Memorandum

Date: January 11, 2023

To: Ms. Angela Wong, City of Sunnyvale

From: Shikha Jain

Subject: Alternatives Analysis - Homestead Road Full-Time Bike Lane Study

The study corridor, Homestead Road between Bernardo Avenue, and the Kaiser Entrance, has part-time bike lanes (7:00 AM to 6:00 PM weekdays) with vehicular parking allowed in the bike lanes after 6:00 PM on weekdays and all day on weekends along some portions of the corridor. The northern side of Homestead Road is generally under the City of Sunnyvale’s jurisdiction, and the southern side of Homestead Road is generally under the City of Cupertino’s jurisdiction. The City of Sunnyvale analyzed collision data, average daily traffic (ADT), bicycle counts, parking counts, and parking violations along the corridor to help study the conversion of the part-time bike lanes to full- time bike lanes. The City also conducted two community outreach meetings, a Bicycle and Pedestrian Advisory Commission (BPAC) meeting, stakeholder meetings, and an online survey to receive input from the community on the suggested changes to the corridor. This memorandum analyzes potential alternatives for the study corridor based on the data collected and community input received.

Alternative 1: No change
The no change alternative would maintain the part-time bike lanes the same as they are today i.e. vehicular parking would continue to be allowed in the bike lanes from 6:00 PM to 7:00 AM on weekdays and all day on weekends along some portions of the corridor as it currently exists.

Bicycle counts (see Data Collection and Analysis Memorandum, October 31, 2022) conducted along the study corridor show that bicyclists were observed in the part-time bike lanes when parking is allowed on weekdays and on weekends. Maintaining the part-time bike lanes the same as they are today would not address impacts to bicycling occurring during times when parking is allowed.

Furthermore, the City of Sunnyvale’s General Plan outlines several policies relevant to priorities for City streets including prioritizing safe accommodation for all transportation users over non-transport uses such as parking.

Maintaining the part-time bike lanes the same as they are today would conflict with the City’s policies of prioritizing the movement of bicycles, pedestrian, and vehicles over parking and would not address safety of bicyclists using the part-time bike lanes.

Alternative 2: Provide both a bike lane and a parking lane This alternative analyzes the potential of providing a bike lane as well as a parking lane along the corridor. This could be accomplished by reallocating lane widths, removing a vehicle lane, or Attachment 2

Page 426 of 450 ends

Homestead Road Full-Time Bike Lane Study January 11, 2022

P a g e | 2
removing the two-way left-turn lane where feasible along the corridor. These options are analyzed in detail below:

Reallocate Lane Widths
The study corridor’s curb-to-curb width generally ranges from 64 feet to 71 feet with some wider sections of the corridor. The corridor generally has two travel lanes in each direction, a two-way left- turn lane or median, left-turn lanes at major intersections, and bike lanes in each direction with vehicular parking allowed in some segments after 6:00 PM (part-time bike lanes). Homestead Road is also a bus corridor and a truck route.

The City of Sunnyvale requires a minimum width of 10 feet for a travel lane, 11 feet for a travel lane closest to the curb for VTA buses, 11 feet for a two-way left-turn lane, 10 feet for a right/left-turn lane, 5 feet for a standard bike lane, and 8 feet for a parking lane. In order to accommodate two 10- foot wide travel lanes, two 11-foot wide travel lanes, an 11-foot wide two-way left-turn lane, a 5-foot wide bike lane in each direction, and an 8-foot wide parking lane on one side of the street, a curb- to-curb minimum width of 71 feet is required.

As shown in Figure 1, Homestead Road east of Blaney Avenue for approximately 500 feet, has a curb-to-curb width that is greater than 71 feet (ranges from 72 feet to 80 feet). 150 feet of this segment has a bus turnout on the south side. After the bus turnout, approximately 400 feet of the corridor is 72 feet wide and could accommodate a bike lane and a parking lane. Reallocating lane widths to include a bike lane and a parking lane for this short segment may not be practical since it would require a complete restripe of the street, including the Cupertino side, and transitions on both sides. Coordination with the City of Cupertino would be required.

Homestead Road east of Wolfe Road is generally 71 feet wide and already has several segments with a parking lane as well as a full-time bike lane. Two segments with part-time bike lanes were evaluated further to determine if a parking lane could be accommodated.

