NOTE: If you are applying for more than one board or commission , please reference the specific board or commission in your response to questions 4•7.
4. What motivated you to apply for this board or commission? My two term on the Planning Commiss ion motivated me to apply for Housing and Human Services. I was told that many of the suggestions I made or ideas I submitted for study issues belonge d more properly to Housing and Human Services.
5. What skills or attributes can you bring to this board or commission? I am quite familiar with Sunnyvale as it is now and as it has been, having lived here since 1976. I have lived with its several cycles and am always optim istic about how the City will fare.
As Planning Commissioner, I carefu lly studied all the paperwo rk prior to a meeting, I made site visits before voting on the sites involved and I met with developers and Sunnyvale residents, whenever I was asked. Because I am retired, I have the time to do this.
Having served on Santa Clara County commmissions with relevant focus issues, I have background in human services , especia lly as it relates to drugss, housing, living wages and margina lized groups.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission . With this in mind, what steps would you take to effectively exercise this specific board or commission role?
Understanding that the role of a commissioner is to advise and not to act as judge or legislator, I would weigh all sides of an issue before making any recommendations . In doing so, I would try for the good, rather than the perfect solution, so that someth ing may be accomplished .
The Sunnyvale City Council members are accessible to the public and ertainly to its commiss ioners. I would continue to maintain contact with them, as I have in the past.
7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
Vassar College, B.A. - American History
Northeastern University - M.A. Political Science, with emphasis on Public Administration Secondary Teaching Credential , San Jose State University
8. Briefly describe your current or last occupation.
Social Studies Department Chair, Milpitas High School
Master Teacher , Santa Clara University
9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.
While realizing that key departments of the City are understaffed ( overworked?) , I would push to have documents relevant to a commission meeting delivered to that Commission's members a week prior to that meeting.
There should be translators on call, especially for those city council meetings in which the agenda items concern residents who might not be English speaking .
Although City Council now has a sparkling new Chamber , it would be beneficia l to have occasional Council meetings at other sites around the city. Ditto for city commissiions.
I definite ly feel that City Council meetings as well as city cornission meetings should continue to be hybrid, as this makes them access ible to more residents.

Housing and Human Services Commission
We are looking for someone who has demonstrated interest in housing and human services issues
8. I understand that if I am appointed to Housing and Human Services Commission , I will be required to electronically file the Fair Political Practices Commission (FPPC ) Statement of Economic Interests (Form 700) that reports my econom ic interests and my spouse/domestic partner's economic interests (if applicable) , which is a public record? 9. Evaluate the quality and adequacy of the housing programs that serve the Sunnyvale community .
Sunnyvale is supposed to be an age-friendly city. However , I believe that this city lacks age friendly housing for all socio-economic levels. It really bothers me that in all of the very many 3 story town houses being developed here , if the developer meets the minimal ADA standards , that project is considered age-friendly. This translates into a bedroom and , bathroom with grab bars , on the ground level, adjacent to the garage. Woe to the person who might want to go to the kitchen or the family room. No way. I have seen town house developments in San Diego which include individual elevators in true, age-friendly units. Stair lifts would also be useful and perhaps less expensive. All developers have resisted this suggestion when I have made it on the PC.
It is rare to find an apartment in Sunnyvale with more than 3 bedrooms. This is especially a problem for large , low-income fam ilies, who must live crowded together under usually poor conditions. Developers seeking variances and exemptions should be required to include as part of the low--income and extremely low income , apartments with 4+ bedrooms.
There are 2 groups that should receive priority in the city's low income housing purchase program : Veterans (I believe there are Federal funds available to help with this) and those who teach in public schools located in Sunnyvale. Another possibility is to work with the Sunnyvale School District and the FUHSD to build teacher housing either as infill or as part of a larger development.(What is happening with the empty Fry's building?)
10. Evaluate the quality and availability of the human services programs that serve the Sunnyvale community.
This city is fortunate to have a close relationship with Sunnyvale Community Services , which is an excellent provider of both emergency and ongoing , basic services to our citizens . I trust we will continue to support and work closely with SCS. However , this does not absolve the city of other responsibilities .
There is a lack of medical and dental services in northern Sunnyvale . And, for some strange reason , although Sunnyvale is the second most populous city on the peninsula , it lacks a hospital (unlike Santa Clara and Mountain View). The city needs to encourage the location of medical and dental offices in northern Sunnyvale , especially in the Moffett Park area.
Perhaps these could go into some of the "retail" spaces being allocated. It would be helpful to see the City pair with the County to provide fee adjusted health services in north Sunnyvale .
The city also needs to work closely with the local school districts to establish needed schools in the Moffett Park area , most especially , a high school. Students living north of El Camino should not have to travel , daily , to Fremont HS.
There used to be a high school in north Sunnyvale. Let's re-establish this.
Twenty-seven Holocaust survivors live in Sunnyvale , at poverty level. I believe the City should recognize and help assist these remarkable people , while they are still alive.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
My understanding is that the primary role of the Personnel Board is to hear personnel appeals. I would discharge that responsibility by considering carefully all the information provided by both management and the employee and then making a decision based on that information, in consultation with other board members . If asked to provide policy advice to City Council, I would draw on my experience as a public employee and manager and on what I learn from hearing appeals .
7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.
BA (history) and JD, Vanderbilt University; experience as a public employee and manager (see answers to previous questions); mediation training and experience; various training sessions on personnel matters throughout my career.
8. Briefly describe your current or last occupation.
My last occupation was as a faculty member of the University of South Dakota School of Law from 1993 to 2016. In 2016, I retired with the title of Dean & Professor Emeritus.

