STOCKTON CITY COUNCIL
RESOLUTION RE-ESTABLISHING THE AD-HOC COMMITTEE ON HOMELESSNESS AND APPOINTING COUNCILMEMBERS TO SERVE ON THE COMMITTEE The Ad Hoc Committee on Homelessness was established by Council Resolution 2021-11-16-1208, re-established by Council Resolution 2023-08-22-1204 on August 22, 2023, again on June 18, 2024, via Resolution 2024-06-18-1201, and again on January 21, 2025, via Resolution 2025-01-21-1204; and Council Policy 3.06.010(4)(C) authorizes the City Council to establish or re-establish ad-hoc committees targeted towards specific issues; and The Ad Hoc on Homelessness Committee expired on December 31, 2025, unless re-established or extended by resolution of the Council with appointments to be made by the Mayor based on the expertise and expressed interest of the Councilmembers; and The City Council desires to re-establish the Ad-Hoc Committee on Homelessness to serve in an advisory capacity to explore opportunities for safe camping and safe parking while looking for proven programs and partnerships focused on finding solutions for the unhoused.; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
1. This City Council hereby approves the re-establishment of the Ad-Hoc Committee on Homelessness to serve in an advisory capacity to explore opportunities for safe camping and safe parking while looking for proven programs and partnerships focused on finding solutions for the unhoused, and to expire on December 31, 2026.
2. The following Councilmembers are appointed to serve on the Ad-Hoc Committee on Homelessness:
Councilmember Michele Padilla (Chair)
Councilmember Brando Villapudua (Vice-chair)
Councilmember Mariela Ponce (Member)
Councilmember Michael Blower (Alternate)

3. The Ad-Hoc Committee on Homelessness will report its progress to the Council at the discretion of the Chair.
