RE: AB-1972 (Alanis) Regional property crimes task force – SUPPORT (As Amended on April 11, 2024)
Dear Assemblymember Low:
On behalf of the City of Sunnyvale, we strongly urge your Support of AB 1972 (Alanis) which would expand the regional property crimes task force convened by the California Highway Patrol (CHP) to provide assistance to railroad police and operate in counties with elevated levels of cargo theft.
Under existing law (Penal Code 13899), the CHP is required to coordinate with the Department of Justice (DOJ) to convene a regional property crimes task force to identify geographic areas experiencing increased levels of property crime, including, but not limited to, organized retail theft, vehicle burglary, and theft of vehicle parts and accessories and assist local law enforcement with resources, such as personnel and equipment. This bill would require the task force to assist railroad police and would specify cargo theft as a property crime for consideration by regional property crimes task force.
Sunnyvale residents are concerned that these types of crimes have been on the rise, with a high rate of increase in the past four years.
Current City of Sunnyvale policy places a high priority on reducing crime and ensuring a safe and secure environment for people and property in the community (General Plan Goal SN-3 Safe and Secure City). We believe that AB 1972 will ensure that local communities have the support they need to combat theft as part of a unified statewide effort.

T
he City supports this bill along with AB 1990 (Carrillo). We believe that a strengthened local and regional enforcement will ultimately act as a deterrent to pr
operty crimes and retail theft, and drastically reduce the incidence of organized crime rings stealing from consumers and businesses.
For these reasons, we would appreciate your support of AB 1972 (Alanis). Thank you for your consideration of our position. Please do not hesitate to contact me or Chief Phan Ngo, Director of Public Safety ([email protected], 408-730-7155), if you have any questions.
Sincerely,
