10. Do you have ideas for changes to the City Charter that you would like to share? Martin Pyne
I've been paying close attention to city government for several years and have been particularly interested in the discussions surrounding the Charter Review Committee. During one City Council meeting, during discussion of a Charter-related agenda item, I double-checked the existing Charter § 1005 against both the language of the Charter amendment proposed for this year's general election and the intent of the City Council regarding that Charter amendment and flagged the need to make some corrections to the Charter amendment to staff and Council, resulting in adjusted amendment language being eventually submitted to the voters. I will be a voice for making sure that our Charter is reviewed top-to-bottom to fit the current needs of the City, and also verifying that the changes we recommend will accomplish what we're trying to do.
As a member of the Planning Commission, I've been closely reviewing documents such as conditions of approval, draft ordinance and resolutions for the last three and a quarter years. I have a good working knowledge of how the Charter is implemented in practice and how various portions of it interact with each other. Additionally, I was involved in the last major Charter change -- the move to district-based elections and a directly-elected Mayor -- and I've been observing both how we thought it would work in theory and how it's played out in practice. I also have a strong grasp of parliamentary procedure and won't have any difficulties navigating the formal requirements of the Committee. 1::JLJ j
There's a couple things I think we need to look closely at:
- The role of the mayor as (now) the only person elected by the entire city's electorate, and how much of the mayor's de facto informal role we should be considering in the Charter -- not necessarily to codify it, but for purposes of considering compensation and whether we expect the mayor to be holding down a full-time day job or not. - At the risk of picking at a recent scab, the vacancy provisions. The current §606 risks a June special election for a seat to be elected in November, which feels suboptimal. At the same time, right now if a Councilmember in an odd-numbered district is elected Mayor mid-term, I don't know that we'd want an appointed Councilmember for a full two years. (That scenario in general needs more discussion -- I'd also want to fill that vacancy as quickly as possible but I don't know how to require that formally given that Council doesn't certify the election until the first January meeting.) I think it is important that Sunnyvale residents have the opportunity to address the City Council on matters not on the City Council's agenda for the evening . However, I do think it is a problem when non-agenda items take up so much of the Council's time that agendized items are pushed back so late in the evening that members of the public may be deprived of their ability to sensibly comment on them, and Councilmembers are fatigued due to the hour. There are various ways to limit this but one neutral way could be to cap the total time for start-of-meeting oral communications to, sav. half an hour and then re-ooen oral communications at the end of the aaenda (before IGR reoorts) should anvbodv II I am the Political Director at the Democratic Club of Sunnyvale and also that club's designated representative on the county's Democratic Central Committee.

10. Do you have ideas for changes to the City Charter that you would like to share? Kristel Wickham
My second consecutive term on the Sustainability Commission concluded in June 2024. I still have interest and time to serve the city on a volunteer basis. I like to and have experience reviewing and suggesting improvements to standards and procedures. I'd like to be part of the process to continually improve the founding document which shapes and guides the management and actions of the City of Sunnyvale.
At SunPower, I worked with internal stakeholders to set up the Quality Management System, develop procedures and standards and become ISO 9001 certified. I led quality audits at US and international manufacturing sites. In my role as Director, Customer Experience, I participated in customer journey mapping, designed and administered customer surveys, and led internal process improvements to increase customer satisfaction.
After retiring, I served as a Participating (voting) Member the on the US Technical Advisory Group to ISO/TC 176 from 2016 - 2022. During that time I served on 3 Working Groups (WG18, WG23 and WG26) that reviewed, edited and published revisions to 6 international Quality Management and Customer Satisfaction Sandards: ISO 10008, ISO 10014, ISO 10001, ISO 10002, ISO 10003, and ISO 10004.
I work collaboratively with others, bring a spirit of continual improvement, and love to guide changes that improve organizational efficiency and effectiveness.
1::JLJj
When reading the charter I annotated it with questions and editorial suggestions. I would bring these suggestions to the charter review committee if selected to serve. Many of the comments are editorial and suggest modernizing some terms and language. Perhaps some outdated clauses could be removed. I wonder if it would be appropriate to insert a land acknowledgment. It seems relevant to include some kind of purpose/mission and vision for the city. The Charter could answer the questions: "Why are we a city?" "Who do we serve?" "What are the main services provided to our residents and businesses?" Certainly the Charter is a legal document and should remain as such, but a few statements near the beginning could make it more readable and public-facing.
I agree with the proposed changes on the November 2024 ballot, and am interested to hear the ideas of city staff, council members, and those selected to serve on the Charter Review Committee regarding the next revision.

Reviewing the Charter periodically is an important process to help keep the City up with the times
8. What skills or attributes can you bring to the Charter Review Committee? I am focused , detail oriented, have worked professionally for over 20 years as an expert witness in cases before Federal and State courts reviewing and analyzing documents and data, preparing reports and exhibits. I like working with people, have held management positions in the tech industry, was organizer and facilitator of a task force developing standards for the software industry, invited speaker at conferences and universities in the US and Europe. I live four blocks from City Hall, so getting to meetings there is not a problem .
9. Have you read the City Charter?
Yes I x 11 No I I
10. Do you have ideas for changes to the City Charter that you would like to share? Not so much at this time. I am coming at this, not as an advocate with a particular agenda, but to help plan the future and build consensus on the way forward. I don't have an ax to grind. As the city grows in its fixed land area, population density increases and along with it the need for housing and access ible retail, changes in city services, all of which need to be anticipated and managed .
I would like to see the voting process change so Council and Mayor are elected by a majority, not just a plurality.
The language I see on the City website for Ballot Measure F is too vague , undefined ; is that what is proposed to be on the ballot? I hope not. The wording of item (1 ) regard ing eligibility for boards and commissions (Article X) is just a goal for drafters , not Charter text , "eliminate the voter registration/citizenship requirement for members of all boards and commiss ions to remove barriers to volunteering. " Ballot language needs to be proposed Charter language. Eligibility needs to be more inclusive, but not so broad as to allow illegal immigrants or persons with limited visas to serve , which the ballot language permits: Boards and Commissions should comprise resident citizens or legal permanent residents who are fluent in English; members should have a stake in the city, be articulate; citizen members should be registered to vote in Sunnyvale.