I was recently elected to the board of Sunnyvale Community Services.

I don't have any concerns about the Code of Ethics and Conduct.
With respect to attendance, I have one concern. Now that I am retired, my wife and I like to travel on occasion , and the policy does not list this as an excused absence. My understanding is that the Personnel Board does not meet on a regularly scheduled basis. I assume any hearings could be scheduled to accommodate major travel plans that I might have; I would notify the chair and staff of these travel plans well in advance .

While I did not attend in person, I watched the full video for the 4/19/2023 meeting, the 5/24/2023 meeting, and the 6/28/2023 meeting. I hoped to attend the 7/26/2023 meeting, but it was cancelled.
I have been helping homeless people around Sunnyvale since October of 2020. Their numbers keep growing. My personal interactions with them reveal that at least half of them have jobs but still cannot afford to pay rent. I am aware of various city and non-profit programs available to help people before they become homeless. I hope that if I am accepted to join this commission that I can learn about more resources available to help them. I am also hoping that with my background working with homeless people, I can offer helpful perspectives on how to most effectively allocate funds to keep people in their homes or to most speedily house them after they lose their homes.
We have a wonderful city and I'd like to do my part to help make it even better.
I have knowledge of specific successes and failures of efforts to help people become rehoused and have ideas as to how the process could be more helpful.
The vast majority of my friends are renters and some are very low income. I have specific ideas as to different measures that could be taken to make their lives easier.
I have been on a Commission previously (Heritage Preservation Commission, 2004-2005) and I understand both the capacities and limitations of what the commissioners are tasked to do.
Having been an accountant for 10 years and a PTA Treasurer for 7 years, I have a strong understanding of how budgets work and I know how to work with other people really well.

Accountant: mostly payroll but have also worked with department budgets By watching the last three Housing and Human Services meetings, I learned that the commission is asked to consider budget allocations. Same as when I was the Heritage Preservation Commission, the staff dependably provided thorough information on the topics. The meetings referred to information sent to commissioners and I assume that included full written details. Then the commissioners raise various questions and considerations until a motion is made for a vote on what to recommend to Council. Robert's Rules of Order guide the process. All the commissioners were very nice and respectful. I think this is a very good process and do not have improvements to suggest regarding the process presently; only a technical idea: it would be nice if viewers could see the faces of not just the commissioners, but of other speakers as well.
More specifically regarding each meeting:
7/26/2023 meeting (canceled)
6/28/2023 meeting: The main topic was the Amendment to the 2019 HUD action plan to move some money to cover administrative costs. Having worked with budgets, this action seemed normal to me. I was interested to learn that there were percentage thresholds which required new outreach and votes to enact, and that there were limits to administrative costs in general. These all seemed like good guidelines. 5/24/2023 meeting: This mainly involved the 20-year budget plan. I learned about many of the fees that developers pay in order to be able to build, such as for parks, transportation, and sense of place. That sounds very good for neighborhoods. I really like budgets, so I think I would enjoy looking over the 20-year plans and other budgets. 4/19/2023 meeting: This meeting looked at the Draft 2023 HUD Action Plan and Amendments to the Sunnyvale General Plan. I was struck with how much thought and outreach went into different elements of each plan. I agreed with one commissioner's idea that outreach be put in the Mercury News in addition to the Sunnyvale Sun. I was impressed to see some items so precisely mapped, such as low income communities, noise levels, and air quality. I really appreciated all the detail in the plans and amendment proposals. City staff do very good work and commissioners ask very good questions.
To provide the most effective advice, I would do all the research I could do on the topics tackled by the commission. I would also lean on veteran commission members for information and perspective. From previous experience as a commissioner, I know staff provide exceptional detail and history on topics at hand. Many other organization provide studies and data regarding housing issues in California and Santa Clara County and I learn everything I can from them.
Lastly, I am a good team player, a good listener, and am respectful towards others.

