1. Are you a currently-registered voter in Sunnyvale? When was the last time you voted? Yes [71 No c:J
Month _November Year 2020
2. Are you currently serving or have you served on a City of Sunnyvale board or commission? Yes [71 No c:J
If yes, which one? Parks and Rec Term currently serving 2025 --------------- --------------------- Term previous ly served
3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s) of the board or commiss ion for which you are applying?
Yes c:J No [Tl
If yes, how many meetings have you attended?
I have listened to the on line meeting records for several of these meetings NOTE: If you are applying for more than one board or commission, please reference the specific board or commission in your response to questions 4-7.
4. What motivated you to apply for this board or commission? As a commissioner for parks and recreation I have enjoyed working with city staff and the public to make out parks a better place. Key projects I have worked on are study issues to facilitate hitting cages for shared use by cricket and little league teams, the on line permit search of parks that have been reserved for use, and pushing to open up the PGE lands in cherry chase along Lois Avenue.
Key presentat ions I have enjoyed and been able to assist in review for public discou rse have been the Urban Trees presentat ion by Leonard Dunn, the Muwekma park naming presentation, and the annual review of the Parks Development Fund.
As a licensed architect I am more aligned with the planning and zon ing commiss ion as my specific skill set would be better used in this commiss ion. I have enjoyed being on the Parks and Rec commission but feel my time spent in civic duty would be maximized by focus ing on planning a zoning, an area that I have much more exper ience in.
5. What skills or attributes can you bring to this board or commission? As a licensed architect specializ ing in residential construct ion, with several projects completed in Sunnyvale, I am well-equipped to serve on the planning and zon ing commiss ion for the city. My extensive experience in the industry has given me a thorough understanding of the planning and zon ing code of Sunnyva le. With this knowledge , I am confident that I can make informed decisions that align with the city's goals and objectives.
As a membe r of the planning and zoning commission, I would bring a unique perspect ive to the table, one that is grounded in both practical experience and a deep understanding of the city's regulat ions . My architectural background would enable me to contribute valuab le insights into the design and construct ion of new projects, while my familiarity with Sunnyva le's zon ing code would ensure that these projects are in comp liance with the city's regulations.
Furthermore, my expertise in resident ial construction would be particularly useful given the current state of the housing market in Sunnyvale. With a growing population and limited space for development, it is crucial that the city's planning and zoning policies encourage responsible growth and development. As a member of the comm ission, I would work to ensure that new resident ial projects are designed and constructed in a way that maximizes livability and susta inability , while also meeting the needs of the community .
In summary, my background as a licensed architect with exper ience in residential construct ion and knowledge of the planning and zoning code of Sunnyvale makes me an ideal candidate for the planning and zoning commission. I am committed to serving the city and its residents by contributing my expertise and working collaboratively with my fellow commissioners to make informed decisions that support respons ible growth and development in Sunnyva le.

