water Resources Control Board to extent water service to Sunny Road; and All eligible costs for constructing the improvements, staff hours, and connection cost/fees will be funded by the State grant; and Once water service is started, the residents will pay the City’s established water rates; and Once completed, this project will provide the residents with a safe and reliable source of drinking water supply into the future; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
Authorize City Manager or his designee to execute a funding agreement with the State Water Resources Control Board and any amendments or changes thereto.
Authorize City Manager or his designee to carry out responsibilities under the financing agreement including certifying disbursement requests.
City Manager or his designee is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.
PASSED, APPROVED, and ADOPTED October 17, 2023 .
