one biking commission meeting, have read notes for sustainability Sustainability Commission:
As a climate storytelling researcher, club leader, nonprofit advisor, I've always asked myself how I can make an impact to stop climate change and help multispecies adapt to its effects. I have firsthand experience with how to convince neighbors and my own family to start using the compost bins (which I understand is a contentious topic in Sunnyvale). One of the best ways is to work on the Sustainability Commission and get local and governmental with my action, and the Sustainability Commission can benefit from having a younger voice: I represent the generation that will deal with the ramifications of the climate crisis. Sunnyvale needs to hear our voices, and I'm willing to represent them.
Bike Commission:
I have been a biker for 13 years in Sunnyvale, and a driver for 4. I know what the road is like from both viewpoints. I've also biked through elementary, middle, and high school here in Sunnyvale, and there are glaring issues that need to be represented from those front.
Sustainability Commission:
- experience as President of Homestead High School's green club - experience as current Co-Chair of Dartmouth College's sustainability club - experience as Youth Leadership Council member of EarthEcho International
Biking Commission:
- 13 years of experience biking in Sunnyvale streets, 4 years driving.
For both:
- coding skills: Java, Python
- research skills: literature reviews
- coursework at Dartmouth College: Ecological Economics, Carbon Sequestration, The Science of Climate Change Since the role of the commission member is to provide advice, I would make sure my advice is representative of the larger Sunnyvale population’s wishes. I would specifically want to bring younger voices into the conversation, as when I attended a meeting I noticed there is a lack of intergenerational representation. I have connections to Homestead’s green clubs to this day, and can connect other students in Sunnyvale from different districts to voice their concerns.
I would draw from my coursework at Dartmouth college when advising policy issues in our area, and also take note from my experience starting successful Kickstarter campaigns, which is similar to making changes on a city level as both require cooperation from hundreds, if not thousands, of citizens.

SUPPLEMENTAL QUESTIONNAIRE
Note: Please respond only to questions that pertain to your selected board(s) or commission(s).
Arts Commission:
We are looking for someone who has
• Interest in the visual, performing or literary arts
• Interest in the art programs of the City
• Background in visual or performing arts
1. In what ways could the City strengthen art programs in the community?
Bicycle and Pedestrian Advisory Commission
We are looking for someone who has interest in bicycle and pedestrian issues
2. Like many cities in Santa Clara County, Sunnyvale is faced with problems stemming from traffic congestion and air pollution. Suggest ways the City can improve facilities for bicyclists and improve bicycling education and safety programs for motorists, cyclists and pedestrians?
(ran out of space on document)
2. Narrowing roads for cars, which research shows slows their speed much better than speed bumps. Putting more bike lanes also helps with this, as the road for cars naturally gets narrower.
3. Increasing public transit, and pairing this with accommodations for bikers so they can take a bus with their bike, for example.
4. Also implementing these initiatives while recognizing that people of color are already disproportionately stopped and ticketed by law enforcement, and are at a heightened risk of police violence due to both implicit and explicit bias. We must make sure these initiatives do not harm minoritized people, and ensure they get a seat at the table.
Amanda Sun
My suggestions are based on science-backed reports and my 13 years as a child, teenager, and adult biking on Sunnyvale' s streets.
In high school, I conducted research on whether road changes that increase the number of bikers or pedestrians could have other effects. These measures were shown to save cities billions of dollars – from traffic accidents, pollution, increased exercise, which led to decreased rates of obesity and diabetes. They also have huge emotional and communal benefits: just like how farmer's markets and local gatherings increase how often residents see each other, having more people on the street can do the same. It's more likely for friends to run into one another. The benefit of this cannot be understated; in the era of a loneliness and depression epidemic, more bikes and pedestrians can save lives.
Simple interventions can make roads safer for bikers.
1. Putting bike lanes on every road in the city: for example, only certain parts of Hollenbeck/Pastoria have bike lanes.