7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
8. Briefly describe your current or last occupation.
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
D Kesting
Undergraduate degree - City Univeristy of New York, Hunter College BFA.
Graduate Degree - University of California Berkeley, Master Of Architecture Architecture License - 2022
8 years experience working in various positions for construction. 5 years working in architectural design.
I am currently the Principal Architect for TheDrafts.Men a residential architecture company based in Sunnyvale.
Attending a city council meeting can be an excellent way to learn about the inner workings of local government and the issues that affect your community. During a typical city council meeting, attendees can expect to learn about a variety of topics related to the governance of the city, including:
Public policy decisions: City council meetings are the forum for discussing and making decisions about public policy.
Attendees can expect to learn about the city's policies on issues such as zoning and land use, public safety, and infrastructure development. Items like the rezoning of Moffet Park for density rich residential development would be recent topic of discussion.
Community concerns: City council meetings often provide opportunities for members of the public to voice their concerns and opinions on issues affecting the community. This may include issues such as traffic congestion, public transit, affordable housing, and environmental concerns. The recent changes municipal zoning to allow the head of the parks department to close parks to public at a certain hour would be reflective of the public concern for the recent homeless issues our city has encountered.
Budget and finance: City council meetings are where decisions are made about the city's budget and financial priorities.
Attendees can learn about the city's revenue streams, expenses, and how taxpayer dollars are being allocated, such as the funds brought into and dispensed from the Parks Development Fund.
While attending the study issue ranking for 2022 I came to have a fuller understanding of the publics part in developing policy. I had proposed putting a dog park in the Lois avenue PGE land in south Sunnyvale, and though everyone on city council seemed to love the idea, a few neighbors who had been trespassing on PG&E land for decades managed to motivate and kill the project, as it appeared to be a dog only use concept, which was in reality only part of the project. I look forward to learning from this process and getting better and pushing projects forward in Sunnyvale.
As an architect, I have a unique skill set that can be utilized to help city staff review and understand planning and zoning guides more effectively. With my experience in the field of architecture, I have developed a deep understanding of design principles, building codes, and construction processes. This knowledge can be applied to the development of planning and zoning guides, allowing for a more practical and realistic approach to city planning.
In addition, I have experience working with various stakeholders, including developers, builders, and government officials. This experience has taught me how to effectively communicate complex concepts and ideas to a broad range of audiences. By leveraging my communication skills and expertise in architecture, I can help city staff develop better planning and zoning guides that are not only easy to understand but also practical and effective. By working collaboratively with city staff, I believe that we can create planning and zoning guides that will support responsible growth and development in our community while ensuring that the needs of all stakeholders are met.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redeve lopment of existing developed areas. How can planning respond to this situation? There are severa l compelling reasons why rezon ing existing developed areas for greater densification along major traffic hubs is a smart strategy for promot ing susta inable growth and development in our communities.
First and foremost , densification along major traffic hubs can help reduce our reliance on cars and promote more sustainab le transportat ion options. By increasing population density in areas that are well-served by public trans it, we can encourage more people to walk, bike, or take public transportation to get around , reduc ing traffic congestion and greenhouse gas emiss ions.
Additionally , densification can help address the housing affordabil ity crisis that many communities are facing . By increasing the supply of housing in areas that are well-served by trans it and other amenities , we can help make housing more affordable for all residents , including low-income families and young profess ionals.
Finally, densification can help support local businesses and foster economic growth. By increas ing population density in areas that are well-served by transit and other amen ities, we can create vibrant, walkable commun ities that attract new businesses and create jobs.
Of course , densification must be carefully planned and implemented in a way that takes into account the needs and concerns of existing residents. But with the right approach, rezoning existing developed areas for greater densification along major traffic hubs can help create more sustainable , livable, and inclusive commun ities for all.
18. Planning Commissioners are often asked to consider social, economic and environmenta l issues when reviewing proposals. How does one achieve a balanced commun ity?
As a planning commissioner , achieving balance between social, econom ic, and environmenta l issues would be a top priority for me. I believe that these three pillars of sustainab ility are interconnected and must be considered holistically when making planning and zoning decisions.
One way to achieve balance is by engag ing with stakeholders and the commun ity to better understand their needs and concerns. By listening to diverse perspect ives and seeking input from those w ho will be most affected by a decision, we can identify opportunities to promote social, econom ic, and environmenta l sustainab ility in a way that is respons ive to the needs of all stakeho lders.
Another way to achieve balance is by prioritizing projects and policies that promote triple-bottom- line outcomes. For examp le, a development proposal that incorporates green infrastructure, provides affordab le housing, and creates local jobs can simultaneous ly address environmenta l, social, and econom ic issues. By seeking out and prioritizi ng projects that have multiple benefits, we can create more susta inable and resilient commun ities.
Finally, I believe that achieving balance requires a long-term perspect ive. Planning decis ions have long-lasting impacts on our commun ities, and we must consider the needs of future generations when making decisions today. By taking a holistic and long-term view of susta inability , we can create communities that are socially, economically, and environmenta lly susta inable for generat ions to come.