I was PTA Treasurer at my sons' elementary school for seven years. During that time, I guided the organization through three major changes that I'm very proud of. First, previous to my joining, the developmentally delayed kids' classes (Special Day Classes) were excluded from pizza-party competitions and all school field trips (usually to plays). I worked with the PTA to put an end to that within the first month I was there. Secondly, we worked with the principal to make it so that all low-income students would be charged no more than $20 for any PTA activity regardless of the actual costs which could be up to $180 per student to be in the school play. Lastly, I worked with the PTA to institute substantial checks and balances on the PTA's finances, to safeguard their financial future. I really enjoyed working with everyone to put through these changes and also to do the day-to-day work of helping the teachers and having events. One of the best parts of volunteering is the wonderful people you get to work with. ✔

The low income housing program is the strongest program, in my mind. One of the locations is two blocks from my home. The need for more of these is acute.
Sunnyvale looked at converting some hotels into new and low-income housing, but I think collaboration with the county became an issue. I hope that some of this can still be done. Accoring to a very recent study (“California Statewide Study of People Experiencing Homelessness" by the UCSF Benioff Homelessness and Housing Initiative), creating new homes is the most effective way to tackle homelessness. I hope this effort or similar efforts will be pursued. I hope to learn more about it.
When I look through the assistance provided to renters, buyers, and mobile home residents, they all look very good. I know from the renter's side that although Sunnyvale's Guidelines for Affordable Rental Units seem robust, that it is still surprisingly common for low income renters to be turned away. One homeless couple I know was turned down for bad credit. After three years of being homeless, how would anyone have good credit? I hope to learn if and how some of these barriers can be lowered for low income people within the scope of what the commission is set up to do.
The primary human services programs that I am familiar with are HomeFirst, Sunnyvale Community Services, and the Boccardo Reception Center. Overall, they are doing great work and I have visited them many times. Having conversations with current and former residents of the HomeFirst shelter reveal a number of low-cost improvements possibilities that I hope to add to the conversation of the commission; these include installing locking shower doors, transparency regarding what shelterees must do to extend their stay beyond the 120-day limit, and reducing after-dark exits where the person is now homeless again in the dark of the night with no sleeping bag, bus pass, food, or supplies of any kind.
I would also like to see any services at all for children at the shelter; presently they don't have their own case workers and it is not known if or when they attend school.
Sunnyvale Community Services seems to run well. I'd like to see their entire website in duplicate in Spanish.
I know someone at the Boccardo Reception Center and they feel very unsafe there and described living conditions that worry me. The area where visitors are allowed appears very unclean to me. As a result, I am concerned about how well they run that shelter.
I don't have familiarity with the other shelters.
Downtown Streets Team is an organization that every homeless person I've met is enthusiastic about. However, I remain concerned about their choice to pay effectively $5 per hour in gift cards to homeless workers (they pay minimum wage and up to non-homeless workers) and the ethics and tax liability they are incurring because of that.
I have a lot to learn about what other programs are available and how the commission evaluates them.

