Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION APPROVING FINDINGS AND AUTHORIZING THE PURCHASE OF CENTRIFUGE REPLACEMENT PARTS AND MAINTENANCE SERVICES FROM GEA MECHANICAL EQUIPMENT INC.
During the Regional Wastewater Control Facility (RWCF) Modifications Project, the GEA Mechanical Equipment Inc. Westfalia Centrifuge Separator system was installed to support the dewatering of wastewater during treatment at the RWCF; and The Westfalia Centrifuge Separator system is a proprietary brand that requires GEA Mechanical Equipment Inc. replacement components and certified services to maintain proper operation in accordance with the manufacturer’s specifications; and GEA Mechanical Equipment Inc. is the sole available source for the Westfalia Centrifuge Separator system materials, repair, and maintenance services; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The City Council approves the following findings pursuant to Stockton Municipal Code section 3.68.070 to support and justify an exception to the competitive bidding process:
Routine maintenance, replacement parts, and repairs are standard practice required to preserve the Westfalia Separator Centrifuge system’s ability to dewater sludge from collected wastewater.
The Westfalia Separator Centrifuge system requires the use of original manufacturer parts and service for proper operation, performance guarantees, and the lowest life cycle cost.
Maintaining the Westfalia Separator Centrifuge system is more cost-effective than replacing it with an alternative system. Accordingly, the proposed contract serves the best public interest.
GEA Mechanical Equipment U.S. Inc. is the only source for Westfalia Centrifuge Separator system parts and repair services in the United States.
A five-year sole source agreement with GEA Mechanical Equipment Inc. of Janesville, Wisconsin, in the amount of $500,000, for Centrifuge system replacement components and maintenance services is hereby authorized, a copy of which is attached as Exhibit 1 and incorporated by this reference.
The City Manager or designee is hereby authorized to take appropriate and necessary actions to carry out the purpose and intent of this Resolution.
PASSED, APPROVED, and ADOPTED October 13, 2026 .
