Forward Recommendation to City Council to Adopt a
Resolution to Amend the General Plan by Adopting the
2023-2031 Housing Element and Adopt a Negative
Declaration for the 2023-2031 Housing Element
Housing Specialist Ryan Dyson provided the staff report with a slide presentation and answered questions. Also present to answer questions from commissioners were Director of Community Development Trudi Ryan and Affordable Housing Manager Ernie Defrenchi.
Chair Duncan opened and closed the public hearing at 8:09 p.m. upon confirming that there were no members of the public wishing to speak.

After additional discussion and clarifying questions of staff, Chair Duncan asked for a motion.
MOTION: Commissioner Davis moved and Commissioner Steward seconded the motion to approve Alternative 1: Recommend that the City Council make the findings and adopt the Resolution in Attachment 2 to the report to a. Adopt the Negative Declaration in Attachment 3 to the report, and b. Amend the General Plan by Adopting the 2023-2031 Housing Element as included a Exhibit A.
