2. Are you currently serving or have you served on a City of Sunnyvale board or commission? Yes _ _ No _ __

If yes, which one? Term currently serving

3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s) of the board or commission for which you are applying?
Yes __ _ No _ _
If yes, how many meetings have you attended?

NOTE: If you are applying for more than one board or commission, please reference the specific board or commission in your response to questions 4-7.

4. What motivated you to apply for this board or commission?

5. What skills or attributes can you bring to this board or commission?

Aaron Sofaer
3 For the Housing and Human Services Commission, I am most motivated by my belief that everyone should have a home, the fulfillment of their basic needs, and the ability to live without fear of those things being yanked out from under them. Everything from housing and a quality education—one which is genuinely enriching and nurturing—to employment opportunities and health services is part of that. The Commission's work in these fields is something I find valuable and meaningful.

For the Heritage Preservation Commission, I feel strongly about the need to find ways to maintain a sense of history while making space for the needs of the community of the present. That sense of history, though, often elides various classes of people who lived and worked in a community; ethnic minorities and women, in particular. I find this challenge to be exciting; I would look forward to working on any updates on the Inventory (as I believe it's called) and to working with applicants who are trying to improve property—sometimes, an eyesore that isn't useful to anyone can be made into something not just more beautiful and of real use but also better at helping preserve and honor the heritage of the city and the people and communities who have lived in it.

I do a lot of reading and engaging with dense and/or extensive documentation and proposals, which I would expect to use in getting up to speed with such things as the Housing Element or the Heritage Inventory. I also have, for the last decade, found it professionally useful to be able to identify the critical elements in someone's request or complaint and separate it from more ancillary or peripheral elements; this feels relevant to the need to balance competing or conflicting interests, which I have seen come up already in the few meetings I have been able to attend.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?

7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.

8. Briefly describe your current or last occupation.

9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

Aaron Sofaer
If there is any need to interface with software or technology, I can make use of my experience as a software developer and my prior history in IT. Otherwise, I don't believe that any of my direct work experience qualifies.

I am a software developer. My work involves building and managing systems that validate and deploy other software.

Most of the meetings I have tried to attend have unfortunately been cancelled, but in terms of substance, I have been able to follow the developments related to Sunnyvale's Housing Element and its October 12th planned submission to HCD. I have of course also learned a fair amount about the process of the meetings as well. I also attended a meeting of the Heritage Commission which discussed a renovation on a historic former farm, which I would have needed more context for in order to learn much of substance.

I don't have any improvements to suggest at this time.

HHS: Each aspect of this Commission's work has a tremendous body of research associated with it and experts offering advice. As a member of the Commission, I would work with the other members to figure out what the credible truths are, find our way to a consensus on what that implies the City of Sunnyvale could do to make things better, and communicate that clearly and succinctly to the City Council. For example, if we are trying to find ways of increasing access to schools for underserved populations and neighborhoods, I would expect myself and the rest of the Commission to winnow all of the infeasible or ineffective methods from the set of the possible ones, presenting the City Council with a plan or a range of options which can actually work.

Heritage: I am unsure of the extent to which any particular member of the Commission can contribute towards updating the Inventory, but from my limited exposure to the Commission's proceedings that seems to be a substantial body of work which I think has been deferred for at least four years. Along with working on that, I would expect to diligently prepare for, attend, and do my best to work towards a universally agreeable outcome in the meetings where requests from Sunnyvale property owners and residents are handled; and to work on the downstream outcomes inasmuch as a Commission member has a role in those.

I have been attending Livable Sunnyvale's meetings and trying to get more involved with them, and I am looking forward to returning to the Sunnyvale Heritage Park Museum in early December for its next major event. In less local volunteering I have been working with the community of web serial authors and the independent publishers which court them in order to push the status quo towards clearer, more equitable contracts; much of this work has been through helping authors understand the details of their contracts and helping them advocate for their own interests in their negotiations.

Heritage Preservation Commission

We are looking for someone who has interest in the preservation of historic resources

5. I understand that if I am appointed to Heritage Preservation Commission, I will be required to electronically file the Fair Political Practices Commission (FPPC) Statement of Economic Interests (Form 700) that reports my economic interests and my spouse/domestic partner’s economic interests (if applicable), which is a public record? 6. What historical features or structures in our community do you think are at risk? What course can the City take to preserve them?

7. What factors would influence your recommendation to preserve a particular building or site?

Aaron Sofaer
✔
Long-term businesses will continue to be at elevated risk of closing their doors as the squeeze from higher interest rates, ever-higher rents, and COVID persists. Continuity of business ownership across decades and generations is a valuable historical feature both as history and also as a thing of value to the community. City measures to preserve them can include direct subsidies, higher visibility, and direct non-cash forms of support, among other means.

