Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION AUTHORIZING AN AGREEMENT WITH ANCHOR QEA LLC, TO PROVIDE CONSULTANT SERVICES FOR THE MAINTENANCE DREDGING OF BUCKLEY COVE INLET The inlet at 4911 Buckley Cove Way has not been dredged in at least 25 years. Without the dredging of this cove, sedimentation levels will reach a point where water depths are insufficient for safe navigation, particularly during low tides. Additionally, recreational boating activities will become restricted, impacting the local economy, and diminishing the quality of life for residents and visitors; and On November 13, 2023, the City released an RFP (PUR 24-015) requesting consulting services to an engineering company that will assist the City in completing the permitting process and management of the dredging project. Anchor QEA, LLC was selected to complete this project; and The execution of this project will efficiently address the sedimentation issues while minimizing disruption to the surrounding community. Phase 1 will focus on initial sediment studies, permit processing with state and federal governments, and project planning, while Phase 2 will involve maintenance dredging to sustain these benefits over time; and Council appropriated funding for the Buckley Cove Dredging Project through the FY2021/22 Capital Improvement Budget ($150,000, Reso. 2022-06-21-1601) and FY2022/23 Capital Improvement Budget ($150,000, Reso. 2023-06-20-1601); and This investment will maintain the ability to use the inlet, boat slips and launch, continuing recreational water experiences for the community, and supporting the local boating community and related businesses, and; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
Authorizing the City Manager, or designee, to execute the agreement with Anchor QEA, LLC in the sum of Four Hundred Eighty Nine Thousand Eight Hundred One Dollars ($489,801) (attached as Exhibit 1, incorporated by reference), to provide consulting and project oversite services.
That pursuant to SMC section 3.68.070 this contract may be awarded without competitive bidding, as the contractor was selected through a solicitation for competitive proposals.

The City Manager, or designee, is authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.