Elva De La Torre
I attended Evergreen College. My experience in psychology has given me the skills to understand multiple perspectives.
I have held several leadership roles in the community, including serving as the Vice President of Fariwood Alliance Board. Additionally, I lead the Project Cornerstone team, where I organize team building meetings and teach students the importance of social and emotional skills.
My last occupation was as a Human Resource Admin for the Sunnyvale School District. I was responsible for analyzing transcripts to determine salary placement and notified payroll of increments. Scheduled and tracked interviews. During my tenure there, I developed an understanding of human resources policies and procedures.
I recently attended a meeting of the City Council and was impressed with the level of engagement among the members.
The discussion was well-structured,and everyone had an opportunity to voice their opinion. I would suggest that the City share how information is being communicated with the community after decisions have been reached.
In order to effectively exercise my role as a commission member, I would first seek to become fully informed on the policy issues that are before the commission and their implications for the city. This would involve gathering detailed information from all stakeholders, such as elected officials, staff members, and other community members. Additionally, I would engage in meaningful dialogue with my fellow board or commission members to ensure that I am able to provide a well-rounded perspective on the issues at hand. Furthermore, it is important that I actively listen to any opposing views and take them into consideration in order to reach an informed decision. Finally, I would strive to keep up with current trends in public policy.

Human Relations Commission
We are looking for someone with community-level experience on issues related to equity, access, inclusion, and social justice
11. What do you think are major equity challenges facing the Sunnyvale community?
12. Please describe your experience working with historically marginalized communities. How have your actions benefited these communities?
Elva De La Torre
Sunnyvale faces a unique set of equity demands, as it is a diverse city with many different backgrounds and experiences. Sunnyvale can create a culturally diverse and inclusive community by providing resources that support underrepresented populations. This could involve initiatives such as allocating more funding for cultural heritage organizations, supporting small businesses owned by women and minorities, and investing in job training programs for those who are unemployed or underemployed. These efforts will continue to create a vibrant and equitable city for all of its residents.
My experience working with historically marginalized communities has been rewarding. I have been involved with the Sunnyvale Equity in Sunnyvale (SEE). This organization works to increase the resources and services available to underserved populations. I believe that this work will continue to improve the lives of those in historically marginalized communities for years to come.

Planning Commission
November 2022
17 months
Greetings, honorable council members:
My term supporting the Planning Commission was limited to ~17 months (to present) as it was the remainder of a previous Commissioner's term. In this short period, I've learned a tremendous amount and improved my ability to effectively contribute to the Commission. Below details my development since joining the Planning Commission:
1. I'm effective: it takes time to ramp up, build rapport with fellow commissioners and city staff, and earn my way through the learning curve. I'm currently the Vice Chair and I enjoy facilitating fair and effective meetings.
2. I'm dependable: I have no unexcused absences, one personal excused absence, and one excused absence for my military obligation.
3. I've developed a network: I've attended two planning commission seminars where I've interacted with commissioners and staffs from around the state to share best practices and refine the planning commissioner craft.
4. I bring a different perspective: I'm in the midst of adding an ADU to my property. This challenge helps me understand and connect with individuals/companies trying to develop in Sunnyvale. This perspective helps bring balance to the Planning Commission. I'm proud that I've both voted with the majority and as a minority on multiple motions.

In addition to the new information shared above, the following details my reasons to be re-appointed:
1. Diversity of perspective: I shared that I've voted with and against the majority of my fellow commissioners, and this is very important to me. Our commission has incredibly thoughtful, earnest, and vigorous debates about policies and decisions; this healthy discussion is the heart of effective democracy and honest representation, and I'd like to continue representing the positions of Sunnyvale residents.
2. Civic duty: Serice is very important to me -it's one of the reasons I've been in the Army ~20 years. Also, having endured a particularly painful and elongated approval process for my own ADU, I'm very committed to helping improve the system and processes.
3. More work to be done: My original goal for joining the Commission was to help bring in data to decision making. I haven't achieved this goal yet, but I've developed the relationships and situational awareness to make progress, and I appreciate that meaningful change takes time to enact.

