Marketing Efforts
13 Given the challenging renewal, Alliant sent a Request for Proposal out to the marketplace and unfortunately received declinations back from all vendors:
• Health Net - declined due to experience not being available (no way to price). • Blue Shield - declined due to high Kaiser enrollment. • UnitedHealthCare - declined due to experience not being available (no way to price). • Anthem - declined due to experience not being available (no way to price). • PRISMHealth – public agency pooled purchasing program that offers Anthem, Blue Shield and Kaiser HMO options.
o DTQ due to cost profile of carriers offered through the program. o Non-Kaiser plans available through PRISMHealth would cost significantly more than the City’s current/renewal SHP HMO plan.
