AGENDA TRANSMITTAL
MEETING DATE:
July
2, 2024
AGENDA ITEM:
Discussion on Purpose and Mission of the General Tax Oversight Committee (Measure S).
FISCAL IMPACT:
None.
STRATEGIC PLAN:
Provide Good Governance.
BACKGROUND:
On November 8, 2016, Suisun City voters approved ballot Measure S to enact Ordinance 742 that, among other actions, established a 1% Transactions and Use Tax for general use and created the General Tax Oversight Committee (the “Committee”) to provide transparency on the collection and expenditure of the tax. The City Council subsequently approved Resolution 2017-36 to set the guidelines and compensation for the Committee. Measure S was approved in 2016 with a 10- year term.
STAFF REPORT:
The purpose of this joint meeting is to discuss the purpose and mission of the Measure S Oversight Committee. This discussion is particularly pertinent in light of the new Measure S proposed for the November ballot. Measure S, a key initiative in Suisun City, has played a critical role in funding essential services and projects within our community.
The mission of the General Tax Oversight Committee (Measure S) is to ensure the responsible management and allocation of Measure S funds, which are vital for sustaining and enhancing various services and projects within Suisun City. This Committee serves as a critical oversight body, providing transparency and accountability in the expenditure of these public funds. The duties of the Oversight Committee do not include decision-making or advisory responsibilities regarding spending priorities, funding source decisions or financial plans, as these are the purview of the City Council as set forth in state law and the Suisun City Code.
STAFF RECOMMENDATION:
Holding a joint meeting to discuss the purpose and mission of the Measure S Oversight Committee is a proactive step towards ensuring that the Committee is well- prepared to oversee new Measure S funds effectively. This meeting will provide an opportunity for a thorough review and discussion, ultimately leading to enhanced transparency, accountability, and community trust.