We are looking for someone with community-level experience on issues related to equity, access, inclusion , and social justice
11. \Nhat do you think are major equity challenges facing the Sunnyvale community? I have resided in another nearby city for nearly 30 years , and my family was quite active in our community . We moved to Sunnyvale shortly before the Covid lock-down. It is apparent to me that the City of Sunnyvale is doing a lot more than many other local cities, and is at the forefront of creating an equitable and inclusive society.
Despite that; Bigotry and racism towards minorities continues today. Lately; much of the attention has been on MPI communities, which does not exclude the need to focus on many other marginalized groups.
Transparency in government is another area that needs continued effort and diligence . Although Sunnyvale's Public Safety officers are immensely better than other cities' Police Departments , we need to be vigilant that transparency and relatedness continues to be an area of focus.
Homelessness is another area that requires additional attention.
12. Please describe your experience working with historically marginalized communities . How have your actions benefited these communities?

NAMBI SANKARAN
The Sunnyvale community is confronted with various equity challenges, such as economic inequality, limited access to education, high healthcare costs, discrimination, and unaffordable housing. Marginalized individuals, in particular, often struggle to secure stable, well-paying jobs, which can lead to poverty, poor nutrition, and unhealthy habits. They may also experience discrimination, which can affect their overall health, productivity, and employability.
To address these challenges, collective action and systemic changes are needed. Helping marginalized individuals secure better-paying jobs with comprehensive healthcare benefits and affordable housing can make a difference. It is also essential to have clear policies and provide official support, such as office hours and legal support, to prevent discrimination.
As a member of the commission, I would prioritize two main areas. First, I would work to provide individuals with the resources and support they need to improve their skills and job prospects, as well as prevent discrimination. Second, I would collaborate with the city and businesses to create more affordable housing options and improve access to healthcare for all members of the community.
Being a member of one of the officially recognized "most backward communities" in Tamil Nadu, India, I have assisted numerous community members in making informed decisions about education and aiding them in their studies. During my college years, I was involved in the "computer society" and IEEE, where we organized various courses and symposiums for students. As the founder of the "Internet Center" at the College of Engineering, Guindy in 1995, I provided access to computers and the internet, which were costly at that time, to many students from marginalized communities. Some students faced bullying due to their weak academic performance, and I supported them with mental strength and helped them clear their exams.
After relocating to the USA, I continued to provide financial support to other community members through my parents. As I progress in my career, I feel a strong urge to give back to society by uplifting others. I am eager to participate in community service and have a positive impact on those in need.

Applicant NameAaron Sofaer
When was the last time you voted?
Yes D No D

2. Are you currently serving or have you served on a City of Sunnyvale board or commission? Yes D No [77
If yes, which one? Term currently serving ------------------------------ Term previous ly served
3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s ) of the board or commiss ion for which you are applying?
Yes [77 No CJ
If yes, how many meetings have you attended?
1 NOTE: If you are applying for more than one board or commissi on, please referen ce the specific board or commission in your response to questions 4-7.
4. What motivated you to apply for this board or commission? Participation in civic governance is the obligation of those who benefit from good governance, and we all benefit from good governance. Voting isn't enough, at least not for me; I want to help build a better and more equitable future however I can.
In particular, I have strong preferences about city planning and urban design which I feel compelled to try to advocate for--in particular, that of shifting even incrementa lly away from car-focused living towards better public transit , better walkability, safer roads, and lower distances to essentia l services. Also, I want us to fluoridate the water for the parts of the city that aren't fluoridated, and I figure the best place for me to push for that is the Planning Commiss ion.
While I am also concerned with and willing to put my efforts into efforts towards sustainability and climate change mitigat ion, I believe that city planning is itself a major component of that effort ; and that's part of why the Planning Commiss ion is my first choice.
As for the Human Relations Comm ission, that's important work and nobody seems to be stepp ing up to the plate, per the information I've seen, so ... I'm willing, even if it's not the thing I'm most passionate about.
5. What skills or attributes can you bring to this board or commission? A: I'm a writer and editor, and I'm willing to both draft and copy-edit/proofread.
B: I'm a pretty competent researcher as far as laypeople go, and have a wide network of scientists in every discipline whom I can ask for help in collating research on any given subject or critically analyzing research that someone else has collated.
C: I can balance a clinical analys is of what works at the scale of a city like Sunnyvale with empathy for the individuals who might slip through the cracks .
D: I'm a strong believer in following state law, and I read laws for something vaguely adjacent to fun; this would be an asset to the Commiss ion in terms of my being able to push for comp liance from a position of relative understand ing.
E: As a software engineer, I don't really have all that much in the way of applicable professiona l skills, but if we wind up getting or soliciting bids that involve software being written for / used by the city I could come in handy.
F: I'm queer, and that might let me bring a slightly different perspect ive to problems or situations.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
Aaron Sofaer
No college degrees. I was a professional QA Engineer and am very much acquainted with the study of systems and how they function, break, interact, and are exploited; I am a writer and editor; and I worked for some time in advocacy and counseling for queer youth who were at threat of homelessness, though that was a long time ago.
I'm a software engineer who writes software for other software engineers. I'm also a hobbyist writer and in the next few months I'll become a published author of a queer fantasy novel that's mostly civics by volume.
I learned that mostly the meeting was taken up by minutiae and wrangling public commenters who were using the opportunity to expound on matters unrelated to the agenda. I am informed by various sources that this was, depending on the source, either typical or atypical.
I can't speak to all of the Commission roles because one of them is new and I haven't attended very many sessions.
That said, my approach would be a mix of raising issues to my colleagues, researching issues raised by those colleagues and myself, writing or editing communications to City Council, and advocating through those communications for what I and my colleagues believe to be a policy path to a better future for the city.

