STOCKTON CITY COUNCIL
ADOPT A RESOLUTION APPOINTING JOHNNY R. FORD AS CITY MANAGER FOR THE CITY OF STOCKTON Harry Eugene Black resigned from the City of Stockton as City Manager on January 9, 2025; and On February 4, 2025, the City Council appointed Steve Colangelo as Interim City Manager until either a permanent city manager was appointed, the contract expired, or the contract was terminated by either party; and On August 9, 2025, Mr. Colangelo’s contract expired; and Effective August 11, 2025, the City Council appointed Will Crew as Acting City Manager; and On October 16, 2025, and November 4, 2025, the City Council met in Closed Session and deliberated regarding the appointment of Johnny R. Ford as City Manager and directed the City Attorney to make an offer and negotiate an employment contract; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
1. Johnny R. Ford is appointed as City Manager of the City of Stockton.
2. The Mayor is authorized, on behalf of the City Council, to execute the attached employment agreement with Johnny R. Ford marked as Exhibit 1, setting forth the terms and conditions of employment, effective November 19, 2025.
3. The Acting City Manager or designee is authorized to take such other actions as necessary and appropriate to carry out the purpose and intent of this Resolution.
