6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
The bulk of the advice given to City Council is in the decisions and deliberations that the commission produces. The minutes of the meetings and hearings will show the commission deliberating in more detail than the City Council can usually devote . On certain issues, a commissioner may need to attend city council meetings and be availab le for presentations and questions. Finally, commissioners, just as private citizens do, have the right to communicate with council members and the council as a whole. The Brown Act cannot be violated, but communications are still possible.
7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission .
BA with Special Honors, Asian Studies, University of Texas at Austin MBA, Santa Clara University
CPA
lots of professional training over the years on both "soft" (listening, communicating) and "hard" topics (tech skills, etc.) media training
8. Briefly describe your current or last occupation.
Director, Data and Analytics, Slalom Consulting
I lead data and analytics projects at various companies in the Bay Area
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider .
What I've learned from attending numerous meetings and hearings is that the people of Sunnyvale, including its commissioners, elected officials, and staff, are very earnest and committed to doing the right thing. You can generally count on the sincerity of everyone involved. There is a small faction within the city who is perhaps not as sincere, but this faction has been beaten at the ballot box nearly every time.
The main improvement I would like to see is an acceleration in the pace of decision making and implementation. Our neighbors are making improvements more quickly than us and there's no reason we cannot at least keep pace.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? The planning commission could respond to the limited vacant land for new development in Sunnyvale by considering the following strategies :
1. Encourage infill development: The planning commission could promote infill development, which involves redeveloping underutilized or vacant lots within already developed areas. By encouraging infill development, the planning commission can increase the supply of land available for development without encroaching on undeveloped areas.
2. Redevelop brownfield sites: The planning commission could also consider redeveloping brownfield sites, which are abandoned or underutilized properties that may be contaminated with hazardous substances. By redeveloping these sites, the planning commission can address blight, create new development opportunities, and reduce pressure to develop undeveloped land.
3. Promote mixed-use development: The planning commission could encourage mixed-use development, which combines residential , commercial, and/or office space in the same building or development. By promoting mixed-use development, the planning commission can maximize land use efficiency and create more compact , walkable neighborhoods.
4. Consider zoning changes: The planning commission could review and update zoning regulations to incentivize redevelopment of existing developed areas. For example, the commission could consider allowing for increased building heights or density in certain areas to encourage redevelopment.
18. Planning Commissioners are often asked to consider social, economic and environmental issues when reviewing proposals. How does one achieve a balanced community?
Achieving a balanced community involves considering a range of social, economic , and environmental factors when making decisions about development proposals. Here are some general steps that Planning Commissioners can take to help achieve a balanced community :
1. Gather input from the community: Consult with members of the community to understand their needs and priorities .
2. Consider social factors: Look at how development proposals will impact different segments of the population , including low-income and marginalized communities. Consider issues such as access to healthcare, education, and affordable housing .
3. Consider economic factors : Look at how development proposals will impact the local economy , including job creation and tax revenue. Consider the potential impact on small businesses and the overall economic vitality of the community .
4. Consider environmental factors: Evaluate the potential impact of development proposals on the environment , including issues such as air and water quality, energy use, and natural resources. 5 . Evaluate trade-orrs: Consider tne costs and benefits of different proposals and evaluate trade-offs between different factors , such as economic development versus environmental protection .
6. Use a comprehensive approach : Consider all three factors (social, economic, and environmental) holistically rather Rev. 3/2023 Page 13 of 15

Sunnyvale is a multiculture city, and while it enrichest our community , it requires constant work and flex ibility to have all residents participate in the continous development of their community .
5. What skills or attributes can you bring to this board or commission? As a former international student, I believe my unique perspective on city issues and my leadership skills will contribute to this board's mission and vision. I have had the privilege of living various types of cities and countries, including develop ing countries like Colombia to completing my undergraduate and graduate studies in Madrid, Spain to improving my English language skills in the small town of Pittsburg , California. I have been exposed to multip le environments that have shape my perspective of community development. Additionally, I have been able to develop further my leadersh ip skills by understanding and assisting the needs of Sunnyvale Residents within my position. This has included execut ing resource fairs and events for our commun ity and providing a bridge between under-represented populations and city resources .