Aaron Sofaer
Cars are expensive; public transit can always be improved; time is always short; housing is even and ever shorter.
I haven't had the opportunity to work with historically marginalized communities in quite some time, but when I was younger I spent some time helping residents of Baltimore fight illegal evictions and before then I spent some time volunteering as a counselor in a queer youth center for at-risk-of-being-disowned kids in Tel Aviv. In the former case, I helped people maintain their access to housing or to get a payout settlement; in the latter case, I hope some of them felt better after a cup of tea, someone to talk to, and an internet connection that was safe from their parents.

17. Sunnyva le has limited vacant land for new developmen t. This could increase pressure for redeve lopment of existing developed areas. How can planning respond to this situation? Reduce the mandatory parce l sizes, remove the caps on dens ity, make it easier to build denser and higher around trans it nodes, and improve transi t. The solution to having a higher need for services (like, oh, hous ing) than supp ly is to increase the supp ly. But of course how planning *can* respond to th is situat ion is ultimate ly not just a techn ical matte r; it's a politica l matte r, and the Comm ission is ultimate ly serving in an advisory role. If the City Counc il wants a policy target that is "fight redeve lopment, don't build , keep supply low", I don't know what planning can do about that situation, espec ially g iven the Housing Element mandates .
18. Planning Comm issioners are often asked to cons ider socia l, econom ic and environmenta l issues when reviewing proposa ls. How does one achieve a balanced commun ity? I don't pretend to have an answer offhand for this. Creat ing additiona l supp ly will reduce the eviction pressures, there can be pressures against long-term vacanc ies of both business and persona l real estate , there are levers to incentivize one kind of store or disincentiv ize anothe r, and more . But in genera l I believe that a balanced community is well served by short distances to essentia l serv ices (like groce ries), long-term housing stability , parks that are well-maintained and well-equipped, narrow residential roads , walkable downtown areas such as Murphy Avenue , public trans it, and usable public spaces. Also trash cans , since appare ntly that reduces littering.

Sustainability Commission
We are looking for someone who has Demonstrated interest in environmental sustainability issues
19. Sustainability is a new and emerging issue in many communities. What do you think are the primary sustainability policy issues this commission will be addressing over the next few years?
20. Sustainability Commissioners will need to consider social, economic and environmental issues when addressing sustainability policy issues. How does one achieve a balanced community? Aaron Sofaer
Climate change is already a burgeoning catastrophe. We're going to get more bursts of heavy rain and more dry spells, we're going to get colder weather and hotter weather, we're going to get rapid cycling between weather patterns and systems. We can't do anything about the increasing level of carbon dioxide in the air and any health effects that has, but we can continue to monitor and address any specific pollution problems and to do everything we can to lower our own carbon footprint.
I don't have a good answer to this. Ultimately, while there are some things that are obvious sustainability victories which also line up with the good of everyone (fighting pollution, better public transit, a more resilient power grid), most sustainability policy involves spending money and therefore is a budgetary drain that will reduce the available spending towards building a balanced community. We should do it anyway, because everyone must.