14. Sustainability is a new and emerging issue in many communities. What do you think are the primary sustainability policy issues this commission will be addressing over the next few years?

their sustainable lifestyle, we would need three Earths to sustain the global population. Thus, part of the answer for sustainability lies in changing our Western lifestyle (and not just improving technology), and recognizing those groups I mentioned in the previous paragraph.
Amanda Sun
* Transportation, as our current modes make us reliant on fossil fuels, which are to blame for much of climate change. With the constant flow of people into the Bay, and the pressing problems like those commuting 4 hours/day to get to their jobs, we must find more sustainable solutions.
* Air pollution from wildfire smoke will become a bigger problem, not just for city health, but also how it may affect people’s sustainability practices (see climate grief, climate anxiety). * Whether to include carbon sequestration, a buzzword with its research new and unproven, in the Climate Action Playbook.
* Environmental justice and the history of inequity in Sunnyvale, which continues to affect us today and is only recently been fully acknowledged.
One achieves a balanced community by fully accounting for the actors and factors shaping the city, whether that is to be more or less sustainable.
We must recognize the indigenous tribes and immigrant communities in the Bay Area have led sustainability practices in their daily lives. By recognizing the bright spots, we can show what people are already doing in their personal lives, which makes them more likely do adopt other sustainability measures. Given the large population of these communities, this would affect a large portion of Sunnyvale.
We must recognize that improving technology is not enough; that balance requires commitment and concession from many parties. For example, if all people on Earth lived like the Nordic countries, who are often looked up to for Attachment 3

3. Prior attendance at a board or commission meeting is highly desirable . Have you attended meeting(s) of the board or commission for which you are applying? Yes E]
If yes , how many meetings have you attended? 2 to 3 meetings of Planning Commission and 2 to 3 Council meetings NOTE : If you are applying for more than one board or commissi on, please reference the specific board or commission in your response to questions 4-7.
4. What motivated you to apply for this board or commission? I applied for a position in Planning Commission in 2017 and did not get required votes to serve . Since then , I have been keeping myself involved in Sunnyvale by attending Focus groups for City Hall, Council meetings for Moffett Park Land Use Alternative ,
El Camino Real Specific Plan. I also attended Planning Comm ission meetings and constantly learning various neighborhoods and their issues based on their location. I believe that I am better prepared to serve on this position now then in 2017.
I have been also understanding the conflicting needs of residents to keep the neighborhood equipped with trees, bike roads and the other amenities along with the new ADU legislature of state and the city to increase the low and middle income housing .
With my background I believe that I would be a good commissioner to assist in making a livable Sunnyvale .
5. What skills or attributes can you bring to this board or commission? For Planning Commission -
I have understanding of the planning and developemental process . I know the principles of resilient and energy efficient developement. I have been reading and attending many webinars encompassing California crisis such as housing , water drought as well as global crisis related to Covid-19 , resiliency and sea water rise. I also have keen interest in history and culture which plays significant role in Sunnyvale city. I read plans , elevations and documents fluently being in architecture for last 20 years as my primary profession .
I know the laws regarding ADU requirements and building coaes tor Sunnyvaie city. i have compiete undersiandi11y 01 FAR , Landuse zoning as well as love for native trees, trails and parks being in Environmental Protection and Developement Committee in Los Altos Hills for years.
I understand the economics of city and the need to encourage and implement revenue generated landuses and activities .
I would like to participate and influence positive ly in the development of Moffett Park Specific Plan.
6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission . With this in mind, what steps would you take to effectively exercise this specific board or commission role?
If I join the Planning Commission board, I would gather all the relevant information on the project, I will go through Sunnyvale current and future goals . I will make sure that they are listed with priorities and communicate to the council in clear way.
It is like juggling ball and the skills required is to keep the ball in balance is to pay attention and keep the eye on the ball.
Exactly , I would do that, each project needs the same attention and that is what I will do if I have chance to serve .