Human Relations Commission
We are looking for someone with community-level experience on issues related to equity, access, inclusion, and social justice
11. What do you think are major equity challenges facing the Sunnyvale community?
12. Please describe your experience working with historically marginalized communities. How have your actions benefited these communities?
1. Housing is very expensive in Sunnyvale. Many people are living the city or futher out or in degrading conditons because they can not afford to pay the rent within the City of Sunnyvale. This is very discourging becuase the City of Sunnyvale is losing people who enrich the city.
2.I do not see a equity of representation. As I mentioned before, Sunnyvale is a multiculture city, but the participation of some community as Latinos, Afroamericans or Asian Americans are not proportionall to the demografics.
3. I do not see a participation of the LGBTA community and the Senior / Elderly community.
I work with low income families and with unhoused individuals. As a member of Sunnyvale Community Services, we work very hard to help these families and individuals and we try to do our best to aid them.
I also work in partnership with PARS to assist undocumented individuals to find a way to be able to legalize their status and therefore, they can have a better future in this country.
I work in partneship with more organizations to assist people who are in need and cannot afford to pay for different services. I forward these individuals to different organizatiosn where I know they can assist them with their different needs.

Applicant: Claudia Comacho
4. What motivated you to apply for this board or commission?
My motivation is to participate in community work for the Hispanic community, as well as the personal learning that I can get from participating in activities.
5. What skills or attributes can you bring to this board or commission?
I consider myself a leader and I want to participate in activities where I can offer guidance, help, work, and support people with vulnerabilities such as: single mothers, recently-arrived immigrants, the elderly and children. I also like to be a mediator for conflicts or difficult situations, and I also have communication skills to efficiently inform the community about programs, events and organization activities.
6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
In order to give an opinion as to the improvement of the city and community, I would make a report which would be based on reporting, surveys, meetings with groups of minorities, observing the conditions of urban development. And the essential part is to always listen to the different situations that the community expresses to then follow through and find a solution.
7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
I graduated with a bacherlor degree from the Instituto Francisco José de Caldas in 2001. I did my university studies at the Universidad del Quindio, graduating in Social Communication and Journalism. I have degrees in Public Office, Environmental Law, University Teaching and currently am studying the specialty of Market Strategy Management.
8. Briefly describe your current or last occupation.
I currently clean, sell food and do shifts at a food store.
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
When I went to a school district meeting I observed that they should improve the logistics in terms of:
sound, placement of the participants, entry, order in public speaking, and activity development times.
10. Describe your involvement in community activities, volunteer and civic organizations.
I am part of the Sunnyvale Community Services Community Leaders program, carrying out informative campaigns for events, programs and activities. I also participate in activities for kids or in the schools.
11. What do you think are major equity challenges facing the Sunnyvale community?
Attachment 3
I have analyzed that there isn't much participation in the different city roles by Hispanics, nor do I see much participation by women in organizations and roles. There is an economic vulnerability in terms of rent values, there is no fiscal or legal control over this. This causes people or families to be unable to have a decent home and they sleep in their cars which shows relevant social inequality.
Also, the highway 101 road network is in terrible condition, which causes a social and public problem, as well as being dangerous for those who use it.
12. Please describe your experience working with historically marginalized communities. How have your actions benefited these communities?
With the leaders of Sunnyvale Community Service we do activities for the elderly, kids, the homeless, and I have participated in activities for refugees, undocumented immigrants, and victims of domestic violence.

4. What motivated you to apply for this board or commission?
No. Because there is a lot of support and respect for any race and one's voice is heard.
5. What skills or attributes can you bring to this board or commission?
I ask that they lower the rent for all homes in Sunnyvale. Because some of us have had so much anxiety about expenses and house payments.
6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
My experience is with student transport.
More Spanish-speaking resources for an emergency.
Why do they ignore the bullying, where it happens most in the schools?
7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
I think they are fine. The cost of gas is making transport go up too much.
8. Briefly describe your current or last occupation.
Prep cook
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
Learn about the programs the commission offers.
Consider the topic of security for the city and the students.
On April 25 we will attend a city event. There is no visibility.
It should be closer to the city.
10. Describe your involvement in community activities, volunteer and civic organizations.
We do events in the community of Sunnyvale in all occasions for all necessary family services. More unity.
11. What do you think are major equity challenges facing the Sunnyvale community?
Rent services
Scholarship services for students.
We went to an event meeting and for the first time they spoke in Spanish.
So many times it was always in English. We only want them to hear our Latin voice.
12. Please describe your experience working with historically marginalized communities. How have your actions benefited these communities?
Attachment 3
To be a volunteer in everything for service. That there be more of a Latin voice to hear us and support the people who don't have a home. Many people are not heard, to support more. No racism. To be more united and heard. For all who are qualified and single mothers. No more bullying.

