Resolution No.

STOCKTON CITY COUNCIL
RESOLUTION AUTHORIZING A CONTRACT WITH AG-AIR, INC. WITH A TOTAL NOT-TO-EXCEED AMOUNT OF $343,000 FOR AERIAL SPRAYING SERVICES AT THE REGIONAL WASTEWATER CONTROL FACILITY The Stockton Municipal Utilities Department (MUD) manages, operates, and maintains the Stockton Regional Wastewater Control Facility, which includes over 585 acres of treatment ponds and constructed wetlands; and The San Joaquin County Vector Control (SJCVC) requires periodic spraying of these treatment ponds and wetlands for control of mosquito and midge fly populations (vectors). Mosquito populations in the area have historically tested positive for West Nile and Zika viruses. The SJCVC determines the frequency of application and the type of chemicals used based on mosquito population counts; and On September 29, 2025, an Invitation to Bid was publicly advertised in the Legal Notice Section of The Record and on the City’s Bid Flash webpage. Additionally, staff emailed bid specifications to prospective bidders via AskStockton; and On Thursday, November 13, 2025, the City Clerk’s office received one sealed bid from Ag-Air, Inc. of Oakdale, California, that was regular in all aspects; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The Specifications and Addenda are approved for Helicopter Mosquito and Vector Abatement at the Regional Wastewater Control Facility, PUR 26-007 (Exhibit 1 to the resolution).