7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
* Masters in Urban Design -University of Pennsylvania, Philadelphia * Masters in City Planning, University of CEPT, Ahmedabad, India * Bachelors in Architecture, University of CEPT, Ahmedabad, India * Member of American Institute of Architecture, Santa Clara Vallley * Board Member and club photographer of Sunnyvale Art Club * Active Member of Women in Architecture, Silicon Valley Volunteering for Urban Land Institute, SF - Facilitating for Urban Plan of a neighborhood developement in senior class of Highschool in Palo Alto.
8. Briefly describe your current or last occupation.
I have been involved with the design and construction industry for more than 20 years. Primarily, I work with residents of many cities across Bay area to add and remodel their residences. I design, draw , collaborate with various consultants, get permits and work with contractors to realize the drawings in to reality. I keep updating myself with various planning issues, building codes, energy codes and ordinances of various jurisdiction .
I push the boundary of my profession. I use various materials and include art in to my practice. The project I am currently working invloves design of an arbor and printing large art panels on Aluminium to install on the gate. I worked with Flurry Bryant Homes in Los Gatos before Pandemic hit in last March. I intend to go back to work there after everything else opens up.
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
The City Council and board of commission represents democratic process of implementing policy, codes and standards established by the city. I also realize that as public officials, one needs to listen to all residents and other representative parties and be equipped with all the information about the project. I also learned that one needs to question if not understood and then state the answer independent of the answers of the other members of the board . It will be difficult for me to suggest a general or a specific improvement at this point, but I can surely have some ideas for improvements , once I get fully involved in the duties of the position. I am proud to be a resident of Sunnyvale which is represented and governed by capable , hard working and diligent leaders.
However I would suggest not to scatter residences in West of N. Mathilda and keep proposed dense resident ial buildings on the East of N.Mathilda . I do understand that the lack of housing at this time and extending the study of EIR report does not result in any particular decision . Still it might lead to the expansion of the scope of the mixed use development of Moffett Park Area and bring forth many other issues like wildlife preservation , safety of the future residences in the case of sea level rise. Extending the EIR report for all the industrial area might put burden on the resources and time. This is based on my brief involvement of attending the Planning Commiss ion meeting .
10. Describe your involvement in community activities, volunteer and civic organizations.
I attended 2 Focus Group meetings organized by City staff and Urban Design Consultants . I understood and participated in the developement of City Hall project in Sunnyvale.
I volunteer to empower diverse women in Architecture , by facilitating group meetings on zoom for WIA(Women In Architecture), Silicon Valley chapter.
I am a member and club photographer for Sunnyvale Art Club and participated in Mural project.

1. In what ways could the City strengthen art programs in the community? The city could ask the commercial business to allocate some space or fund to support or promot artists.
The city could held community events to award some art competitions . The Public park facilities could held art events of different kind to encourage artists to participate , it is like mini arts on hands events .
The Arts Commisssion could held open competition to excel and could be funded by the by the nearby businesses or the city fund to sponser and implement. The city could have mini film feestival for a day in the local theater and have residents participate. These are some quick ideas.

Planning Commission:
12. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? This is always the problem as each city has limited open area to be developed . One idea is to reconfigure public land. The existing use of the public space was categorized and allocated into different functions at certain time and now that has changed . So may be there is possibility to make them more current and compact as well as have some space to make a 4 to 8 story apartment complex .
Another idea is to change the landuse and zoning around the major roadway and that automatically would change to mid rise apartments or duplex town houses.
This one is little crazy idea but big chain stores owners/tenants could be talked into making mixed use buildings .
Moffett Park Urban Design plan is a balanced approach. There are ways to create spaces by reconfiguer ing train track.
It involves more resorces.
13. Planning Commissioners are often asked to consider social , economic and environmental issues when reviewing proposals . How does one achieve a balanced community?
I have mentioned that earlier as each project has certain objectives and those have to fit within the overall goal , however all are not achieved fully, It is like give and take approach . The one variable would help to make that decision little easier and that is the future , next 10 years and change of technology and the change of society. If one spends some time and bring its influences on the project , it might help to give importance ot one over the other.

This may put strains on development , for example , if exisiting strip malls are re-developed, how do we deal with existing businesses. And for housing , how can we redevelop existing residential where people are displaced . Another issue is how to deal with transporation and infrastructure. Above all, how do we provide sustainablity to the city ..
I recently served as a commissioner on the Redistricitng Commission and enjoyed digging deeply into all issues and discussing everything with my fellow commissioners . I find that there truly is power in many people discussing vital issues and deliberating and reaching consesus.
In the past, I have worked with federal and state agencies that regulate credit and payment systems. I found this work to be very rewarding . My efforts helped produce and amend the Fair Credit Reporting Act, the Fair Dedt Collection Practices Act, Regulation protecting the use of Debit Cards.
Protecting individual rights are important to me as well as providing an environment where commerial enterprises thrive
5. What skills or attributes can you bring to this board or commission? The strongest asset I bring to the commission is the ability to listen to many sides of an issue, collaborate with fellow commission members and make good decisions. City development is not a simple equation, There are many stakeholders involved in development and all factors need to be evaluated to come up with a decision. My experience representing the interests of members of the National Retail Federation entailed working with government agencies , consumer groups and retailers to develop safe, secure and reliable payment channels. Protecting both the retailer and the consumer were always a balancing act.
As a product manager for Credit Card products at Bank of America, Chase, Citibank and Union Bank balancing corporate goals with meeting consumer demand was always challenging . I managed communicating account changes for the merger of several large banks made sure that communications were clear and understandable .
As a member of the Mobile Home Resident Stakeholder Group, I worked on the team to negiotate a strong and viable Memorandum of Understanding to control rents and stabilize turnover in the mobile home community .
As a member of Livable Sunnyvale, I have worked with the city to ensure that afforadable housing is top of mind for any expansion in the housing stock.
I am a recent graduate of Leadership Sunnyvale - this experieince broaden my understanding of how the City works and makes decisions that affect the entire community .
I served in the Redistricting Commission where we successfully redrew the City maps. This was a fabulous view into city government.
Most important , I am a diligent listener and make every effort to make decisions that consider all variables and are equitable to all.
6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
I am an active learner and recognize that all people have a voice that needs to be heard. The planning commission requires time to analyze and review all information that comes before the commission . I will spend whatever time is required to learn as much as possible about any issue before the commission and seek answers to many questions that may arise. There are no easy answers and all decisons will require looking at the needs of all parties affected by development.
I have attended many Planning Commission meetings and am confident that my knowledge and skills will add value to the commission deliberation process.

