Council Adoption of Resolution No. 2023-____: Authorizing the City Manager to Execute a Purchase Agreement with Farber Specialty Vehicles for an Incident Command Vehicle to be Assigned to the Police Department.
FISCAL IMPACT:
Adding $1.5 million from the State of California to the City's budget for Public Safety expenditures funded by Assembly Bill 179.
STRATEGIC PLAN:
Ensure Public Safety, Section 3.6 - Develop and implement emergency preparation, response and recovery plans across the organization in collaboration with other community efforts.
Provide Good Governance, Section 4.7 - Improve productivity, efficiency, effectiveness, customer service and citizen satisfaction in all areas of municipal organization.
BACKGROUND:
California State Assembly Member Lori Wilson sponsored Assembly Bill 179 for the fiscal year 22-23 to funnel $1.5 million in funding to the City of Suisun City. This money is to specifically to be used for Public Safety Upgrades. The City has received this funding as of March 30, 2023.
On December 20, 2022, the Suisun City Council unanimously approved an amendment to Suisun City Police Department (SCPD) Military Equipment Policy (SCPD Policy 706) adding an incident command vehicle to the list of approved SCPD equipment. This amendment was done in accordance with Assembly Bill 481, passed in 2021, requiring law enforcement agencies to obtain approval from the applicable governing body (City Council) through a Public Hearing when adding any equipment defined by this bill as military equipment. This incident command vehicle was added to SCPD Policy 706 because Suisun City anticipated receiving state funding to purchase an incident command vehicle through Assembly Bill 179.
STAFF REPORT:
On March 30, 2023, the City of Suisun City received a check from the State of California referencing “Assembly Bill 179 Funding” in the amount of $1,500,000.00 for the command vehicle and other public safety upgrade projects. Because the city now has this money available, staff is requesting approval to accept this funding and make an amendment to the annual appropriation for fiscal year 2022-23 to reflect the amount forwarded by the State of California. Additionally, SCPD would like to move forward with the purchase of a command vehicle that would fit the needs of the police department and the city as a whole with regard to an emergency operations center (EOC).
In previous years, SCPD has had a command vehicle in the form of a trailer that was deployed in 9 various instances. Often, the trailer was used during community events, such as the 4th of July, as a rallying point where staff would receive assignments, a mobile shelter to take comfort breaks, and a location to bring lost children. The command vehicle trailer was clearly marked as a police vehicle to ensure the community would recognize the purpose of the trailer when deployed in public.
This command vehicle trailer also had the capability to be deployed during other instances like natural disasters, DUI checkpoint operations, and investigations where staff would need a temporary meeting point and significant lighting sources to conduct a thorough investigation (e.g., homicide investigations, major injury collisions, etc.).
Over the last several years, the SCPD command vehicle trailer has suffered significant damage. Leaks in the roof have caused the floor of the trailer to become unrepairable, and the state of the trailer is such that the deployment of the trailer could result in a staff or community member injury. Thus, the SCPD command vehicle trailer was retired in 2020.
During this 22-23 budget year, the State of California directed funding to the City of Suisun City for various public safety projects (Assembly Bill 179 referenced above). One specific area outlined in the CA state budget is funding to the City of Suisun City in the amount of $500,000 for a police command vehicle to be used by SCPD. These funds are identified to be used only for a command vehicle, and if the City does not utilize these funds in the identified manner, the City will lose the funding, and the $500,000 will be returned to the State.
SCPD previously identified a potential Command Vehicle built by Farber Specialty Vehicles prior to the amendment to SCPD Policy 706 as a model that could be used if the city did in fact receive funding and approve the equipment addition. Since that time, SCPD staff have continued to look for other vendors that fabricate command vehicles, but none of those vendors have been able to match the needs identified in the original planning for an SCPD Command Vehicle. Additionally, Farber Specialty Vehicles has gone through a vetting process with Omnia Partners, a public sector purchasing cooperative in which Suisun City participates.
Farber Specialty Vehicles recently provided an updated proposal for the vehicle build, which includes the desired equipment and a 3-year, 50,000-mile warranty on the chassis, and a two-year warranty on all workmanship by Farber. This proposed command vehicle would be used in similar instances as the retired command trailer, but the vehicle would also have upgraded technology options such as wireless internet, SMART Board equipment, multiple monitors, dispatch consoles and a separated area to be used similarly to an Emergency Operations Center during incidents necessitating staff deployment and planning during an emergency. The vehicle depicted in the updated and attached quote is the same vehicle specifications originally presented to Council as a model of what style of incident command vehicle SCPD was requesting to add to the existing policy.
This vehicle would be assigned to SCPD but used as a City asset in any major incident involving natural disaster, chemical spill, railway incident, or in a major fire incident to support Suisun City FD in emergency operations, staff planning and staff breaks in a similar manner as the command vehicle deployed by The Solano County Office of Emergency Services that was deployed to support fire operations on June 3rd, 2020, during the fire in the downtown area.
Photos of the attached mock build up and a similar build quote were presented to, and reviewed by, the Suisun City Public Safety and Emergency Management Committee during one of its regular meetings on December 1, 2022, with full committee support of adopting the amended policy and adding the described command vehicle to SCPD’s equipment inventory. The timeline for the completion of this 10 build is approximately 11 months from the date the purchase order is issued.
