If yes, which one? Term currently serving --------------- --------------- Term previously served

3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s) of the board or commission for which you are applying?
Yes D No [77
If yes, how many meetings have you attended?
I have not attended in peison . ; watched the recent : :uman Relations commissions meetings available on YouTube . also met with Jacqui and Fernanda recently to discuss some of our community's concerns.

NOTE: If you are applying for more than one board or commission, please reference the specific board or commission in your response to questions 4-7.

4. VV'hat motivated you to apply for this board or commission? Human Relations: We live in a diverse, multi-cultural and multi-ethnic town and this wide range of backgrounds and life experience enriches our community 's collective experience . I am excited by this newest of the Sunnyvale commissions and its charge of ensuring all our residents feel safe, included, valued and celebrated. Achieving true equity and inclusion doesn't happen by accident: it demands specific efforts and actions, and I would love to be a part of achieving that. I'm especially drawn to the mission of promoting harmony and understanding among all residences , regardless of their backgrounds and circumstances . Additionally, my community, the Jewish community, has felt particularly isolated, demonized and hated following October 7, 2023, and it is important to me that we have representation in this commission and that Sunnyvale's Jews and Israelis feel welcomed here.

Heritage Preservation : Sunnyvale has a rich and diverse history, which is important to preserve, learn and grow from.

Much as we are all exhorted to "be present," and as key as that is as a general operating principle for life, we humans live in a place of tension between past and future. I believe it's important to know our history and our past in order to best learn and grow from it. As our city continues to grow and attract people, businesses and opportunities , we must ensure our unique heritage is not lost to modernization. I want to play an active role in preserving that heritage for current and future generations .

5. VV'hat skills or attributes can you bring to this board or commission? My life and work experiences have given me a unique blend of skills and knowledge which I believe will be valuable in effectively fulfilling both commission's mandates. As a practicing lawyer, mediator and writer for over 20 years, I am skilled at analysis, evaluation, communication , bridge-building, writing, speaking, drafting documents and more. As a former public defender in three different counties , I have worked with diverse groups of people and advocated effectively for the rights of less-advantaged people, including abused and neglected children , the parents of such children , the accused in criminal proceedings, and the incarcerated . On a personal level, I love working with and getting to know people. My curiosity and interest in humanity has led me to deep discoveries and many a confidential , soul-baring conversation with a perfect stranger. I love connecting with and collaborating with others , and believe that when we work together effectively , the whole is greater than the sum of the parts.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?
With both commissions roles, the first step is deep listening in order to accurately and fully understand the scope and nature of whatever issue we are addressing. I would first immerse myself in understanding the issues, including any necessary research and engaging with relevant actors, and including site visits where applicable. I would also familiarize myself with relevant policies and regulations on the local and state level to ensure our commission's advice does not run afoul of the law. I would prioritize open communications and collaboration with commission members, city officials, stakeholders and the broader community. By fostering dialogue and seeking diverse perspectives, we can develop comprehensive recommendations and strategies that reflect the needs and interests of our community.

7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.

BA-English (Columbia Univerity); JD (UC Davis King Hall School of Law) Collaborative and mediation training and experience; various workshops on negotiation and effective communication Served on boards of: Traveling Jewish Theater (SF); South Peninsula Hebrew Day School (Sunnyvale); Congregation Kol Emeth (Palo Alto).

Professionally, experience working with diverse communities in regular and pro bono capacities.

8. Briefly describe your current or last occupation.

Self-employed Family Law attorney and mediator. I also write (legal/scholarly writing) and wrote a best-selling self-help book which came out in 2023.

9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

After attending city council meetings where antisemitism was a focus, I learned about the concerning rise of discriminatory incidents within our community and the urgent need for proactive measures to combat such hatred. To address this issue, I would suggest that the city consider implementing comprehensive educational programs aimed at promoting tolerance, understanding, and empathy. Additionally, establishing partnerships with local advocacy groups and religious organizations can help amplify efforts to raise awareness and foster a culture of inclusivity and respect.

Upon watching the You Tube videos of the Human Resources commission meetings where diversity, equity, and inclusion were the focus, it reinforced for me the importance of creating spaces where all voices are heard and valued.

To further enhance diversity and inclusion initiatives, I would recommend the city prioritize recruiting a diverse range of candidates for leadership positions and decision-making roles. Additionally, implementing training programs on unconsc ious bias and cultural competency for city staff and officials can help ensure equitable policies and practices across all departments. By actively promoting diversity, equity, and inclusion, our city can become a more welcoming and vibrant community for all residents.

10. Describe your involvement in community activItIes, volunteer and civic organizations.

In the past, I served on the board of my daughters' school (SPHDS) and my synagogue, and when I lived in San Francisco, I served on the board of the Traveling Jewish Theater. I also volunteer in various capacities at the JCC on an ongoing baziz. Currently, I am volunteering in an initiative to educate people who immigrate here about their financial rights and responsibilities , a program being put together through the JCC.

