Additional Narrative
The software will contribute long term to CGIC by reducing gun violence and increasing the solvability of cases. It is a comprehensive analytical platform for the investigation into cell phone records, social media returns, and any other database containing temporal and GPS data. This platform would allow Crime Analysts to rapidly process data from the warrants, allowing for, among many other benefits:
The placement of devices within or at the scene of a crime.
The identification of suspects/associates, often masked by obscure social media usernames and unknown phone numbers Linking of suspects/associates across multiple investigations, over many years Rapid isolation of keywords, slang, and criminal identifiers throughout text, chats, and posts Identification of unknown locations, stash houses, and crime scenes The need for swift investigation would greatly decrease the odds of suspect escape and/or discarding of important evidence, including firearms identified through CGIC ballistic testing.

For guidance, see DOJ Financial Guide Chapter 3.11 on “Indirect Costs” "BudgetModification" Justification
The funds allocated to the San Joaquin County District Attorney’s Office (DA) have not been utilized to maintain the 20% minimum requirement of the grant, primarily due to staffing changes and hiring delays. Difficulties in recruiting and onboarding a Crime Analyst have slowed the program’s progress.
The DA’s office is continuing to make efforts to expend the cost of a Crime Analyst that is focusing on tracking, prioritizing, and prosecuting gun crimes.
The DA has agreed to reallocation from funding back to the Stockton Police Department (SPD) to repurpose within the program. SPD will purchase Penlink Software and Firearms Examiner to align with the programmatic goals.

The City of Stockton submitted an updated budget to alter some programmatic activities. Funds are being reallocated to the Equipment and Procurement Contracts cost categories. Due to staffing changes and hiring delays, the San Joaquin County District Attorney’s Office (DA) have not been able to utilize and maintain the 20% minimum requirement of the grant. Therefore, the DA’s funds are being reallocated back to Stockton Police Department (SPD) to purchase PenLink Software and to support a Firearms Examiner to align with the programmatic goals. 5/26/26 8:15 AM Shaketta Cunningham This GAM is being change requested so that the grantee can make the revision addressed in the email sent.
