Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION APPROVING FINDINGS AND AUTHORIZING A SOLE SOURCE PURCHASE OF GE ORBIT 900 MHZ RADIOS FROM APPLIED TECHNOLOGY GROUP, INC. FOR THE MUNICIPAL UTILITIES DEPARTMENT The Municipal Utilities Department operates and maintains a 900 MHz telemetry radio system that supports communication between remote water, sanitary sewer, and stormwater pump stations, and the Supervisory Control and Data Acquisition (SCADA) system located at the Regional Wastewater Control Facility; and The current telemetry radio system is more than 20 years old and lacks the common modern protocols necessary to ensure system security. Modernizing the telemetry radio system is essential to address significant cybersecurity vulnerabilities associated with outdated and unsupported radio hardware, and to align with industry best practices for securing critical water, wastewater and stormwater infrastructure; and The absence of modern security protocols jeopardizes MUD’s ability to provide vital public health services to the Stockton community; and Following a comprehensive review of current product offerings, staff recommend the purchase of 110 GE Orbit 900 MHz radios from Applied Technology Group, Inc., of Bakersfield, California, in the amount of $317,000, because the equipment is compatible in form, fit, and function with the existing telemetry radio system, and Applied Technology Group, Inc. is the only authorized vendor of GE Orbit 900 MHz radios in this region; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The City Council approves the following findings pursuant to Stockton Municipal Code section 3.68.070 to support and justify an exception to the competitive bidding process:
The purchase of GE Orbit 900 MHz radios is necessary because they are compatible in form, fit and function with the existing infrastructure, which uses proprietary protocols.
Replacing the currently in place end-of-life equipment is essential to maintaining a reliable radio system for monitoring and controlling the water, sanitary sewer, and stormwater systems that provide vital public health services to the Stockton community.
Applied Technology Group, Inc., is the only authorized vendor of GE Orbit 900 MHz radios in this region.
Purchasing the GE Orbit 900 MHz radios from Applied Technology Group, Inc. will allow MUD to avoid additional costs associated with replacing auxiliary components, as the new radios use the same cabling, antennas, mounts, power supplies, and related hardware.
The City Council authorizes the sole source purchase of 110 GE Orbit 900 MHz radios from Applied Technology Group, Inc. of Bakersfield, California, in the amount of $317,000.
The City Council authorizes the appropriation of $91,930 from the Water Fund Balance, $164,840 from the Wastewater Fund Balance, and $60,230 from the Stormwater Fund Balance. This is a total transfer of $317,000 from the fund balances for the replacement of aging Supervisory Control and Data Acquisition radio equipment.
The City Manager is hereby authorized to take appropriate and necessary actions to carry out the purpose and intent of this Resolution.