As property pressures mount, some smaller historic properties will want to convert or renovate into larger properties.

The City might in some of these cases be able to work with the homeowners to preserve the historic aspects while still allowing the property to be developed and used.

Memory and history is always ephemeral, and especially that of marginalized groups. Even questions like "why is there a bridge here" can wind up relying on the memories of community members rather than existing in written documents.

The City could work to record and compile histories of Sunnyvale and its communities so as to preserve knowledge past the lives of the people involved or the fading, from generation to generation, of passed-on family stories.

While I have some thoughts as to factors here, I would of course expect to learn a lot about what factors have been used / are considered appropriate if I were to serve on the Commission. But from my current perspective, some factors are:

1. Is the building or site's history is actually reflected in the site as it currently stands?

2. Can the building or site be used / experienced by people at the moment?

3. Is the history in question better, more thoroughly, and/or more accessibly reflected in other sites?

4. Does the community that the history is about want that piece of history preserved?

5. Will the preservation, or the renovation/changes, serve the community and/or the City of Sunnyvale?

6. Are there any ways to preserve the historical value of the site while still allowing the requested work to happen? Attachment 3

9. Evaluate the quality and adequacy of the housing programs that serve the Sunnyvale community.

10. Evaluate the quality and availability of the human services programs that serve the Sunnyvale community.

Aaron Sofaer
✔
I am not familiar with many of the housing programs in Sunnyvale, but those that I am familiar with appear to be struggling to meet their own expectations and targets. I expect that there are concrete reasons for this which are already known to the Commission. I hesitate to call them inadequate, but it seems as though there's a long lead time before people get housed. Since the time spent unhoused is awful to the people affected, that's something Sunnyvale's housing programs could improve upon.

I do not feel familiar enough with these programs to make such an evaluation.

I spend a lot of time walking around Sunnyvale and lived here for 39 years, one of the things that keeps the city vital are its residents and I hoped to give back to the community.

As a retired engineer I bring a lot of systems thinking to the problems this commission is working through. I sometimes feel the city does not do enough to inform and explain to its residents the way in which housing policy improves their lives and can mitigate problems.

Charles McManis
BSEE from USC '83. Managment experience from line management through COO. I've also worked on standards bodies (currently Open Group SOSA standard) dealing with generating consensus while keeping everyone engaged and on track.

My last full time occupation was helping a Sunnyvale startup, Spectranetix, grow from 19 full time employees over two campuses to nearly 100 employees. This involved developing process where process was lacking, hiring expertise where skills were lacking, and generally providing training and mentorship across the Sunnyvale facility for the engineering teams.

The last city council meeting I was pre-pandemic. One of the things that struck me was how people providing input and the council members often spoke "past" each other. I briefly considered running to city council because I felt I could add value there. Much of what Sunnyvale has done in creating additional housing and transportation options would have been my strongest input. I hope that we can keep up the momentum and really capitalize on the city being the literal heart[1] of Silicon Valley, we've been an economic power house for decades but that only remains true if we keep our eye on the ball.

I would ask the City Council (and the City Manager) to consider installing fiber optic cable to every address in Sunnyvale. NOT "internet" but the infrastructure that would support network connectivity. This infrastructure is like our roads these days, essential to both personal and professional lives and difficult to innovate on when Internet providers own both the road and the cars you can drive on the road. Building vendor neutral infrastructure that could be "plugged into" and enabled by any vendor willing to provide service would add innovation, increase competition, make living in Sunnyvale desirable, and make putting your business here desirable too! If you decide to interview me, ask me about this idea and that will help you gauge for yourself my ability to communicate complex concepts.
[1] True story, for quite a while if you asked Google Maps to take you to Silicon Valley California it took you to MY house. Much to the surprise of the neighbors on our circle. They have since moved that point to the intersection of 237 and Central but it is still here in Sunnyvale!
Through out my career I have consistently received high marks for being able to break down complex subjects into pieces that the people who need to understand them can deal with. This was especially true for helping management understand business investments in technologies they didn't understand. Keeping teams aligned and on track in the face of competing agendas is another skill I bring to the table.

I do not have a deep enough understanding of how effective the housing programs are in Sunnyvale, questions I would feel comfortable investigating as a commissioner would be "What is the participation rate in these programs?", "How effective is the city's outreach programs?", "Does our current master plan conform to California's Element Review?", "Are there better ways to support the unhoused as we wait for housing stocks to increase?" All of these questions are of interest to me.

Our Church has supported Sunnyvale Community Services and that is the only services program I am directly familar with. From our interactions it seemed well liked by the people who availed themselves of its services.
