W-Trans has standardized procedures that we have successfully used for on numerous on-call assignments.

Approach and Management Plan
Task 1 Background Research
Task

1.1 Field Review
The W-Trans Team will conduct field reconnaissance of the project area, review and verify the location and type of exis
ting improvements, equipment, bus zone locations, intersection geometrics, posted speed limits, and bus route movements.

Task 1.2 Survey, Base Plans, Assessment
Siegfried will conduct a topographic survey of the project area for the three intersections. Siegfried will review any exis
ting topographic mapping, and roadway as built plans received from the City.

Topographic surveys and digital CAD mapping services will be prepared by Siegfried. Their general scope of work includes the following.

1. Completion of right-of-way/parcel research, computations, drafting, and land surveying.

2. Field crews will locate relevant, existing street monuments and property corners (if any) near the project street intersections and subject parcels to help in the determination of the property/right-of-way lines for the various street rights-of-way as available and as recorded. The field crew will set survey control points that can be used in future phases of the project. Unless otherwise directed, this survey project will be delivered in CA State Plane Coordinates NAD 83 with a basis of elevations based on long-occupation post-processed static GPS data adjusted to NAVD 1988.

3. Siegfried will perform a design-grade topographic survey of the various items, features, and improvements at the project intersections.

4. Survey Monuments as identified in the Public Record, as found or available, will be identified to help establish the limits of the right-of-way.

5. Siegfried will include in the topographic survey all visible above-ground utilities along the route such as drainage structures, inlets, manholes, vaults, risers, meters, boxes, utility poles/guy anchors, and transformers. Additional features within ten (10) feet behind the sidewalk will be captured. Topographic spot elevations on various structures and features may include parking markings, sidewalks, utilities, trees, benches, walls, AC pathways, bollards, etc. Rim and invert elevations will be captured for all underground and above ground utilities.

6. Siegfried will include general grades and spot elevations in/on/along the adjacent parcels/ driveways to demonstrate the direction of surface drainage flows being toward or away from the street.

7. Siegfried will establish a survey control network for all topography work.

8. Siegfried will compute and prepare scale digital maps in AutoCAD (.dwg) drawing file format depicting the topographic features/existing conditions and right-of-way data obtained for this project. The Digital Mapping files will include right-of-way lines (as determined), survey point data, linework, symbols, structures, labels, spot elevations and contour lines.

comment, commenter, responder, and response. Technical specifications will be prepared based on the Caltrans Special Provisions and City signal technical specifications.

Deliverables: The p lans, technical specifications, and cost estimate will be submitted electronically, response to comments matrix.

Task 4.4 100% Design
Final (100% submittal) PS&E will be prepared, including all information previously identified and modified to inco
rporate changes based on comments from City staff on the 90% plans. At this stage, it is assumed the comments will be minor editorial comments in nature. The plans will be submitted electronically in native format as well as pdf and on full-size (24”x36”) plots; the plots will be on mylar and will be signed. A cover sheet will be provided for the specifications with the engineer’s stamp and signature, and the cost estimate will be provided electronically.

Task 4.5 Quality control
The Principal in Charge will provide the City with a signed Quality Control checklist at the time of each deliverable sub
mittal, which will ensure conformance to Caltrans Standard Plans and City Standards.

Task 5 Public Outreach
Tas
k 5.1 Community Engagement
A community meeting will be held to provide area residents and other stakeholders with an overview of the pro
posed project, to identify any concerns, and to solicit comments. The process and responsibilities will be similar to the community meeting organized by W-Trans for the development of the 8 th Street-Houston-Manthey Active Transportation Program (ATP) grant application. W-Trans will develop, print, and mail notifications to approximately 2,000 residents in the vicinity of the project. Addresses for the recipients of the mailers will be provided by the City.

W-Trans will work with staff to identify and assemble a contact list of stakeholders, including but not limited to those identified in the RFP. Resident notifications would be distributed by third class mail and stakeholder notifications by first class mail. Notification of the meeting could also be distributed via the City web site, social media, and other communications such as electronic newsletters. W-Trans will work with staff to identify a preferred meeting location and will handle meeting logistics, including reserving the meeting space and providing any necessary equipment and materials.

If desired by the City, in addition to the mail and email notifications, W-Trans could develop a flyer advertising the meeting to be posted at strategic locations in the project vicinity; such flyers would need to be posted by staff.

Meeting notifications and flyers will be prepared in both English and Spanish.

A summary meeting report will be prepared, including a list of meeting attendees, comments collected at the meeting, as well as key issues and follow-up items.

Task 6 Coordination/Meetings
Task 6.1 Kickoff Meeting
The W-Trans Team will hold a virtual kickoff meeting with the City to go over the scope, schedule, and budget.

Pro
ject team members will be introduced as well as protocols for communication during the project.

Task 6.2 Coordination/Meetings
Meetings will be held with City Staff at the following milestones: project initiation/kick-off, pre-construction, during cons
truction and post construction. Meetings will be held via Microsoft Teams with a schedule being sent out to all participants at least two (2) days prior. Microsoft Project will be used to track each the project schedule which will include tasks, duration, milestones, assignments, critical paths, successors, predecessors, and other relevant data.

The project schedule will be maintained and updated monthly throughout the PS&E phase of the project.
