Mr. Chip Taylor,
Director of Public Works
City of Sunnyvale
456 West Olive Avenue
Sunnyvale, CA 94088-3707
Dear Mr. Taylor:
Thank you for your patience while we reviewed your recent request for the California Department of Transportation (Caltrans) to consider delegating responsibilities for Operations and Maintenance (O&M) of traffic signals and one Pedestrian Hybrid Beacon (PHB) at 14 intersections in Sunnyvale, Santa Clara County. The locations for which traffic signal O&M delegation was requested consist of intersections along State Route 82 (SR 82 or El Camino Real) between Helen and Bernardo A venues, and along Fremont A venue at or in the vicinity of State Route 85 on- and off-ramps. Our staff would be pleased to meet with you and review appropriate terms for delega ting O&M responsibilities for certain Caltrans signals.
We appreciate and value your proposal. Given the unpredictable and potentially adverse safety and operations impacts on mainline SR 85, freeway ramp intersections at SR 85/Fremont A venue and nearby traffic signals will not be considered for delegation. However, intersections on El Camino Real, a conventional State highway, can be considered for delegation in order to promote our cooperative effort to quickly respond to emergencies and to address community concerns. It should further be noted that the existing understandings and highway maintenance agreement(s) currently in effect between the City of Sunnyvale and Caltrans will need to be amended to reflect the City's requested delegation with additional terms, including:
l. The City of Sunnyvale shall assume O&M responsibilities for the signals at all Caltrans-owned intersections on El Camino Real within the City of "Provide a safe, sustainable, integrated and efficient transportation system to enhance California's economy and livability" Attachment 2
