STOCKTON CITY COUNCIL
RESOLUTION APPROVING THE NOTICE OF EXEMPTION NO. NOE11-24, APPROVING THE PLANS AND SPECIFICATIONS, AND AWARDING A CONSTRUCTION CONTRACT FOR THE SOUTH STOCKTON PEDESTRIAN HAWK IMPROVEMENTS, PROJECT NO. WT22048/STATE PROJECT NO. HSIPSL-5008(196) On March 27, 2025, the City Clerk of the City of Stockton opened, examined, and publicly declared the sealed proposals or bids offered for the South Stockton Pedestrian HAWK Improvements, Project No. WT22048/State Project No. HSIPSL-5008(196); and The project will install High Intensity Activated Crosswalk (HAWK) signals at eight locations in south Stockton. The improvements will also include high visibility crosswalks, signage, striping, intersection safety lighting, drainage, sidewalk, curb, gutter, and curb ramps. These identified safety improvement measures will increase visibility and pedestrian safety within the crossing locations; and Zara Construction, Inc. is the lowest bidder in the amount of $4,218,110.00 and its bid is regular in all respects; and The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) as specified under section 15301(c) of the CEQA Guidelines, because this is a discretionary project under the City’s jurisdiction and qualifies as a project which has been determined to not have a significant effect on the environment; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The City Council approves the filing of Notice of Exemption No. NOE11-24 under the CEQA for the South Stockton Pedestrian HAWK Improvements, Project No. WT22048/State Project No. HSIPSL-5008(196), a copy of which is attached as Exhibit 1 and incorporated by this reference.
The City Council approves the plans and specifications for the South Stockton Pedestrian HAWK Improvements, Project No. WT22048/State Project No. HSIPSL-5008(196).
The City Council awards a Construction Contract between the City of Stockton and Zara Construction, Inc., in the amount of $4,218,110.00, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 2 and incorporated by this reference.
The City Manager is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.