I serve on the I lomestead High School School Site Council, and have done so since my now-junior was a freshman.

In the legal community, I served as chair of the San Mateo Bar Association's Family Law section, and have always included pro bono clients in my caseload, up to the present day.

While in law school, I represented political asylum seekers through our school's immigration law clinic, volunteered at Sacramento Child Advocates including doing a summer grant-based project for them on the intersection between immigration and child abuse issues, and established a student child advocacy club, ARC (Advocates for the Rights of Children), which was still in existence last time I checked.

6. What historical features or structures in our community do you think are at risk? What course can the City take to preserve them?
I was unable to find this commission's meetings on You Tube, but in general issues like neglect, deterioration over time, lack of maintenance. urban develooment oressures and natural disasters have likelv affected some of our structures and features. I am aware there is a Library renovation plan in effect. and would hope that the iconic statue of the boy reading a book out front will be preserved.

7. What factors would influence your recommendation to preserve a particular building or site? Several factors would influence my recommendation to preserve a particular building or site:
- The building or site's historical significance, including its role in local, regional, or national history, its architectural significance, and any cultural or social importance it holds. - The degree to which the building retains its original architectural features, materials , and design elements, as well as its overall condition and structural integrity.

Human Relations Commission
We are looking for someone with community-level experience on issues related to equity, access, Inclusion, and social justice

11. VVhat do you think are major equity challenges facing the Sunnyvale community? Like many Bay Area communities, we face equity challenges across the board... I think Sunnyvale faces significant challenges related to housing affordability, with high housing costs disproportionately impacting low-income residents, which can lead to housing instability, displacement, and barriers to accessing safe and affordable housing. We have disparities in income, employment opportunities, and access to resources which contribute to economic inequality within the community; addressing these disparities may involve initiatives to promote economic development, job training , and entrepreneurship opportunities for marginalized groups. Ensuring equitable access to quality education and educational resources is essential for addressing systemic inequalities . This includes addressing disparities in school funding , resources, and academic achievement among different demographic groups. Access to affordable healthcare services and health disparities based on factors like income, race, and ethnicity are also significant equity challenges; addressing healthcare access barriers can help improve overall well-being in the community. Access to reliable and affordable transportation is essentiai for accessing empioyment, education, heaithcare, and other essentiai services. Addressing transportation equity challenges might Involve Improving public transit options, reducing transporta tion costs for low-income residents, and ensuring equitable access to transportation infrastructure.

In short, I believe there is much that can be done to address equity challenges within our community. It requires a comprehensive and collaborative approach involving government agencies, community organizations, businesses , and residents working together to implement equitable policies and initiatives that promote inclusion , fairness, and social justice .

12. Please describe your experience working with historically marginalized communities . How have your actions benefited these communities?

If yes, how many meetings have you attended?
Have not yet attended but watched two prior meetings via YouTube.

NOTE: If you are applying for more than one board or commission, please reference the specific board or commission in your response to questions 4-7.

4. What motivated you to apply for this board or commission? After serving on the Sustainability Commission for over a year, I realized it would be better to switch to an area where I feel more qualified to serve. I informed my Board Chair in February that I would like to step down after the April Sustainability Commission meeting . Sustainability Commission's focus is very data-intensive (e.g., Greenhouse gas inventory , Climate Action Playbook targets) and I struggled in meetings to quickly synthesize data in order to get up to speed and ask cogent questions . Art, on the other hand, is second nature to me. I studied design in college (UCLA) and minored in Art History. I've worked as a graphic designer for 25+ years and feel very comfortable in the art world. I very much want to serve my community thus am applying for the Arts Commission opening with the hope of continuing to volunteer in Sunnyvale.

5. What skills or attributes can you bring to this board or commission? In addition to my professional work as a graphic designer, I was the co-leader of the Fine Arts Mini Experience (FAME) program while my children attended Cherry Chase Elementary. Each year, we organized 6 lessons that combined a famous artist, a famous composer and a related art project. I also spearheaded an A-Z garden signage program in the school garden. I am passionate about public art and art programs (including theater) . While my sons attended Sunnyvale Middle School I served as a marketing coordinator , set decorator , costume design helper and talent photographer (creating head shots of each student for our productions) . At UCLA, I had the opportunity to study ceramics under Professor Adrian Saxe, a world-renown porcelain artist (and studied Raku, stoneware and hand building , in addition to taking dance class electives). Each year, I volunteer as a judge for the PTSA Reflections Program, evaluating and scoring both art and photography.

