REPORT TO BOARD OF LIBRARY TRUSTEES

SUBJECT
Recommend Council Accept a California State Library Stronger Together: Early Learning Grant Funds for a Sunny Place for Growing Readers Project in the Amount of $88,316 and Approve Budget Modification No. 23 to Appropriate the Funding

GRANT SUMMARY
The City Manager applied for California State Library Stronger Together: Early Learning Grant Funds to develop a multi-faceted approach to foster the love of reading and learning in children ages 0-5, and on May 6, 2022, the City was selected for a grant award in the amount of $88,316 to the Department of Library and Recreation Services for the creation of an early learning space and development of programs for children and their families.

The goal of A Sunny Place for Growing Readers is to provide young children of all backgrounds with opportunities to engage in early learning and literacy activities by providing them with a child- centered space that encourages and instills pre-literacy skills and reading readiness through imaginative play, manipulatives, and age-appropriate books. To support this goal, the library will also host programs, onsite and offsite, for children and parents to provide additional engagement and educational opportunities. The library will partner with Bring Me a Book, Community Health Awareness Council, and FIRST 5 Santa Clara County on this project to help expand the early literacy programs and services available.

The Division of the Library in the Department of Library and Recreation Services will be responsible for the management of the grant.

Granting Agency
The grant was awarded through the California State Library.

The California State Library is the central reference and research library for the state government and the Legislature. It also directs state and federal funds to support local public libraries and statewide library programs and services.

EXISTING POLICY
Council Policy 7.1.5 Donations, Contributions and Sponsorships:

The City Manager may apply for grants of any dollar amount, but shall notify the Council when grants are being pursued pursuant to Council Policy 7.1.1 (Fiscal - Long Range Goals and Financial Policies), B.4. (Grants and Intergovernmental Assistance). The city manager may accept and appropriate grant funds up to $100,000 that do not require a local match or obligate the City to any ongoing expenses, through an administrative budget modification. Any grants of $100,000 or more, or that require a local match or obligate the City to ongoing expenses, shall require Council approval

of a budget modification before funds can be expended by staff. The budget modification shall include the use to which the grant will be placed; the objectives or goals of the City that will be achieved through use of the grant; the local match required, if any, plus the source of the local match; any increased cost to be locally funded upon termination of the grant; and the ability of the City to administer the grant.

This grant does not meet all of the criteria to be administratively appropriated by the City Manager as matching funds are required; therefore, a budget modification is necessary. Grant funds from California State Library have external reporting requirements and fall under the federal single audit guidelines.

Pursuant to Sunnyvale Charter Section 1305, at any meeting after the adoption of the budget, the City Council may amend or supplement the budget by motion adopted by affirmative votes of at least four members so as to authorize the transfer of unused balances appropriated for one purpose to another, or to appropriate available revenue not included in the budget.

ENVIRONMENTAL REVIEW
This activity does not require environmental review because it can be seen with certainty that there is no possibility that it may have a significant effect on the environment. (California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3)).
