The Community Services Department conducted an informal Request for Proposals to solicit qualified consultants for the Community Interest Assessment and Strategic Investment Plan in accordance with established City procedures for professional services agreements under $100,000.
The Request for Proposals specifically contemplated the award of multiple agreements to consultants with specialized expertise in community engagement, recreation and library planning, technical assessment, and strategic planning to ensure the City received the highest level of expertise for each project component.
Following evaluation of the proposals received, staff determined that PROS Consulting, Co/Lab Capacity, and Paulina Velasco collectively provide the most qualified consultant team to complete the Community Interest Assessment and Strategic Investment Plan and develop recommendations to guide future Measure M investments through 2033.
The City Manager, or designee, is authorized to take all necessary and appropriate actions to carry out the purpose and intent of this Resolution.