8. Briefly describe your current or last occupation.

9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

Kathryn H Besser
My first step (already taken) would be to read the Public Art Master Plan to get an overview of the City's goals, strategies and timelines for physical art and art programs. Additionally, I would look in more detail at the approximately 195 existing installations to get a sense of size, scale and relevance to where they are placed (beyond what I've personally observed as a long-time resident). Next I would ask the Chair or Vice Chair for the opportunity to meet outside a regular meeting to gain a more in-depth understanding of how the Commission operates on an annual basis (i.e., what to expect from the annual work plan). I would also spend time asking about lessons learned from past years' Hands On the Arts events in order to incorporate prior knowledge into my thinking process. Lastly, I would inquire about Climate Action Plan standards relative to public art--is there a guidebook or place to conduct research in order to understand what is encouraged and/or possible relative to our CAP goals (e.g. recycled materials, climate-focused themes, etc.)?
Bachelor of Arts, Design. UCLA
Minor: Art History
I am a freelance graphic designer, operating as a small business in Sunnyvale (Graystar Design). My core business focuses on corporate identity, website development and branding. When possible, I provide pro bona design services to local non-profits (Sunnyvale for Equity in Education, Refuge Resettlement Village of Silicon Valley, for example) I learned that it is highly important to attend or view a few meetings prior to applying for a commission! Last year, I was asked to apply for the Sustainability Commission due to my grant work within Cherryhill Neighborhood (4 or so grants focused on sustainability). The deadline to apply was immediate with no chance to attend a meeting in advance (and I did not realize there was an archive I could view). Thus, I lacked sufficient understanding of how data-intensive the commission would be. After the first meeting, I felt very out of my depth in terms of how much information needed to be absorbed in a short space of time. My strengths are more in the area of idea generation and team leading--ones I feel would be better suited to the Arts Commission, hence my desire to switch roles.

As far as improvements go, I would like to see more of an emphasis on time management within meetings. Our meetings tended to go late into the night and I was always conscious of statrs time after a presumably long work day.

10. Describe your involvement in community activities, volunteer and civic organizations.

Since 2009, I have served as the newsletter editor and primary grant writer for Cherryhill Neighborhood Association. In 2016, I also took over website duties from Wayne Amacher (who sadly passed a short time later). A few years ago, I initiated the master website sunnyvaleneighborhoods.org to encourage registered neighborhood associations in Sunnyvale to create websites where they previously had none (I mentor these aspiring webmasters on a continuing basis). I volunteered the entire time-2002-2017--my two sons attended local public schools (participating in FAME, PTSA, Athletic Boosters, All Night Party and Career Day among others). For the past 15 or so years, I have been part of the committee for each school bond and parcel tax campaign for both Sunnyvale Elementary School District and Frermont Union High School District, first as a volunteer and then as a paid graphic designer after my children matriculated.

SUPPLEMENTAL QUESTIONNAIRE
Note: Please respond only to questions that pertain to your selected board(s) or commission(s).

Arts Commission
We are looking for someone who has
• Interest in the visual, performing or literary arts
• Interest in the art programs of the City
• Background in visual or performing arts

1. I understand that if I am appointed to Arts Commission, I will be required to electronically file the Fair Political Practices Commission (FPPC) Statement of Economic Interests (Form 700) that reports my economic interests and my spouse/domestic partner's economic interests (if applicable), which is a public record? A copy of this form is available by visiting www.fppc.ca.gov/Form700.html

2. In what ways could the City strengthen art programs in the community? I think one way is to think about accessibility as a high priority goal. There is a section in the Public Art Master Plan that covers web-based or self-guided art tours that I would like to see launched or expanded in 2024 (as far as I can tell, the current map only features thumbnail images, not a full gallery). And I believe the web-based tour refers mainly to physical art-I would like to see if it can be expanded to include visual arts/theater, music and more. For example, a great performances series that might showcase soliloquies or behind the scenes activities from local productions that can serve as an inside look at how theater productions come together. Or perhaps a virtual gallery in lieu of the one that was closed a number of years ago. Speaking of virtual galleries, it would be lovely to offer a VR experience dedicated to public art in Sunnyvale that could be accessed at the library or community center. Lastly, getting theater outside of the theater would be a great way to bring it closer to the general public (something like a short scene from a play performed at the weekly farmer's market or an open mic poetry slam at the nighttime summer market).

7. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on this board or commission.

8. Briefly describe your current or last occupation.

9. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

Michelle Wu
To effectively fulfill my role on the board, I would first familiarize myself with the policies and initiatives relevant to the arts commission's mandate. This includes studying past decisions and understanding current projects. Additionally, I would actively engage with the board members, city officials, and members of the community, to gather diverse perspectives on pertinent issues. By staying informed and actively participating in discussions, I aim to provide well-informed advice and recommendations to the City Council. I would attend all the events that the Arts Commission organizes to familiarize myself on their agendas, including monthly meetings.

I am currently a high school student and deeply engaged in the arts community both within and outside of school. Within my school, I am an active member of the art club and will be enrolled in advanced art classes such as AP Art and Drawing. I currently also attend lchen Art Academy to learn a variety of art materials and develop my technical skills.

Currently, I am a sophomore at Wilcox High School, where I actively engage in various extracurricular activities, notably the Wilcox Business Experience and National Art Honor Society clubs. These experiences have allowed me to develop leadership skills and fostered my passion for both artistic expression and community engagement.