• The segment with part-time bike lanes between Wolfe Road and Nightingale Avenue has two left-turn lanes providing westbound left-turn storage (approximately 350 feet) for the Wolfe Road/Homestead Road intersection. The length of this block between Wolfe Road and Nightingale Avenue is 450 feet. Since this segment has six travel lanes for almost the entire block, there is not sufficient curb-to-curb width to provide a bike lane and a parking lane along this segment without reducing the number of travel lanes. • A portion of the segment between Quail Avenue and Swallow Drive has a part-time bike lane, and the remaining portion has a full-time bike lane and a parking lane. The portion of the segment with the part-time bike lane narrows in the center to approximately 69 feet before it widens to 71 feet at the intersection of Quail Avenue/Homestead Road. Therefore, this portion is not uniformly wide enough to include a bike lane and parking lane.

Remove Vehicle Lane (Road Diet)
Homestead Road has two travel lanes in each direction along the length of the study corridor. A potential option to include a bike lane and a parking lane within the available curb-to-curb width of the corridor could be to eliminate one travel lane, also known as a road diet.

During the weekday peak hours, average vehicular volumes along the study corridor range from approximately 1,290 to 1,570 during the AM peak hour and 1,075 to 1,895 during the PM peak hour. As discussed in the Data Collection and Analysis Memorandum, the volume to capacity (v/c) ratio during the AM peak hour for eastbound Homestead Road ranges from 0.35 to 0.65 and for westbound Homestead Road ranges from 0.35 to 0.46. During the PM peak hour for eastbound Homestead Road ranges from 0.40 to 0.69 and for westbound Homestead Road ranges from 0.25 to 0.48 under existing conditions (See Table 1). Thus, the ADT data shows that the corridor is operating below capacity.

Since Homestead Road currently operates below capacity, the v/c ratio for the corridor was preliminarily tested during the weekday peak hours for a road diet with a reduced capacity to two lanes. As a two-lane roadway, the v/c ratio for the study corridor during the AM peak hour for the eastbound direction would range from 0.65 to 1.01 and for the westbound direction would range from 0.70 to 0.91. During the PM peak hour, for the eastbound direction the v/c ratio would range from 0.69 to 1.15 and for the westbound direction, the v/c ratio would range from 0.50 to 0.99. This indicates that the corridor would operate over capacity during the weekday peak hours on some segments, and a road diet along the entire corridor may not be feasible.

Table 1 – ADT Road Diet Analysis

Preliminary analysis indicates that westbound Homestead Road between Stelling Road/Hollenbeck Avenue and Bernardo Avenue would operate at a v/c ratio of less than 1.0 during the peak hours on weekdays with a road diet, while retaining parking.

A road diet could be implemented along westbound Homestead Road and parking could be retained between Wright Avenue and Bernardo Avenue since vehicular volumes are low along this segment.

Westbound Homestead Road, between Hollenbeck Avenue/Stelling Road and Wright Avenue was further analyzed to assess the feasibility of eliminating one travel lane due to the proximity to Homestead High School, which is a major trip generator during the AM peak hour and mid- afternoon peak hour. In order to determine the feasibility of eliminating one westbound travel lane along this segment, a peak hour level of service analysis for the AM peak hour, mid-afternoon peak hour, and PM peak hour was conducted at the signalized intersection of Homestead Road & Mary Avenue.

Level of service (LOS) is a qualitative description of traffic flow based on factors such as speed, travel time, delay, and freedom to maneuver. Six levels are defined from LOS A, the best operating conditions, to LOS F, the worst operating conditions. LOS E represents “at-capacity” operations.

When traffic volumes exceed the intersection capacity, stop-and-go conditions result, and operations are designated as LOS F.

Level of service at the intersection of Homestead Road & Mary Avenue was evaluated based on the Highway Capacity Manual (HCM) level of service methodology. This HCM method evaluates signalized intersection operations on the basis of average control delay time for all vehicles at the intersection. Sunnyvale has an adopted level of service standard LOS D for signalized intersections.

Homestead Road & Mary Avenue operates with a pedestrian scramble phase during the AM peak period and the mid-afternoon peak period on weekdays to accommodate pedestrian traffic to and from Homestead High School. The peak hour level of service analysis was based on year 2016 pre- pandemic counts, and the level of service calculations are included in Appendix A.

As shown in Table 2, the intersection operates at an unacceptable LOS E during the AM peak hour.

With the removal of a westbound travel lane, the intersection operations would deteriorate to an unacceptable LOS F during the AM peak hour.

However, since Alta has no control over the cost of labor, materials, equipment, or services furnished by others, or over the Contractor's methods of determining prices, or over competitive bidding or market conditions, Alta cannot and does not guarantee that proposals, bids, or actual construction cost will not vary from the estimates as prepared by Alta.