8. Briefly describe your current or last occupation.
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
Cecil Dobbs
While I do have a Bachelor of Science degree from Louisiana State University, I believe that my life experiences and community involvement are the most relevant qualifications that enable me to effectively serve on this board or commission. Growing up in Venezuela, I experienced firsthand the challenges of poverty, and through my travels to Kuwait, I gained an understanding of diverse religious perspectives. Additionally, my mixed heritage (with a Mexican mother) and exposure to both Protestant and Catholic environments have given me insights into different cultures and belief systems.
Whil I d h B l f S i d f i i S U i i I li lif i
My most recent occupation was in the technology industry, where I worked for two major companies. I spent 19 years at the Boeing Company, and 6 years at Microsoft. I am now retired from my professional career.
While I have lived in Sunnyvale for over 40 years, I have not attended a meeting of the City Council, board, or commission. However, based on my interactions with local government officials in the past, I have come to believe that the city is well-managed and that the council has generally made sound decisions.
In terms of improvements, I would suggest that the City continue to prioritize transparency and open communication with residents. This could involve increasing opportunities for public input and engagement, such as through town hall meetings or online forums. Additionally, I believe that there is always room for continued evaluation and improvement of city services and programs, to ensure that they are meeting the needs of all members of the community.
Overall, while I have not attended a Council meeting myself, I believe that continued attention to transparency, public engagement, and ongoing evaluation of city services can help to ensure that Sunnyvale remains a well-managed and responsive community.
To effectively fulfill the role of a board or commission member, my first step would be to thoroughly research and understand the policy issues within the scope of the board or commission. This would involve reviewing relevant literature and data, consulting with subject matter experts, and engaging in dialogue with fellow board or commission members.
Additionally, I would prioritize active listening and collaboration, recognizing that effective problem-solving requires input and perspectives from all stakeholders. I would strive to contribute thoughtful and actionable ideas and options to the City Council based on my research and consultations, while remaining open to feedback and suggestions from other members of the board or commission.
Ultimately, my goal would be to provide City Council with practical and informed recommendations that have the potential to positively impact human relations issues within the community. I believe that this can be achieved through a combination of thorough research, collaboration, and a commitment to ongoing learning and growth.

Cecil Dobbs
One of the greatest strengths of Sunnyvale is its diversity, with individuals from different cultures, races, religions, and languages all coming together in the heart of Silicon Valley. However, with this diversity also comes challenges related to equity, access, inclusion, and social justice. Despite the highly educated and talented population, there are still individuals who lack tolerance towards those who are different from them. This can manifest in a number of ways, from discrimination in the workplace to unequal access to education or healthcare. In order to address these equity challenges, it is essential that we work to promote understanding, respect, and inclusion across all aspects of our community. This can involve everything from targeted education and outreach efforts to policy changes that prioritize equity and social justice. Ultimately, by embracing and celebrating our diversity, we can build a stronger, more equitable, and more inclusive Sunnyvale for all.
Through my volunteer work with organizations such as West Valley Community Services, Sunnyvale Community Services, and HomeFirst, I have had the opportunity to work closely with historically marginalized communities, particularly those experiencing homelessness. These organizations provide critical support services to individuals and families in need, and I have been able to contribute in a hands-on way by delivering groceries, knitting hats and scarves, and providing other forms of support. Additionally, I have volunteered at Life's Gardens, a senior living community in Sunnyvale, where I have been able to connect with and support seniors who may be marginalized due to ageism or other factors.
Through these experiences, I have seen firsthand the impact that even small actions can have in improving the lives of those who are marginalized. Whether it is providing a warm hat on a cold night or simply offering a listening ear, I believe that my actions have helped to make a positive difference in the lives of these communities. Going forward, I am committed to continuing to work towards greater equity and inclusion for all members of our community, particularly those who have been historically marginalized or underserved.