Attending a meeting of the Sunnyvale Arts Commission Board provided me with valuable insights into the city's efforts to promote the arts. While the board operates smoothly, I believe there is an opportunity to expand its programs to further engage residents in artistic endeavors. By introducing new initiatives such as community art workshops or art installations in public spaces, we can enrich the cultural landscape of Sunnyvale and foster greater community involvement in the arts.

I have been actively involved in various commu nity activities and volunteer organizations, including serving as the president of the City of Sunnyvale Tee n Advisory Committee. Additionally, I volunteer annually at events such as the Santa Clara Art and Wine Festival and the Sunnyvale Hands on the Arts Festival. Through the art club, I co-founded and co-leg an art mentorship program at our local middle school, Peterson , because their art classes were removed from the curriculum. Through this program , I have had the opportunit y to teach many middle schoolers basic art skills and share valuable art resources. Our efforts have been recognized as differe nce-makers by our school district. As part of the art club, we also run face painting stations at elementary school events monthly. Beyond mentoring, I utilize art in various capacities within my school, such as designing class benches, banners, and floats for events like homecoming and fantastics. I also volunteered as a project manager for the Santa Clara Schools Foundation, where I worked on an event called the Farm to Table Dinner, managing logistics and marketing. 2. In what ways could the City strengthen art programs in the community? "I believe the City could strengthen art programs in the community by adopting a multifaceted approach that not only expands existing programs but also integrates art into various aspects of city life, particularly festivals and events. Art is unique is being able to foster creativity, expression, and community engagement, representing a variety of different perspectives and values.

As a community member, expanding existing art programs to reach a wider audience would be amazing to see. Since joining the Arts Commission I have also participated in and completed:

Sunnyvale Leadership and Sunnyvale Citizens Academy . I throughly enjoyed and appreciated both courses and have grown my network as well as making lasting friendships through both.

As part of the Citizens Academy, I was asked to assist with finding art for the walls of the new station. This is a project I am currently working on.

I traveled in 2023 to Japan with the Sunnyvale Sister City association and, with our Mayor, met and presented the Fire Chief of lizuka City with patches gifted by our own Sunnyvale DPS. I then met with our DPS to deliver the patches gifted to them by the lizuka Fire Department. I truly enjoyed the opportunity to meet and speak with the fire fighters in lizuka and see their equipment and station.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? This is always challenging for Cities to balance between current needs of their residents and need of the market.

Senior resident will have a different need than a young family who is raiding their kids. Definitely new development is needed to support growing needs of housing for all economic background people and create more diversity.

Planning should consider long term effects and address issues based on next 50 years of vision.

18. Planning Commissioners are often asked to consider social, economic and environmental issues when reviewing proposals. How does one achieve a balanced community?
Environmental concerns & perspective changes depending upon each individual's social & economic conditions.

For e.g. Elderly residents value more for clean air, low noise with more sunlight environment. Younger residents need more socializing places and vertical and urban living. Planning commission should consider all residents needs before making any decisions.

1. CEO, Sigura Construction Inc - I established Sigura Construction in 2003 and have since built a team of 40 dedicated employees. Our company serves the entire Bay Area, prioritizing the satisfaction of our clients by delivering services tailored to their preferences and requirements. At Sigura Construction, our mission is centered around providing unparalleled service while consistently delivering value to our clients.

2. CA Licensed Real Estate Agent at Coldwell Banker Realty - in additon to a full time GE I amn also a Full time Realtor During the city's discussion on green energy initiatives and emissions reduction, various concerns were raised, including instances of residents replacing furnaces and water heaters without obtaining permits. To address this issue more effectively, I would propose the following: 1. Increase enforcement efforts to identify instances of unpermitted HVAC and water heater replacements. This may involve conducting regular inspections of residential properties and issuing fines or citations to violators. 2. Launch public awareness campaigns to inform residents about the importance of obtaining permits for HVAC and water heater replacements. Educate homeowners about the potential safety risks, legal implications, and consequences of performing unpermitted work. 3. Simplify and streamline the permitting process for HVAC and water heater replacements to make it more accessible and user-friendly for residents. In addition, implement an online permitting system that allows residents to easily apply for permits and track the status of their applications from the convenience of their homes. 4. Establish a mechanism for neighbors to report suspected unpermitted HVAC and water heater replacements anonymously. This encourages community vigilance and helps authorities identify instances of non-compliance more effectively. 5. Collaborate with utility companies to identify properties undergoing significant energy-related upgrades, such as HVAC or water heater replacements. Coordinate efforts to ensure that homeowners are aware of permitting requirements and encourage compliance through utility bill messaging or incentives. 6. Impose significant penalties and fines on homeowners who fail to obtain permits for HVAC and water heater replacements.

As for the emissions reduction, and promoting the adoption of green energy initiatives I would suggest: 1. Advocate for the implementation of incentives and rebates for residents and businesses that invest in renewable energy sources such as solar panels, wind turbines, or geothermal systems. 2. Encourage the development of community solar programs that allow residents to collectively invest in and benefit from solar energy projects. These programs can provide access to clean energy for residents who may not have suitable rooftops for solar installations. 3. Support initiatives to promote alternative transportation methods such as walking, cycling, and public transit. Invest in infrastructure improvements 4.

