STOCKTON CITY COUNCIL
RESOLUTION ADOPTING AMENDMENTS TO CHAPTER 5.10 OF THE COUNCIL POLICY MANUAL REGARDING DISCRETIONARY FUNDING Council Policy Manual Chapter 5.10 provides the expenditure guidelines for the discretionary funds allocated by the Mayor and Council to be expended by the Mayor and Council in fiscal years when discretionary funding is explicitly adopted in the annual operating budget; and Moss Adams conducted a review of the City’s discretionary funds procedures and made findings and recommendations; and On August 25, 2025, the Council Legislation and Environmental Committee reviewed and discussed potential revisions Council Policy Manual Chapter 5.10; and On September 15, 2025, the Committee voted unanimously to approve Motion 2025-09-15-0301 forwarding a recommendation to approve proposed changes to Chapter 5.10 to the full City Council; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
1. The City Council approves the amendments to City Council Policy Chapter 5.10 entitled “Mayor and Council Discretionary Funding” attached hereto as Exhibit 1 and incorporated by this reference.
2. The City Manager is authorized to take such other actions as are appropriate to carry out the intent of this Resolution.