And lastly, my office partnered with HQ to launch the next generat ion of EV cars, like the Volvo XC40 and C40. Lastly, my last job was at ecoATM Gazelle, whose sole purpose was to be in the e-commerce and circular economy by allowing custome rs to trade-in their smartphones and for us to either sell those to other deserv ing families or to respons ibly recycle them.
Having done these jobs for the past 11 years , I feel it's time for me to contr ibute my time and effort to the Susta inability board in the city which I love and where I live with my family
5. What skills or attributes can you bring to this board or commission? - I have a very good understand ing of the overa ll ESG/Susta inability area and the initiatives that federa l, state, county and city governments have taken on, especially in California, to be more socially respons ible as well as to lay to the foundation for a better future for the next generat ion. - I also cherish the opportunity to work in a group setting where different ideas and approaches are debated to come up with the best solution that works for the community and its residents . - I also like to geek out on climate related initiatives and understand the policies that need to be implemented . - As I have described above , I have led sustainabi lity initiatives while working and living in Sunnyva le, so I know the key players and compan ies that are partnering with cities to implement policies related to climate change and sustainab ility. - Lastly, having led product and enginee ring teams , I have the skills to contribute in areas where techno logy can make a huge difference in susta inability related initiatives.

Bobbykin Makwana
MBA (Marketing) - University of Houston (2002)
BS (Electronics Engineering) - University of Bombay (1995) NPS (Net Promoter Score) Certification - Customer Experience/Satisfaction (2008) I was the Chief Product and Technology Officer for ecoATM Gazelle from April 2022 through April 2023. Right now, I am exploring my next opportunity, while being a full-time dad to 2 boys (Homestead High and Sunnyvale Middle) and new labradoodle puppy.
I thought the meetings I attended were well conducted, the debates were civil and there was a combined effort to find the best solution. However, given the time crunch, certain topics do not get the full deliberation or research. I would suggest keeping the conversation ongoing by moving to digital tools (like Slack etc), so that members, council leaders and others can continue their discussions and be ready before the next meeting.
It would be great to have board members be given tasks to research best practices from other cities and counties across America, but also in other countries. For a certain policy that Sunnyvale is taking on, it's possible that another city in the US or another country has implemented a solution that is perfectly applicable. For example, when I worked at Volvo Cars, which is headquartered in Gothenburg, Sweden, we realized that the city was way more advanced in some of the sustainability initiatives than we were in the Sunnyvale office and it made sense for us to leverage those.
The primary goal for any board member should be to actively listen and understand the key issue or challenges that they are undertaking. Too often, I have seen people, with good intentions, jump to solutions or conclusions before fully understanding the key aspects of the issue/policy.
Once the policy/issue has been deliberated and well understood, I would then work to put down a list of both short-term and long-term approaches to address or implement that policy, while keeping the desired timeline and budget in mind. It wouldn't make sense to come up with a stellar solution if it's going to be cost prohibitive or would take a lot of time. This approach is no different across private or a public office.
Lastly, for those solutions that have been implemented, it makes sense for board members to do a retrospective and understand what is working and what is not, so that they can advice the council on lessons learnt and how to avoid any pitfalls for future policies/issues.

1) Effects of traffic and bicycle congestion (noise, air, etc) given the growth that Sunnyvale has been seeing, both due to higher # of residences as well as more office space being leased 2) Access to additional sustainability related resources like EV charging stations, parks, electric bikes, solar panels across all city buildings (new and old)
3) A strategic plan to address the effects of climate change as it pertains to how our residents live in the city. For example, a set of sustainable steps to undertake to conserve natural resources like water (not just when there is a drought, should be every year) as well as steps to manage power outages, which will occur more frequently due to higher temperatures as well as great climate related events (high winds, storms etc). 4) Create a Sustainability score for every resident and business owner in Sunnyvale. The more I do to be socially and environmentally responsible, the higher my score, which in turn could get me rewards like discounts to city resources or access to corporate gifts or bragging rights on the city dashboard. We tried this at Volvo, to encourage hybrid car customers to drive in EV mode more by giving them discounts to EV charging sessions.
By making it everyone's issue and not just the city's or the sustainability board's. This is only going to work if everyone plays by the same rules and everyone contributes in their own way. Also, by having a very transparent policy and process and by over-communicating the Sustainability board's progress, every resident should have access to what's working and what is not. These policies shouldn't be considered as "nice-to-have", but "must haves" because the time to act on social, economic and environmental issues is now. And if the new Sunnyvale city hall can lead the nation in being the first Platinum LEED building, then why can't the Sustainability board lead the state in being the most engaging and forward-looking community to solve the issues of the future and leave the city better than we all found it.