Launch public awareness campaigns and educational programs to inform residents about the benefits of renewable energy, energy conservation practices, and sustainable living habits.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? There are several approaches that the Planning Commission can consider:

1. Conduct a thorough assessment of available land within the city, identifying underutilized or vacant parcels suitable for infill development. This analysis can inform zoning decisions and prioritize areas for redevelopment to optimize land use efficiency.

2. Utilization of Existing Space and : ADUs make efficient use of existing land by allowing homeowners to add small, independent living units on their properties which are usually more affordable housing option , both for homeowners looking to generate rental income and for tenants seeking more affordable housing in the area. This maximizes the potential for housing without the need for additional land acquisition. By incentivizing ADU construction, the city can increase its housing supply without the need for large-scale redevelopment. Incentives such as fee waivers or tax incentives for ADU construction can further promote affordability. This helps alleviate pressure on existing developed areas by providing additional housing options for residents.

3. lncentivize Transit-Oriented Development (TOD): Encourage development near existing transit corridors and public transportation hubs through zoning incentives and streamlined permitting processes. TOD not only maximizes existing infrastructure but also promotes sustainable , walkable communities.

4. Implement mixed-use zoning regulations that allow for the integration of residential, commercial , and recreational spaces within the same area. Mixed-use developments can capitalize on existing amenities and infrastructure while fostering vibrant, live-work-play environments.

5. Integrate green building practices and sustainable design principles into redevelopment projects to minimize environmental impact, enhance energy efficiency , and promote resilience to climate change.

6. Prioritize the inclusion of affordable housing units within redevelopment projects through incentives , mandates , or partnerships with affordable housing developers . Addressing housing affordability challenges is critical to ensuring equitable and inclusive development.

18. Planning Commissioners are often asked to consider social, econom ic and environmental issues when reviewing proposals. How does one achieve a balanced commun ity?
In order to achieve a balanced community it is very important to have an Inclusive Planning Process . Ensure that the planning process is inclusive and participatory , engaging diverse stakeholders , including residents , community groups, businesses, and advocacy organizations. Incorporate feedback and perspectives from all segments of the community to ensure that planning decisions reflect the needs, priorities, and aspirations of the entire population. I am here to represent my own Jewish-Israeli community and I hope the Planning Commion board is diverse . Some key principles and strategies for achieving balance are: 1. prioritize equitable development strategies that address disparities and promote social justice. This includes ensuring access to affordable housing, quality education , healthcare, transportation , and other essential services for all residents , regardless of income, race, or background. 2. Implement policies and programs to promote the development and preservation of affordable housing units within the community.

3. Foster economic opportunities and job growth through strategic land use planning , business development initiatives , workforce training programs, and entrepreneurship support services. 4. Invest in the creation and maintenance of public spaces, parks, and recreational facilities that enhance community cohesion , promote physical and mental well-being, and provide opportunities for social interaction, cultural expression , and leisure activities. 5. Prioritize community health and safety by addressing issues such as access to healthcare services , food security, public safety , and disaster preparedness. Promote walkability , bikeability , and access to green spaces to encourage physical activity and improve air quality. 6. Preserve and celebrate the cultural heritage, history, and identity of the community through heritage conservation initiatives, historic preservation programs, and cultural heritage tourism promotion. Recognize and honor the contributions of diverse cultural groups to the fabric of the community.

I lived on the east coast from 1983 to 2018 when I moved back to Sunnyvale. I've always been interested in architecture and urban planning. While living in Westwood NJ I volunteered to serve on their Historic Preservation Commission from 2012 to 2018 and as Chair from 2014 to 2017 during which time I successfully worked to designate the Westwood Train Station as a historic structure. I also spent nearly the entire time I was on the HPC to designate Westwood 's downtown as a historic district. My family owns two vacation homes that are both located in historic districts - the bungalow community of Dillon Beach and as permittees in the Stanislaus Nationa l Forest in historic Pinecrest. I know what it's like to deal with commissions from both sides and I can bring my knowledge and interpersonal skills to the commission.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? Planning is taking on the responsibility of managed urbanization and growth while maintaining the spirit of our communities, and the health, safety , and well-being of our citizens . Growth has to take into account sustainability in the face of environmental changes, increased homelessness , public safety, the future of transportation and social change to name just a few of the challenges. Some ways Sunnyvale can respond to the situation include: utilizing the United Nation's Sustainable Development Goals, investigating cohousing and communal communities, transit-or iented development , while remembering to do what's best for Sunnyvale and all its inhabitants.

18. Planning Commissioners are often asked to consider social, economic and environmental issues when reviewing proposals. How does one achieve a balanced community?
The most important thing is to be ethical. As a commissioner you may be faced with tough decisions but normally decisions are being made within the context of the General Plan, zoning and, after all, you are an advisor to the city government and citizens . If you apply shared goals and objectives like inclusivity, empowerment , diversity, within the historica l and econom ic context of Sunnyvale specifically, I believe you are on the path to a balanced community. Your task is to effectively communicate to your community and stakeholders as well as collaborate with developers , owners, tenants, the homeless, and your community .

