Attachment 5 - Summary of EIR Mitigation Measures
Below is a summary of mitigation measures contained in the EIR that would apply to future projects under the ECRSP Project.
• Air
Quality
o MM AQ-1: Compliance with the Bay Area Air Quality District’s (BAAQMD) basic construction mitigation measures.
o MM AQ-2: Use of California Air Resources Board (CARB) minimum certified Tier 3 off-road diesel-fueled equipment.
o MM AQ-3: Prepare a site-specific construction pollutant mitigation plan for project sites greater than five acres with construction lasting for more than two years.
o MM Q-4: Prepare a site-specific health risk assessment for future development that includes sensitive receptors within 1,000 feet from emission sources. • B
iological Resources
o MM BIO-1: Avoid construction during the avian nesting season or conduct preconstruction surveys for nesting raptors, special-status birds, and other migratory birds.
• C
ultural and Tribal Cultural Resources
o MM CUL-1: Review of potentially historic buildings over 50 years in age. o MM CUL-2: Require a Construction Protection Plan (CPP) for projects proposing pile driving within 50 feet of a designated historic resource. o MM CUL-3: Include information on improvement plans listing procedures if cultural resources are discovered.
• G
eology and Soils
o MM GEO-1: Include information on construction plans listing procedures if fossils are discovered.
• H
azards and Hazardous Materials
o MM HAZ-1: Reduce potential for disturbance of hazardous contaminants. o MM HAZ-2: Obtain “Determination of No Hazard” or “Determination of No Hazard with Conditions” from the FAA if structures exceed the FAA Part 77 Surface.
o MM HAZ-3: Obtain “Determination of No Hazard” or “Determination of No Hazard with Conditions” from the FAA if any construction equipment has the potential to exceed the FAA Part 77 Surface.
• No
ise
o MM NOI-1: Provide a construction noise control plan.
o MM NOI-2: Provide a project-specific vibration impact analysis. o MM-NOI-3: Provide documentation that pile driving activities in specific locations would not exceed the Caltrans vibration threshold.
Attachment 5
• Tr
ansportation and Traffic
o MM TRA-1: Verify project meets vehicle miles traveled (VMT) exemption criteria specified in the Council Policy 1.2.8 (Transportation Analysis Policy). o MM TRA-2: Projects shall prepare and implement a Temporary Traffic Control Plan during construction.
