Resolution No.

STOCKTON CITY COUNCIL
RESOLUTION APPROVING FINDINGS AND AWARDING A TWO-YEAR CONTRACT TO VERDANTAS INC. FOR $104,467 TO COMPLETE AN URBAN WATER MANAGEMENT PLAN The City is required to comply with the requirements of the Urban Water Management Planning Act, which was originally adopted in 1983, is codified in Section 10610 of the California Water Code, and requires all water suppliers to conduct an Urban Water Management Plan (UWMP) at least once every five years; and To comply with the Act, the Municipal Utilities Department (MUD) advertised a Request for Proposals (RFP) to complete the Urban Water Management Plan in accordance with the California Department of Water Resources (DWR) requirements; and A staff selection committee evaluated and ranked all proposals based on qualifications, industry experience, quality of work, and ability to meet the UWMP survey needs; and Verdantas Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project; and Staff recommend the City Council award a two-year contract, to complete the UWMP, to Verdantas Inc., for a total contract amount not-to-exceed $104,467; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The City Council hereby approves the following findings pursuant to Stockton Municipal Code Section 3.68.070 to support and justify an exception to the competitive bidding process:

Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

It is in the public interest to complete periodic Urban Water Management Plans to meet DWR requirements and evaluate water system reliability, risks, project future water demands, enhance statewide data gathering and analysis, and address the specific water issues unique to the City of Stockton.

City staff do not have the technical expertise to prepare the Urban Water Management Plan in a timely and cost-effective manner.

City staff negotiated a contract following solicitation of competitive proposals in accordance with SMC Section 3.68.070 A.3.

The City Manager is authorized to execute a two-year contract with Verdantas Inc. to complete the UWMP, for a total not-to-exceed amount of $104,467, a copy of which is attached as Exhibit 1 and incorporated by this reference.

The City Manager or designee is hereby authorized to take appropriate and necessary actions to carry out the purpose and intent of this Resolution.

PASSED, APPROVED, and ADOPTED July 15, 2025 .

CHRISTINA FUGAZI
Mayor of the City of Stockton