Fremont High School - 10th Grade GPA 4.0
I have lots of experience discussing local issues through my middle school's history bowl club and currently at my high school's global issues and politics club. I also took many courses on diversity and inclusion from the American Red Cross.
Full-Time Student studying at Fremont High School.
I have never attended a City Council meeting but I am planning to attend one and learn more. From this, one improvement I would suggest the city consider is to advertise these meetings more or offer incentives so that more of the community can join and contribute to the city and it also increases transparency between the general public and the city council.
Firstly, I would familirize myself with all my roles and responsibilities so that I could perform my role effectively. I would make sure to familizrize myself with the city’s policies and guidelines and also any knowledge I need to perform my role. I will also actively try to increase my up to date knowledge on local issues that come under the commission, I will do this by attending relevant events, reading reports and studies, and staying up-to-date with news and developments in the area of focus. Furthermore, I will form meaningful connections with other board members that I can discuss and communicate with them effectively. I would also work collaborative with them to develop recommendations and advice that reflect a range of perspectives and experiences. I also want to seek out diverse viewpoints and engage in respectful and productive discussions. The next step would be to provide knowledgable advice that is both clear and concise to inform the city council and the general public. Finally, I would follow up on my recommendations and evaluate their effectiveness. Then I will provide feedback and make adjustments as needed to improve the quality and impact of your advice.By ensuring that I take these steps, I believe that Iwould effectively exercise the human relations commision.

Some major equity challenges facing the Sunnyvale community are housing, education disparities, and health and healthcare access. For housing, the main problem is hosuing affordability. Being in the bay area there is a lot of demand for housing and the current rate of construction is not able to meet the demand, which is causing to exponentially increase housing prices. Housing being one of the most important things to live and I think it is important for everyone to have access to some kind of housing. In terms of education, there is a lot of educational disparity. Especially since there is only one public high school in Sunnyvale, many people have to commute large distances to reach school prohibiting them from participating in many after school activities or get the help they need from teachers or peers after school, which further increases education disparities. Finally, I also think healthcare access is a major equity challenge since many people aren't able to get preventative care which results in even more expensive care. Healthcare is really important as it allows people to live their life to fullest and not be inhibited by an health conditions and it is imporatnt that everyone has access to high quality health care.
I don't have much experince with directly working with historically marginalized communities but I did interact with people from many backgrounds while volunteering at an hospital and also from taking courses on such topics from the American Red Cross. From the lessons and my experiences, I learned that working with historically marginalized communities requires a deep understanding of their unique needs, experiences, and perspectives. It also requires a commitment to equity and inclusion, and a willingness to address systemic barriers to opportunity and well-being. My actions at the hospital by helping them at one of their most stressful times I think had very positive impact on them and made them welcomed and respected.

4. Community demographics and technology are constantly changing. 'M'lat do you think are the principal issues the Sunnyvale Public Library may be addressing over the next few years? The Sunnyvale public library is facing several key issues that require attention. First, libraries will need to adapt to changing technological trends and user expectations. Digital media and online resources are more available now than at any point in history. Libraries need to balance their traditional role as book repositories with new services and resources that cater to the digital age. Additionally, libraries must address issues related to access and equity, and ensure that all members of the community can take advantage of its resources. I also believe it would be worth exploring how library spaces can be utilized for more community activities and if it would be possible to create study rooms such as those found at university libraries.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas . How can planning respond to this situation? With limited vacant land for new development in Sunnyvale, the planning commission must respond thoughtfully and appropriately . In my view, planning should focus on enlarging Sunnyvale's housing stock, especially affordable housing to meet the needs of the growing population . This can be achieved by incentivizing developers to build affordable housing and working with non-profit organizations and commun ity groups to identify suitable sites for development.
Planning should also prioritize balancing new development against the need to retain Sunnyvale's historic elements that enhance the character of the city. This can be done by implementing regulations and guidelines to preserve historic structures and promote rehabilitation of existing buildings . Additionally , planning should prioritize new walkable and bikeable development that enhances the community and aligns with the values in Sunnyvale s sustainability policy and with the Vision Zero Plan. By taking a balanced and comprehensive approach , planning can respond to the limited vacant land for new development in Sunnyvale and create a sustainable, livable, and affordable community for all residents.
18. Planning Commissioners are often asked to consider social, economic and environmental issues when reviewing proposals. How does one achieve a balanced community?
When reviewing proposals, planning commissioners are tasked with evaluating social, economic , and environmental factors to achieve a balanced commun ity. Though it is desirable, proposals do not necessarily need to make progress towards all factors at once. Instead , commissioners should evaluate projects holistically and in combination with other proposals on the docket while maintaining a long-term perspective, taking special care not to let perfect be the enemy of good. By taking this approach , planning can help create a balanced community that meets the needs of all residents current and future while taking into account Sunnyvale s unique character istics and challenges . Planning commissioners can help create a sustainable and equitable community for years to come by considering relevant factors like affordability, access to services like transportation , and environmental factors, Rev. 312023 Page 13 of 15
