2020-2025 CONSOLIDATED PLAN
AMENDMENT #4

PART 1 OF THE AMENDMENT:

HOME HOUSING PREFERENCE POLICY

BACKGROUND
HOME Program
 Largest federal block grant program dedicated to affordable housing for low-income households.  HOME funds may provide gap soft financing to housing developers – made available through competitive Notices of Funding Availability (NOFAs)
 Often, affordable housing proposals target specific population groups: e. g. seniors, veterans, homeless/ at risk, youth, special needs, farmworkers, DV survivors.  HOME Program Requirement - when awarding HOME funds to a rental housing project:
• Any limitation or “preference” given to a particula r segment of the population, must be described in the City’s HUD Consolidated Plan.

Need for Consolidated Plan Amendment:
 The City’s 2020-2025 Consolidated Plan does not currently have set preferences for any sub-populations.  Following HUD’s direction, staff closely analyze d the HOME regulation requirements and proposes establishing a list of HOME “preference” population types – HOME Preferences.  Without the establishment of HOME Preferenc es, the City would be unable to partner with housing developers and spend HOME funds on many proposed housing projects.

HOME Housing Preference Policy:

1. When issuing affordable housing Notices of F unding Availability (NOFAs) the City of Stockton will consider awarding HOME funds to eligible projects that propose to serve any of the following target populations:

PROPOSED HOME PREFERENCE POLICY
 Homeless or at Risk of Homeless
(includes unaccompanied/foster care youth)
 Homeless with Special Needs (includes
mental health, substance abuse recovery,
justice involved, etc.)
 Low/Moderate Income Individuals and
Families (includes families with children and
large families)
 U.S. Veterans
 Domestic Violence Survivors
 Seniors
 Farmworkers
 Workforce Housing (Housing that is
affordable for those earning between 80%
and 120% of the area median income.)
 Local Artists

2. HOME-assisted housing projects that adopt any of the target populations allowable under this policy shall comply with
a. Local, state, federal non-discrimination requirements b. All applicable housing regulations at 24 CFR Part 92. c. HOME Tenant Selection requirements at 24 CFR 92.253(d) PART 2 OF THE AMENDENT:

SLUM BLIGHT AREA MAP
(SBA)

BACKGROUND
• HUD authorizes the use of CDBG funds fo r activities that meet one of three national objectives, one of which is "Aid in the prevention or elimination of slums or blight".
• One of the categories to qualify activities under this national objective is "Prevent or eliminate slums or blight on an area basis". • The area must be delineated by the jurisdiction.
• The activities using this national objec tive must address one or more of the conditions which contributed to the deterioration of the area. • The area must be redetermined every 10 years.
• This map was previously approved by the City Council on April 16, 2024, however HUD requires the 2020-2025 Consolidated Plan to be amended to adopt the map for use during Program Year 2024-2025.