FIGONE, CHRIS
I recognize the critical importance of providing informed advice to the City Council on policy matters related to land use, zoning, and community development. To effectively fulfill this role, I would take the following steps:

Thorough Research and Analysis: I would thoroughly research and analyze planning related issues within the commission's scope, including relevant laws, regulations, and best practices in urban planning. By staying informed about current trends and emerging challenges, I can provide well-reasoned recommendations to the City Council.

Engagement with Stakeholders: I would look to actively engage with Sunnyvale residents, businesses, advocacy groups, and city staff, to gather diverse perspectives. By soliciting feedback and listening to the concerns of residents can ensure that the advice provided to the City Council reflects the interests and needs of the community.

Collaboration with Commission Members: I would collaborate closely with fellow commission members to exchange ideas, share expertise, and develop consensus-driven recommendations to effectively address planning issues together.

Effective Communication: I would strive to communicate recommendations to the City Council in a clear, concise, and persuasive manner, supported by evidence and analysis.

San Jose State University B.S. Management Information Systems (MIS) I am a IT Portfolio Manager at The David and Lucile Packard Foundation, My responsibility includes ensuring the IT infrastructure and services are aligned with the Foundations operating requirements to ensure Grant Making activities can remain constant. This includes running multiple projects with numerous software vendors to build solutions and services that support the business teams needs.

For 3 years, I was on the Sunnyvale El Camino Real Corridor Plan Advisory Committee. I gained an appreciation for the complexity of the issues facing our city, from zoning regulations to budget allocations I gained valuable insights into the challenges the city was facing around how to modernize and improve the usage of the various business and residential "corridor' along the El Camino Real transitory. Listened to the recommendations from various urban planning consulting firms and Sunnyvale business and residents to provide valuable feedback to City Council how it might approach future developments.

Some general suggestions around how the City might continue to work with its numerous Committees are:

Maintain on open government and community engagement: Ensure transparent decision-making so Sunnyvale residents and stakeholders feel their voices are heard and inputs are being considered. When inputs don't align with city guidelines or strategy, ensure the residents understand this to reaffirm their trust and belief in the City.

Role of Collaboration: Ensure the City maintains effective communication and collaboration with all its committees Maintain informal "check-in" with the City wide committees to ensure importance of collaboration and consensus-building among council members, board or commission members, and city staff. Effective communication and teamwork are essential in navigating contentious issues and reaching decisions that serve the best interests of the community.

If yes, which one? Term currently serving

3. Prior attendance at a board or commission meeting is highly desirable. Have you attended meeting(s) of the board or commission for which you are applying?
Yes _r::J.... No ...r::z:l_
If yes, how many meetings have you attended?
NOTE: If you are applying for more than one board or commission, please reference the specific board or commission in your response to questions 4-7.

4. What motivated you to apply for this board or commission? I have lived in Sunnyvale for 40 years and grateful for its governance and services that have underpinned my life here and that of my family who grew up here. If I can repay some of that through public service I feel it would be well worth my time to do so.

5. What skills or attributes can you bring to this board or commission? I bring two things;
First the ability to analyze not only the problem at hand but the forces which result the problem . Too often we spend time arguing about ways to fix what turns out to be a symptom of a larger problem. I recognize that it is politically expedient to "do something" and managing the immediate symptoms of a problem is an important part of governance , but fundamentally I see the job as coming up with a way to fix the root causes, or at least manage those root causes in such a way that the symptoms no longer are an issue.

Mediating consensus in the presence of conflicting agendas. For much of my career I have participated in efforts to standardize the systems we use every day. That standardization leads to creating a more competitive environment for all participants. Because of that, standards are often a threat to the industries that are extracting higher revenues from that lack of competition. Standards can also be used to disenfranchise groups. For example, consider a hypothetical municipal building codes that is written so that owners are prevented from doing the work themselves. When there is a safety requirement, such as requirements requiring a structural engineer to sign off, that is a legitimate case. But inserting the requirement for a license when that license does nothing to ensure compliance or successfully meeting the code, such a building code would be disenfranchising to owners.

6. The primary role of a board or commission member is to provide advice to City Council on policy issues that are within the scope of that board or commission. With this in mind, what steps would you take to effectively exercise this specific board or commission role?

CHARLES MCMANIS
I find this to be an interesting question. One interpretation would be 'What steps will you take to insure you aren't advising City Council on issues that are not part of the board's responsibility?" When interpreted in that way, it sounds as if there is a problem with board commissioners stepping "outside their lane" to use a common euphemism. If that is indeed the question I can share some advice I got from a lawyer when starting expert witness work which was "Only answer the question you were asked, don't volunteer, and don't elaborate." An alternative interpretation is a reminder of the separation between the role of a commissioner and the role of a council member. Early in my career I recognized the difference between "advising" management and "telling them what to do." I would say that it took me longer than it should have but did learn to be comfortable with having an opinion on the "right thing to do" that differed than that of management.