RUBINO, GAIL
I am a California native. Born in San Francisco and attended SF Pubic Schools through high school City College of San Francisco - transfered to UC Davis
UC Davis BA in History and Rhetoric
San Franciso State University - California Teaching Credential UC Berkeley School of Business - 2 years - transfered to Fordam University Fordham University, New York City, MBA in Finance
De Anza College - Paralegal Certificate
The last 20 years in my career was spent as a skilled consultant for financial service and high tech companies. A typical assignment was to manage a team of marketers, operations, software engineers and other stakeholders to develop campaigns to launch products, expand a product line, or increase customer acquisition success. The projects included marekting the product by creating integrated marketing campaigns using traditional and social media. I have managed up to 50 people and responsible for budgets up to $20 million. I have managed both domestic and global projects. All my assignments have required collaborating with people who did not report to me and meeting tight schedules.
City Council meetings are a view into how city government works. Council members rely on staff for recommendations and seek public input. The Council makes decisions by balances the needs of all stakeholders and doing what is most advantageous to all.
I have attended Housing Commission meetings, Planning Commission and community outreach meetings.
As a member of the Redistricting Commission I was impressed with staff and staff consultant work and committment to gathering information to reach a decision.
I was also impressed with the City Staff's committment to create a strong Memorandum of Understanding for the mobile home community.
Frankly, I do not have enough information to recommend improvements on how to run the commission or council meetings.
I do suggest that all meetings continue to use a virtual (Zoom) presence as many more people are able to attend virtual meetings.
I am an active member of Livable Sunnyvale, committed to creating a vibrant, sustainable and livable city. Meeting housing needs is critical and this need must be balanced with retail, commercial growth and many other variables.
I am interested in protecting the mobile home community in Sunnyvale. I was a member of the Mobile Home Resident Stakeholder Group.

Planning Commission:
12. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation?
13. Planning Commissioners are often asked to consider social, economic and environmental issues when reviewing proposals. How does one achieve a balanced community?
Sustainability Commission:
We are looking for someone who has Demonstrated interest in environmental sustainability issues
14. Sustainability is a new and emerging issue in many communities. What do you think are the primary sustainability policy issues this commission will be addressing over the next few years?
15. Sustainability Commissioners will need to consider social, economic and environmental issues when addressing sustainability policy issues. How does one achieve a balanced community?
RUBINO, GAIL
Sunnyvale does not have much vacant land for development. That means that future development will be in fill - or replacement of existing structures or vacant property. This means that development of properties will be complicated.
Each decision before the commission may have many proponents and many opponents. I see the Commissions goals to come up with the best solution for the city and all parties.
For example, commercial site re-development issues could include transportation, density and use considerations. While residential re-development issues could include displacement of existing tenants/residents, density, transportation, city and retail services in addition to other issues. In all cases, the City needs policies to address different types of development. Key considerations in all development is the impact on the city's infrastructure from increased traffic, density and pollution. Sunnyvale and the entire region is reeling from lack of housing. Development of commercial could exacerbate this situation. Development of housing must include diversity and address the issue of density. Large resident developments also lead to infrastructure issues as well as needs for retail, access to schools, city services and social services. Creating a sustainable city is paramount. There must be a balance of commercial and housing to continue to provide residents and businesses with a sustainable community.
This is the HUGE question. Weighting social, economic and environmental issues can only be done by seeking the most information available from skilled experts, the public, city staff and the developers. There is no play book. City policies will guide how to make decisions with input and deliberation by many. My experience is developing consumer products and conducting research about consumer behavior would add value to the commission. Sunnyvale needs to have development that maintains a strong community of both commercial and residential. The diversity of the population needs to be seen as a strength. And that all people, no matter of their economic condition can thrive here. For planning development the developers and the city need to work together to create a sustainable and vibrant city.