Charlsie Chang
I have watched 6-10 meetings online, read through the work plan, and previous agendas and minutes.
I am applying to the Library Board because I spent many of my formative years at my local library, and I am a strong believer that libraries provide essential services to residents and provide a safe community space.
Growing up, my parents worked late, and I went to the library every day after school and worked on my homework, spent time on the computers/internet, and read books until they could pick me up. Later in high school, I became a homework tutor at the library. For these reasons, I'd like to see our local library succeed, and for residents to be able to utilize it to its fullest extent.
I also feel it's an exciting time for the Library Board, particularly with the development of the Lakewood branch library, and I'd like to help by serving on the Board with the other trustees that have vested interest in the success of the library.
I bring an enthusiasm for the library as someone who has benefited tremendously from one. I am a resourceful and flexible person who's able to take tight budgets or parameters and think of creative solutions.

Charlsie Chang
University of California, Santa Cruz - BA in Politics
Tsinghua University - Masters in Public Administration
I am currently a Government & Community Affairs Officer at the San Mateo County Transit District where I engage with the local community, with particular attention to disadvantaged communities.
At the November 7, 2022 Library Board meeting, the annual Sunnyvale Public Library trends were presented as they are annually. I was interested to learn that visitors peaked during the Great Recession in 2008, however, it was actually around 2012/2013 that total circulation peaked.
I would like this information to be broken down a bit more as to why there may have been a peak during this time. For example, unsurprisingly, during COVID, e-collection circulation peaked. If the data was broken down a bit more, perhaps we could see if there were any particular programs or books that residents were particularly interested in during 2012/2013, and if something similar could or should be replicated.
I would make an effort to attend all Commission meetings and as many library events as possible. I would go through the process of checking out books both online and in-person, as well as test out different programs such as trying to rent out different appliances like the kilo-watt meter. I would also visit other local libraries like the San Jose Library and County libraries such as the Cupertino library to see what other programs or options might be available.

Board of Library Trustees
We are looking for someone who has interest in Library-related issues
4. Community demographics and technology are constantly changing. What do you think are the principal issues the Sunnyvale Public Library may be addressing over the next few years? Charlsie Chang
I think the principal issues the Sunnyvale Public Library will face and continue to face are budgetary, as modernization, amenities, programs, and resources will need to be balanced with financial constraints. If there is a potential ballot measure in 2024, whether it passes or not will have a significant impact on potential facility upgrades.
In terms of a few interim issues I'd like to work on or see addressed:
I would like to see if it's possible for more titles to be offered through online channels such as through Libby, particularly for those who may have mobility issues or may have transportation challenges and cannot travel to the library in-person.
I’d also be interested in seeing some of the computers that are available for use offer more software programs such as photo editing, illustration, or animation.
In regard to the demographic changes in Sunnyvale, it would be interesting to test out whether a few of the computers available to be used were able to be changed into a different, commonly used language such as Spanish or Chinese.
This may be difficult for IT issues, but perhaps it can be piloted.

Degrees -
1. Master of Science in Advanced Electronics
2. Registered Patent Agent
Relevant Experience -
1. Served as Heritage Preservation Commissioner in the year 2022.
1. Patent Agent - Involved in drafting and prosecuting Electrical Engineering patent applications for small and big tech companies.
2. Realtor - Involved in helping home buyers see various properties with Redfin.
When I attended the Heritage Preservation meeting in the past, I learned about the issues on which the Council needed feedback. I also attended City Council meetings in the past. In those meetings I learned about new proposed plan of building a cricket field at Baylands Park, proposals for starting a new Human Relations Commission, and more. I also learned about how the Commission meetings and Council meetings are conducted.
From 2015 to 2017, I has also attended ERCPAC board meetings. During those meetings, learned the city's detailed proposed plan of the El Camino Real renovation. I actively gave feedback about changes to be made to the bike path on a particular patch El Camino Real.
For the Library, I would suggest that the City consider improving the outside area a little of the Library so people can sit outside and read. Additionally, I would suggest adding virtual reading discussions about the book readings so that more working professionals can also sign up. Inviting book authors more frequently may also be a good idea.
If appointed to the Board of Library Trustees, I would make it a priory to attend all the board meetings. I plan to study the library-related policies and goals in detail and provide feedback on the matters related to the specific issues such as operation or maintenance of the library. I would provide help by organizing or participating in the community outreach, overseeing events at the library if needed, or provide feedback on any other issues to the City Council whenever necessary.