I am happy to offer advice and a point of view, and share the reasoning by which I, or the group, came to that point of view. I do not get "invested" in my advice or a recommended course of action. Instead, I try to be a resource sharing the things I've learned without judgement and always to learn new things that can change my perspective.

BSEE from USC '83. Managment experience from line management through COO. I've also worked on standards bodies (currently Open Group SOSA standard) dealing with generating consensus while keeping everyone engaged and on track.

My last full time occupation was helping a Sunnyvale startup, Spectranetix, grow from 19 full time employees over two campuses to nearly 100 employees. This involved developing process where process was lacking, hiring expertise where skills were lacking, and generally providing training and mentorship across the Sunnyvale facility for the engineering teams.

In my previous application I discussed why I felt that City should consider bringing the cabling plant for communications (everything goes over the Internet these days) under the City's jurisdiction as it does for sewers and water. Doing so would stop discrimination between wealthier and less wealthy parts of the city, empower the a market for competitive communication services and achieve better economics for everyone through fewer road repairs and simpler infrastructure.

With my "10 years into the future hat" on I see the ever growing benefits of being "pedestrian first" versus "car first" in city policy. For 5 years I commuted on Caltrain to an office in San Carlos, and it was easy to ride my bike to the Sunnyvale station, and park it in a locker and then ride to San Carlos. San Carlos did not support bike lanes or pedestrians very well at that time (I am not aware if this has changed) and so it made sense to park a car at the San Carlos end and drive the 2 miles from the station to the office on the other side of 101. Over the last 40 years, Sunnyvale has been a fairly "jobs heavy" city with large office parks in Moffett Park, and industrial offices long Kiefer and Central Expressway. As we had higher density mixed use housing we create the opportunity for people to live and work without having to drive. This is good for people's health, it's good for the environment, and it's good for Sunnyvale.

2. In what ways could the City strengthen art programs in the community? I don't have a good answer to this, I think the city has done a wonderful job of encouraging artistic expression. I happen to really enjoy sculpture and it is always fun for me on a walk to stop and admire the variety of sculptures that have been created as part of Sunnyvale's art program.

Bicycle and Pedestrian Advisory Commission

We are looking for someone who has interest in bicycle and pedestrian issues

3. Like many cities in Santa Clara County, Sunnyvale is faced with problems stemming from traffic congestion and air pollution. Suggest ways the City can improve facilities for bicyclists and pedestrians and improve education and safety programs for motorists, bicyclists and pedestrians?

CHARLES MCMANIS
I walk every day. It has become a regular part of my process to stay healthy and alert.

I am retired now, but when working in a building off Stewart Ave, I found many places where the sidewalks just stopped.

I also saw many people, on a break from work, walking around through parking lots, or on the shoulder of the road. I would love to be a part of Sunnyvale becoming a much more "walkable" city by finding ways the city can include those spaces that have historically been ignored in the conversation about pedestrians.

I think one of the more immediate challenges facing the city is the increasing use of electrically powered scooters and bicycles on the sidewalk rather than in bike lanes. This threatens pedestrians who are unaware of a fast approaching rider, and it can fool drivers who check for pedestrians but then start to turn or exit a driveway only to have a rider suddenly directly in front of them. From the perspective of public safety I believe this is a larger immediate issue.

Board of Library Trustees

We are looking for someone who has interest in Library-related issues

4. Community demographics and technology are constantly changing. What do you think are the principal issues the Sunnyvale Public Library may be addressing over the next few years?

CHARLES MCMANIS
I think the principal issue that the Library will be facing over the next few years will be the overt attack on the very concept of libraries by people who make money selling, and re-selling, the "right" to view copyrighted works. Navigating that is going to take a combination of educational outreach, legislative action, and at some point a national discussion on the role of libraries in our democracy.

In my career I've been in roles from line management to executive management. I have a fairly simple manageme nt philosophy of letting people know what is expected of them and how it is measured. This generally makes managing personnel simpler as both people are on the same team.

I am occasionally called upon by people who know me to coach a manager working for them to help them understand the differences between the job of management and the job of doing that thing. In my case it is generally engineers who are used to being the person who could "do anything" and they are struggling with their role when the job is to make their team able to "do anything."

15. Please describe your experience and responsibilities in the administration of employee grievances.

I do not have any direct experience with employee grievances.

17. Sunnyvale has limited vacant land for new development. This could increase pressure for redevelopment of existing developed areas. How can planning respond to this situation? When I bought my first home in Sunnyvale in the 80's the previous owner had left a pamphlet that had been produced by the City to describe the master plan (as of 1965 I believe) in terms of how the vision of Sunnyvale fed into the decisions that were made. I was impressed by how well that description had held up over the decades .

