E: 675 Almanor Avenue - Project No. 2015-8110 - Community Benefits Table – Request for Amendment P
lanning Commission & City Council,
P
lease accept this letter as our written request to amend the Community Benefits Table attached to project no. 2015- 8110 for the property located at 675 Almanor Ave., Sunnyvale, CA. While our tenant, Synopsys, fulfills the intent of the benefits committed to in the Community Benefits Table, their use does not explicitly satisfy the requirement.
We r
equest to exchange a total of 15 defined Community Benefit Points for 15 flexible Community Benefit Points.
The 15 defined Community Benefit Points are broken down as 10 points for “Provide 2,500 sq. ft. of publicly accessible retail in a Small Cluster configuration” and 5 points granted for the benefit “Orient publicly accessible retail towards publicly accessible open space”. The 15 flexible benefit points will be achieved by making a financial contribution to the Community Benefits Fund in the amount of $1,129,882.50.
S
ynopsys is moving its research and development operations from Mountain View to 675 Almanor Avenue in Sunnyvale. This is a new use requirement moving to Sunnyvale from a competing city. This is a net add for Sunnyvale and not an example of a tenant moving within Sunnyvale, which would net the city zero.

dditionally, Synopsys has leased the adjacent three buildings in the Synopsys Pathline campus across the street located at 770 N. Mary Avenue, 800 N. Mary Avenue, and 645 Palomar Avenue and will provide a 5,300 sf first- class retail cafeteria, which will serve the approximately 2,400 employees of all four Synopsys buildings, including 675 Almanor Avenue building.
T
his cafeteria fulfills the intent of the retail requirement by providing a first-class employee retail cafeteria where it benefits Sunnyvale with additional sales tax revenue by way of selling hot and cold breakfast, a variety of hot lunch choices with a daily rotating menu, salads, soups, sandwiches, Grab ‘n’ Go meals for dinner, a variety of drinks and more. It reduces traffic counts at lunch and dinner in and out of Perry Park as the Synopsys employees working at these four buildings would otherwise be on the road seeking a place to eat. While the future cafeteria will not be open to the public due to security concerns and COVID-19 vaccination requirements, the cafeteria absolutely fulfills the intent of the retail benefit to Perry Park.

s a long-time employer in Sunnyvale, Synopsys has a long history of engaging and supporting the local community. Synopsys employees have held leadership positions on the Board of Directors of Sunnyvale Chamber of Commerce and Sunnyvale Community Services (SCS). Over the years, Synopsys has opened its campus and conference rooms to numerous events with local organizations, including Leadership Sunnyvale. Synopsys employees have volunteered to plant trees at Arbor Day, served in booths at the Art and Wine Fe stival, and partnered with SCS on multiple volunteer projects. Employees also held several creative fundraisers over the years Attachment 5
to benefit SCS. Synopsys is a proud recipient of the Murphy Award – Large Business Of The Year. Through its philanthropy, the Synopsys Outreach Foundation has donated hands -on STEM education resources to Sunnyvale schools. Most recently, the Synopsys Foundation donated to SCS's Capital Campaign, and a s Synopsys transitions its headquarters to Sunnyvale, it will continue to look for community engagement opportunities.
In summary, this request for an amendment to the Community Benefits Table is a win for all parties. We ask Planning to carefully consider the fact that Synopsys is moving a light industrial use/requirement from a Mountain View building to Perry Park, Synopsys is adding a substantial retail sales tax revenue stream to Sunnyvale, the retail use will substantially reduce traffic counts in and out of the park, and the Community Benefits Fund will increase substantially as a direct result of the additional funds.