9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
I have attended many committee meetings, council meetings and many commission meetings in the last 12 years. They are only allowed to make a comment and committe/commission or council members are only alllowed to listen, not engage in a 2 way dialog. I see a lot of people expect it is some other way and be very puzzled and miffed.

6. What factors would influence your recommendation to preserve a particular building or site? Housing and Human Services Commission
We are looking for someone who has demonstrated interest in housing and human services issues
7. Evaluate the quality and adequacy of the housing programs that serve the Sunnyvale community.
I know that Sunnyvale has a relatively agressive ( compared to some other surrounding cities) Housing Element and Below Market rate program Homeownership program. I know that we have a certain number of Low and Very Low income rental units dating from projects that came on line years ago and recently (with a gap of time in the middle when there were no new units added to the ranks because of state legistlation) I don't think any city in the area has an adequate program ... there are just too few BMR or LowNery low income designated units compared to the many high priced units. I appreciate that the programs are well established and organized and keep track of all the units and try to replace ones that are timing out.
I know there is a lot of disagreement from different players in the area of RV's on city streets, in church parking lots etc, and how this should best be handled. I look forward to learning more about this.
8. Evaluate the quality and availability of the human services programs that serve the Sunnyvale community.
I am familiar with the food program and the help with emergency rent and utility program. It seems to be very well organized and I am glad they got thier new remodeled space. I am sure they feel that the funds they have are not adequate but I do not know how they compare with other cities. They seem to get a lot of corporate sponsership.

Bicycle and Pedestrian Advisory Commi ssion
We are looking for someone who has interest in bicycle and pedestrian issues
2. Like many cities in Santa Clara County, Sunnyvale is faced with problems stemming from traffic congestion and air pollution. Suggest ways the City can improve facilities for bicyclists and improve bicycling education and safety programs for motorists , cyclists and pedestrians?
There should be a campaign to educate the public about the 3 ft motor vehicle passing law and the potential consequences of being involved in an accident involving a bicyclist. Safe passage routes for bicyclist and pedestrians shou ld be investigated and made available to the public. I would also like to see a city-based incentivising program for employers to encourage their employees to ride bicycles to work.

Park and Recreation Commission
We are looking for someone who has interest in open space and recreational activities
9. Community demographics are constantly changing . What do you think are the principal issues this Commission may be addressing over the next few years?
I believe that some of the parks and open spaces in our community are under utilized by lower income residents. I think Sunnyvale has a good amount of parks and open spaces , but I do not feel that the locations of parks and open spaces are distributed fairly between neighborhoods . Large commercial and residential development should be required to provide more public open spaces and parks and open spaces and parks should be developed or expanded in target neighborhoods where parks and open spaces are sparse or non-existent.

Sustainability Commission:
We are looking for someone who has Demonstrated interest in environmental sustainability issues
14. Sustainability is a new and emerging issue in many communities . What do you think are the primary sustainability policy issues this commission will be addressing over the next few years? Some of the biggest sustainability issues are garbage/composting, air quality/noise pollution and water usage as well as sustainable aesthetics (Green Space). Implementing programs for recycling should be compulsory , but easy to implement. Air quality/noise pollution policies are more difficult to implement , but improved mass transit , reduced motor vehicle usage , bicycling or walking should be equitably encouraged and targeted through policy. Water usage can be greatly reduced by encouraging drought friendly yards and drought friendly open spaces. Sustainability policy is often directed to commercial developments , but I believe there is a big opportunity to focus sustainability policies for residential properties. Many residential properties have attempted to reduce water usage by having cement yards and road/side walk islands. This not only greatly reduces the aesthetics of the neighborhood , but also causes what little rain that does fall to run off into the water drainage system instead of going into ground water. The air quality, noise pollution and reduced water usage can all be improved by planting more sustainable foliage on the city controlled road/side walk islands.
15. Sustainabil ity Commissioners will need to consider social, economic and environmental issues when addressing sustainability policy issues. How does one achieve a balanced community? All programs that are directed to sustainabi lity must be easy to implement, culturally sensitive and should be subsid ized for low income residents where appropriate. Education of the sustainabi lity issues and policies to address the issues need to be communicated clearly to garner compliance and support from the community.

