Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION OPPOSING THE PROPOSED DELTA CONVEYANCE PROJECT
The Sacramento-San Joaquin Delta is the largest estuary on the West Coast of the Americas and is vital to the environmental, economic, cultural, and social health of the State of California; and
The City of Stockton and its residents rely upon the Delta for drink ing water, agriculture, recreation, fisheries, economic development, flood protection, and quality of life; and
The State of California Department of Water Resources has proposed the Delta Conveyance Project (the “Delta Tunnel”), which would divert water from the Sacramento River before it flows through the Delta, fundamentally altering natural hydrology and water quality; and
Independent scientific reviews, community stakeholders, and regional agencies have raised significant concerns that the proposed Delta Tunnel would:
• Degrade water quality relied upon by Stockton residents, agriculture, and industry;
• Threaten the viability of Delta fisheries and wildlife; • Harm Delta communities by diminishing economic, recreational, and cultural resources;
• Increase salinity intrusion and worsen the impacts of climate change and sea level rise;
• Increase the incidence of harmful algal blooms in Stockton waterways, which pose a health threat to the public; and
• Fail to provide clear or equitable benefits to Delta residents and communities; and
The City of Stockton has consistently supported water solutions that are locally driven, environmentally just, and that protect the Delta and its people, and opposed large- scale conveyance projects that disproportionately harm Delta communities; and
Other cities, counties and regional agencies in Northern California and the Delta have formally opposed the proposed Delta Conveyance Project, citing unacceptable environmental, economic, and social impacts; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
1. The City of Stockton hereby formally opposes the Delta Conveyance Project as proposed by the California Department of Water Resources, and reaffirms its longstanding opposition to isolated conveyance proposals before both the courts and State administrative agencies..
2. The City of Stockton supports water management strategies that prioritize conservation, regional self -sufficiency, levee investment to assure that the levees are brought up to, and maintained at, modern levee standards, ecosystem restoration, groundwater r echarge, and other measures, including the freshwater pathway ( aka through-Delta conveyance), that sustain both Delta and statewide water needs without sacrificing the Delta communities.
3. The City Clerk shall transmit copies of this resolution to the Governor of California, the Director of the Department of Water Resources, the Delta Stewardship Council, the State Water Resources Control Board, San Joaquin County, the San Joaquin Council of Governments, and the Cities of the Delta region.