I would ask this question differently, 'What is the counter pressure to re-development?" Change can be scary, but mostly it is scary when you don't know the direction or limits of that change. I see the planning as having two very distinct and important roles; The first to hold in their collective minds at shared vision of where Sunnyvale is going in order to recommend projects that advance Sunnyvale toward that goal and to advise against projects which would impede that goal. The other is to bring the citizens of Sunnyvale along in that vision. I think the pamphlet I saw was the planning commission doing just that.

18. Planning Commissioners are often asked to consider social, econom ic and environmental issues when reviewing proposals. How does one achieve a balanced community?
I believe the only credible answer to this question is by using feedback and adjustment. The balance changes as the characteristics of the city change. While semiconductor manufacturing was economically great, it created tremendous environmental issues we are dealing with today and likely for many more years to come. Knowledge workers need communication infrastructure . Everybody needs human services. Supporting a diverse workforce requires a diverse housing supply.

Every year it makes sense to evaluate where the imbalance are and look to address those imbalances in the context of the master plan. If those imbalances expose a problem with the master plan then to address those problems.

Managing change in a dynamic and changing city isn't something I believe you can just set a few policies and let it run on its own. I believe the best planning commissioners will be "dialed in" to the forces changing the city and will bring that understanding to the commission.

20. Sustainability Commissioners will need to consider social, economic and environmental issues when addressing sustainability policy issues. How does one achieve a balanced community?

CHARLES MCMANIS
I would like to work with this commission on working on ways to contain the growing threat of plastic waste. I believe the solution to that will require a state wide work but if we can get the state policy work done this commission would be a good place to engage Sunnyvale in achieving a more sustainable foot print with regard to plastic waste.

Public suggestions were just given but not discussed, seemingly noted, or with any responsibility or process for consideration, feedback, etc. While not everything warrants that, it could be much better with a ticketing system, some kind of resolution, explanation (why something can or cannot be done, rough cost), deciding next steps explicitly, tabling for later - put on a list to handle later, etc. (Jira or Github (free) or other systems are commonly used.) Bicycle and Pedestrian Advisory Commission

This is what I suggested in 2016:
- Sunnyvale Bicycle Highway
Sunnyvale consists of islands of neighborhoods which have limited transportation connection other than personal vehicle travel or very minimal & slow bus connection. A number of east I west bike trails help provide some access to downtown and other areas from certain neighborthoods, but north I south connectivity is extremely limited.

Sunnyvale and the related agency has authorized environmental studies and has been preparing to begin an upgrade to the East and West Channels. These are man-made channels, running roughly south to north, that help channel rainfall to the Bay to prevent flooding. The channels are in need of repair and upgrade to enhance their capability. The West Channel begins south of El Camino and has a nearly straight and often wide footprint all the way to the bay, reaching the Bay just northwest of Baylands Park.

There is a huge and important opportunity right now to create a "bicycle highway" on this nearly ready-made thoroughfare. In addition to expanding and improving the drainage capability of the channel, we can create a wide pedestrian & bike boulevard with safety features, solar LED lighting, etc. that can connect Baylands park all the way through downtown to at least Heritage Park. This would provide the following benefits:
1 Much more complete and safe bicycle access for all ages and abilities between all of the major areas of Sunnyvale.
2 Avoid most high traffic crossings by using lightweight, inexpensive overpasses with only a few quiet at- grade crossings. The existing overpass over 101 is nearly perfectly placed. 237 can be temporarily crossed at Java Drive or the bike overpass on Persian.
3 Feeder access would be added to quiet streets in nearby neighborhoods to provide efficient paths to other neighborhoods and downtown.
4 Pedicab service would naturally provide easy transportation for the widest range of residents, and provide a healthy job for teenagers and others.
5 Traffic could be greatly reduced.
6 Opportunity for parklets all along the bhighway, sometimes connected to neighborhood parks. 7 An extended development effort could include neighborhood parking, possibly multi-story. Along Tasman, this could include paid stadium parking on game days and long and short term neighborhood overflow parking otherwise.
8 An even more extended development effort could include a couple zones for semi-permanent micro- housing.

Suggested intersection solutions:

Rev. 3/2023
• At grade: Tasman (+light), Evelyn (+light), Old San Francisco (+light) Lightweight overpasses: Wolf, Arques, Central, Kifer, Caltrain, El Camino • Use existing 101 overpass.
• Temporarily use Java and Persian 237 overpasses.

9. Evaluate the quality and adequacy of the housing programs that serve the Sunnyvale community.

I believe not enough programs to address all types of homeless and disadvantaged communities in the Sunnyvale . I do hear organizations like Sunnyvale Community Services help but it is not sufficient. With the raising taxes and costs, I feel many people will face financial hardships leading the loosing their homes and fall below poverty line.

10. Evaluate the quality and availability of the human services programs that serve the Sunnyvale community .

With the new main and branch library project, I believe there will be a great opportunity to create space and programs to fill the gaps that exist today to improve the quality of many lives. Being in the digital world, mental wellness is critical for children and teens, creative programs are needed to address this both at school and outdoor.