Right now the City is preparing its next set of "moves" under the Climate Action Playbook, for 2023-2028. As we do so, and then implement those moves, it is important to have people on the Sustainability Commission who understand what is already underway for the CAP, what related initiatives are in flight (e.g. the Active Transportation Plan), and - crucially - where we need to take things further in order to meet the City's climate goals. Through my service on the Sustainability Commission and CAP 2.0 Advisory Committee, I have gained the knowledge and lived experience of trying to "thread the needle" of acting with the ambition that our climate emergency requires, while preserving essential support from Sunnyvale's residents and businesses. I humbly ask to continue serving the City in this vital work. 3/15/2022

My goal is to reduce the amount of material that goes to the landfill by helping to educate customers and improving our diversion technology at the SMaRT Station. Many of our goals for waste reduction would start with producer responsibility.
I have worked with Google, Apple, and Amazon to help them create packaging that can be easily recycled. My goal as a member of the commission would be to have a greater impact in the reduction of waste in Sunnyvale by advising the council on the best options for reduction in waste.
As the Facility Manager of the SMaRT Station, I witness a thousand ton of material coming into our facility every day. I have first hand knowledge of the materials that are being disposed of on a daily basis. At the SMaRT Station sustainability is one of our main focuses as we strive to divert as much material from the landfill as possible. We are currently working with the City of Sunnyvale Staff on a major retrofit to the SMaRT Station "Next Gen SMaRT".
I am on the board of ClaraMateo Garbage Collectors Association and on the board of the Next Generation for Resource Recovery Coalition of California. I am also a member of the RWRC Technical Advisory Committee. I am extremely involved with all the policies and bills that affect the sustainability of Sunnyvale, Santa Clara County, and the State of California. I would bring my knowledge of what is happening locally and globally to help advise the City Council on the best method to be a leading in our sustainable future.

Bachelor's degree in Operations Management and Information Systems. 25 years of experience in the waste management industry working on a variety of tasks at companies all around the Bay Area. I have worked as a residential collection driver, customer service, office manager, driver manager, material marketing and manager, recycling coordinator, facility manager, and general manager. Throughout my career I have managed every aspect of garbage and recyclables from generation to landfill/end user.
I am currently the Facility Manager at the SMaRT Station. The SMaRT Station manages the flow of over 200,000 tons of garbage and recyclable each year. I manage a staff of 116 employees tasked with diverting as much material as possible from the landfill. My current focus is retrofitting the facility to improve the diversion percentage using new technology and lower our carbon footprint.
The City Council has many issues in all different areas, that is has to be aware of. It is great to have a diverse council with backgrounds in many different areas. The role that the board and commissions play is also very important to give good advice and information to the council so they can make educated decisions. I believe that the City of Sunnyvale has done a great job and don't have any improvements of note.
I have been a member of Sunnyvale Rotary for 7 years and I am currently serving on the board for Sunnyvale Rotary as the Sergeant-at-Arms. We host Dinner at the Dump, which was a large fund raiser for a bunch of different organizations, we weren't able to host during COVID, but we are anxious to host again. I am the secretary/treasurer of ClaraMateo Garbage Collectors Association, which is an association of members from around San Mateo and Santa Clara County that work in the garbage industry. I am a voting member of the Technical Advisory Committee and Recycling and Waste Reduction Committee for Santa Clara County as a Non-Governmental Organization.

My goals working in the garbage industry are to reduce our carbon footprint and potentially be carbon negative. These goals are something that the commission is currently looking at, but will be dealing with for the next 20 years. The pandemic lowered everyones carbon footprint, and now we need to find a way to continue to keep our carbon footprint low as the city gets back to normal. My focus is to find ways to reduce material going to the landfill by recycling additional material. Our other focus is reducing truck miles on the road and looking at alternative transportation methods for the garbage and the recycled material.
The best way to achieve a balanced community is to have members from all sectors of the community be a part of our commission and if that is not possible in some sectors, host community meetings where people from the unserved sectors can voice their opinions. That way the commission can make the most educated recommendations to the council and city staff.

