Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION APPROVING A TEMPORARY PROMOTIONAL INCENTIVE AND SIDE LETTER AGREEMENT FOR FIREFIGHTER ENGINEERS IN THE STOCKTON FIREFIGHTERS’ LOCAL 456 UNIT The City of Stockton (“City”) and the Stockton Firefighters’ Local 456 (“Local 456”) have reached an agreement on a side letter establishing a temporary promotional incentive for eligible employees who promote to the Firefighter Engineer classification; and The Fire Department relies upon qualified and experienced personnel to fill Firefighter Engineer positions and maintain appropriate staffing levels for emergency response operations. Firefighter Engineers perform an important role within the Fire Department, including operating and maintaining fire apparatus and equipment and supporting emergency response activities; and The City and Local 456 have determined that a temporary promotional incentive will encourage qualified employees to promote to Firefighter Engineer and support the retention of experienced personnel within the Fire Department. The proposed side letter agreement, effective July 1, 2026, through June 30, 2028, provides an eligible employee promoted to an allocated and funded Firefighter Engineer position, effective July 1, 2026, with a one-time promotional incentive totaling fifteen thousand dollars ($15,000), contingent upon available funding. The promotional incentive shall be non-pensionable, subject to applicable state and federal taxes, and paid in two installments; and The City Council has reviewed and considered the proposed side letter agreement and finds that approval is in the best interests of the City and its residents; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The City Council hereby approves the Firefighter Engineer promotional incentive side letter between the City of Stockton and the Stockton Firefighters’ Local 456, substantially in the form attached hereto as Exhibit 1 and made part hereof by this reference, is hereby approved, and adopted.
The City Council hereby approves the temporary promotional incentive established by the side letter agreement in the amount of fifteen thousand dollars ($15,000) for eligible employees promoted to an allocated and funded Firefighter Engineer position, subject to the terms and conditions of the side letter agreement and the availability of funds.
The City Manager is hereby authorized and directed to execute the side letter to be effective July 1, 2026.
The City Manager and the Interim Director of Human Resources are authorized to take whatever actions are appropriate and necessary to carry out the purpose and intent of this Resolution.
