Resolution No.

STOCKTON CITY COUNCIL

RESOLUTION AUTHORIZING ADDITIONAL FUNDS FOR SOLE SOURCE AGREEMENT WITH MUNICIPAL MAINTENANCE EQUIPMENT INC FOR MUNICIPAL UTILITIES CAMERA REPAIR SERVICES AND MATERIALS The Municipal Utilities Department Collections Division (MUD) monitors and evaluates stormwater and sanitary wastewater sewer lines using specialized Rapidview IBAK camera systems; and The Rapidview IBAK camera systems require Municipal Maintenance Equipment (MME) repair services and replacement parts to maintain proper operation. Consequently, MME is the sole available source for repair services and materials; and The Rapidview IBAK camera systems are operated and maintained by MUD Collections staff. The proposed additional funds allow staff to purchase the necessary repair services and materials to ensure proper maintenance of the camera systems; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The City Council approves the following findings pursuant to Stockton Municipal Code section 3.68.070 to support and justify an exception to the competitive bidding process:

Maintaining the equipment according to proprietary protocols and manufacturer specifications is essential to ensure the camera systems operate reliably and as intended to monitor stormwater and sewer pipelines.

Municipal Maintenance Equipment Inc. is the only authorized provider of repair services and replacement parts for Rapidview IBAK camera systems in this region.

Providing adequate funding for ongoing maintenance is in the public’s best interest, as it protects prior investments and prevents the need to prematurely replace expensive equipment that is already in service.

The services provided during the first year of the agreement were satisfactory, demonstrating the vendor’s ability to meet performance expectations and support the continued reliability of the camera systems. //