5. Reasons I wish to be reappointed:
Because I commuted by bicycle, or by bicycle and trans it for my entire working career from 1972 through 2017, I have have unique experience which helps influence decis ions and advice on the BPAC related to ATP commuters.
The rapidly intensifying climate crisis demands that considerable more people use walking/biking in comb ination with transit for commut ing and for shopping etc. I hope to witness the implementat ion of Sunnyva le's ATP plan in the next four years which will make active commut ing more practical and safer.
My wife Donna and I live in centra l Sunnyva le and r4\outinely walk to multiple stores and downtown with its wide variety of restaurants and pubs. We know all the streets in the area from a walking perspect ive. This is valuable experience for the BPAC.
And fina lly, I really like working with Sunnyvale's transportat ion staff.

1. Are you a currently-registered voter in Sunnyvale?
Applicant NameNenuca Syq uia
When was the last time you voted?
Yes [71 No c:J
Month _November ~ Year 2023
2. Are you currently serving or have you served on a City of Sunnyvale board or commission? Yes C:J No [71
If yes, which one? Term currently serving ------------------------------ Term previous ly served
3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s ) of the board or commiss ion for which you are applying?
Yes c:J No [Tl
If yes, how many meetings have you attended?
NOTE: If you are applying for more than one board or commissi on, please reference the specific board or commission in your response to questions 4-7.
4. What motivated you to apply for this board or commission? I strongly believe that to be effect ive, equity and inclusion has to be embedded in all the systems that govern our lives - from where we live to where we work and study. So often Diversity, Equity and Inclusion (DEi) is treated as a training effort , when really it is much more than that. Real change requires redes igning the systems .
A lot of my educat ion has been in the Jesuit tradition, which encourages develop ing oneself to be of service to others .
Ever since I started working, I consc iously have honed my skills and prioritized experiences that allow me to level the playing field so that everyone can participate and thrive.
And lastly, I immigrated to the US 12 years ago and have lived in Sunnyva le for 9. I genuinely love this city!! I know my neigbhors , I go to local events , I appreciate our DPS, and I love our library! My husband and I cannot imagine moving away for a long while (if at all).
5. What skills or attributes can you bring to this board or commission? I have built my career and business on:
- designing complex organizational systems
- driving large-scale, long-term change
- develop ing people to thrive in that changed world
- educat ing people in diversity, equity and inclusion issues I love coming into messy situations and leverag ing creativity, systems thinking, research, and empathy to reconfigure them so that they're better for everyone.
I embrace my ADHD to think curvilinear-y and move fast. As an introvert, I genuinely enjoy getting to know people for who they really are, so I can build relationships that will help our commiss ion succeed . As an optimist who believes people are capable of great things together, I rally different people to bring their gifts to the table.

12. Please describe your experience working with historically marginalized communities. How have your actions benefited these communities?

3. Accessibility of resources for those who are homebound for reasons of age or disability
4. Preparing students for professions that would pay "thriving" (not just living) wages

3. Like many cities in Santa Clara County, Sunnyvale is faced with problems stemming from traffic congestion and air pollution. Suggest ways the City can improve facilities for bicyclists and improve bicycling education and safety programs for motorists, cyclists and pedestrians?
- I find that many Sunnyvale intersections are designed inefficiently in handling traffic and bicycle flow - I have ridden my bike on almost all areas of Sunnyvale and have identified many dangerous areas for cyclists - I find that the bicycle routes throughout Sunnyvale don't have ideal connection points and some are difficult to locate - Ideally it would be nice to have bicycle routes that have a smooth connection to adjacent cities - I have ideas as to were to increase bicycle pathway routes - It would be great to establish some good running routes throughout Sunnyvale - I think brighter and more identifiable signage and pavement markings wiH help improve motorists and cyclists to coexist on the streets
