STOCKTON CITY COUNCIL
RESOLUTION APPROVING AND ADOPTING THE 2024-2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ENTITLEMENT PROGRAMS The City of Stockton is an entitlement community under the U.S. Department of Housing and Urban Development’s (HUD) Office of Community Planning and Development (CPD) and receives annual formula grant allocations under the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG) Programs; and As a condition to participate and receive these entitlement program funds, the City must develop a series of plans and reports including a five-year Consolidated Plan that establishes goals and five-year objectives informed by a series of market analysis and community needs assessments, followed by annually submitting an Annual Action Plan (AAP) for each HUD Program Year which outlines the use of HUD funds to address the needs, and closing each Program Year with a Consolidated Annual Performance and Evaluation Report – CAPER providing a year-end report on the implementation of the AAP and the City’s progress in meeting the Consolidated Plan goals; and The CAPER describes activities undertaken by the City during the HUD Program Year 2024-2025, beginning July 1, 2024 and ending June 30, 2025, using CDBG, ESG, and HOME funds; and These programs fund community development efforts to improve housing and opportunities for low- and moderate-income residents of the City; and The accomplishments reported in the draft CAPER were developed based on information provided by project managers and subrecipients, and illustrates how the City funded and administered projects to address goals of the 2020- 2024 Consolidated Plan; and The Program Year 2024-2025 is the fifth year of the five-year 2020-2024 Consolidated Plan; and The City of Stockton continued to use CDBG, HOME, and ESG funds to address the 2020-2025 Consolidated Plan; and The CAPER serves to meet the performance reporting requirements of HUD as set forth in the Consolidated Plan Regulations; and As required by HUD, a 15-day public comment period and a public hearing must be held to solicit comments regarding the accomplishments reported within the 2024-2025 CAPER; and The public comment period was opened on September 8, 2025, and is set to close on September 23, 2025, upon the closure of the public hearing; and Following the public hearing and the closure of the 15-day public comment period, the CAPER must be submitted to HUD by September 28, 2025 (90 days following the end of the Program Year); now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
Approve the City of Stockton’s Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2024–2025.
Authorize the Economic Development Department to update the CAPER to incorporate any comments received during the public review period and the public hearing.
Authorize submission of the CAPER (Exhibit 1) to the U.S. Department of Housing and Urban Development (HUD) and to make any technical alterations to the CAPER as directed by HUD.
Authorize the City Manager, or designee, to execute and submit all documents to the U.S. Department of Housing and Urban Development, and to take actions necessary and appropriate to carry out the purpose and intent of the resolution.