4. What motivated you to apply for this board or commission? I am always looking for ways to contribute to my community. As an engaged citizen and a Sunnyvale resident for 40 years , I have followed City of Sunnyvale governance for many years, attending and providing public comment at City Council and Planning Commission meetings.
As a member of Livable Sunnyvale and the Sunnyvale Democratic Club, I have closely followed the development of Specific Plans and major development projects.
Since I recently retired, my schedule is more flexible, making it possible to serve on a commission , which has been a longstanding goal. I have a strong interest in urban planning and land use, so my preferred commission is the Planning Commission.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission . With this in mind, what steps would you take to effectively exercise this specific board or commission role?
The Planning Commission does not make policy, but advises the City Council on policy issues, specific plans, development projects , and planning documents (Housing Element , LUTE, etc.). While I am very interested in government policies, the role of a planning commissioner is to effectively execute the current policy in a competent and unbiased manner. This requires an attention to detail and the ability to review detailed documentation before each meeting .
As a community activist for many years, I have a good understanding of the current policies and the historical context that led to adoption of certain ordinances and specific plans. I have also seen how priorities have changed over the years as issues such as affordable housing , fair housing, climate change and mass transit became more pressing.

Michael Serrone
For the past 11 years, I was a Program Manager at Broadcom Corporation leading a multi-national design team bringing WiFi semiconductors to market for cellphones, access points, gateways and other products.
Since 1980, I have been employed in a variety of large and small high-tech Silicon Valley companies as a designer, engineering manager and program manager.
I am currently retired.
Having attended many Planning Commission and City Council meetings over the past decade, I have been impressed with the competence and professionalism of City staff, commissioners and Council members.
Some comments:
1. Going forward, the City should move to hybrid meetings and Youtube recordings that are available during and immediately after the meeting, for all public meetings. The virtual meetings have greatly increased public awareness and participation and should continue to be an option.
2. Over the years, the study issue process has become very slow, partly because of limited staff resources, making it difficult to address urgent issues in a timely manner. Some improvements have been proposed such as the "colleagues memorandum" process which provides for a more timely and flexible process. Other alternatives would be to reduce the scope of study issues or break a study issue into phases so that some action can be taken on important issues without overloading the staff.
I have been on the Executive Board of the Sunnyvale Democratic Club over the past 12 years in various positions including President.
I have been on the Board of Livable Sunnyvale, a non-partisan group, advocating for affordable housing and sustainable housing solutions since it was founded in 2015.
Other volunteer organizations include Sunnyvale Citizens for Sensible Gun Measures which was responsible for Sunnyvale's gun safety measure (Measure C}, Indivisible South Bay and the League of Women Voters - Cuperino-Sunnyvale.

Michael Serrone
Sunnyvale needs increased affordable and market rate housing as well as expanded retail. The added housing will support the anticipated jobs growth, reduce traffic and provide a more diverse and equitable community. More retail is needed in order to increase our sales tax revenues, which are low compared to neighboring cities, and reduce vehicle miles traveled.
Zoning changes, funding by the City and incentives can allow and encourage redevelopment. The Housing Element, currently being updated, the LUTE and specific plans are tools to support balanced redevelopment.
Specifically, the Lawrence Station Area Plan allowed a flexible approach to redevelopment, recently enabling two fully affordable housing products by Mid-Pen Housing. For the El Camino Real Specific Plan, the Council selected the R+ option maximizing housing while promoting increased retail. The Downtown Specific Plan was revised to include very tall buildinas in order to add both housina units and retail. The Moffett Park Saecific Plan is currentlv beina evaluated with It is essential that our City is an inclusive, fair and equitable place where all individuals feel welcome and empowered. The move to district elections was a major step in providing for a more representative City Council. We should also be looking for ways to increase a wider participation on commissions and in attendance at City meetings. Equity requires, not just openness, but actively reaching out to various communities of interest.
Regarding the Planning Commission, policy is set by the Council, but, acting within the current policies, the Planning Commission can continue to approve badly needed affordable housing in all parts of the City. Village Centers are an opportunity to increase housing and retail in high-opportunity, built-out parts of the City.
Amenities such as retail and schools could be more evenly distributed. Our current high schools are a long way from residents in the North.
ADUs, lot splitting and home sharing are opportunities for additional infill housing.
