7. V\/hat motivated you to apply for the Charter Review Committee? I enjoy learning about how our city government works and being an active participant in city government. Given that the Charter of Sunnyvale lays the foundation for our City, I think it would be good to continue to look at ways we can evolve it to fit the times. Please see my answer to Q 10 below for my specific ideas for evolving the City Charter.

8. V\/hat skills or attributes can you bring to the Charter Review Committee? On the Charter Review Committee , I would dependably carry out my responsibilities. I would study the ideas for the Charter carefully with the goal of long-term viability of the City.

9. Have you read the City Charter?
Yes ' X I! No r I

10. Do you have ideas for changes to the City Charter that you would like to share? Sunnyvale does not always move efficiently toward our Council priorities. Part of the reason for this inefficiency , in my view, is that our City uses a "weak mayor" form of government, so the mayor (and council) have limited power to make important decisions. I propose that the Charter Review Committee consider how our current form of government , as specified in the City Charter , could be improved to make our city work more efficiently . Ideas to consider include empowering the Mayor to appoint department heads and to draft the budget. Depending on the task, the Council could be given equal say in a decision or act as a legislative body that approves the Mayor's decision. The City Manager would work with the Mayor and Council on these actions, providing information and guidance as needed.

Another idea for the City Charter is to encode all the Boards and Commissions into it, at least the ones the City considers essential. Currently, the Charter encodes only a subset of the B&Cs. The benefit of encoding more B&Cs into the Charter is then each of those B&C is recognized as a essential part of city government that can't be removed at the whim of any one Council.

11. Education: List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on the Charter Review Committee.

PhD, M.S., B.S. in Electrical Engineering and Computer Science, MIT. Leadership Sunnyvale 2024.

BPAC 2023-24.

12. Briefly describe your current or last occupation.

I'm currently retired. Previously, I was a Speech Recognition Research Engineer.

13. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

I learned that engaged members of the public can make a real difference in city government.

The city could improve by better 2-way communication with the public. For example, the city could report status of the Active Transportation Plan. When a member of the public brings up a problem they see in the City, it would be nice if the City could be transparent about what it will do with that information . Currently , to the public , it sometimes feels like public input falls into a black hole.

14. Describe your involvement in community activities, volunteer and civic organizations.

I am Chair of Sunnyvale Safe Streets, which works with the City to improve safety for biking and walking in Sunnyvale.

15. The City has a Code of Ethics and Conduct for Elected and Appointed Officials and an Attendance Policy (7.2.19) . 2.G.(11) that appointed members are required to follow. Do you have any concerns in these two areas? Yes j Lr-Jo j x (

10. Do you have ideas for changes to the City Charter that you would like to share? Steohen Scandalis
My family and I have made Sunnyvale our home for nearly 50 years, residing in both the Heritage District and South Sunnyvale. Throughout this time engaging across the many different areas of our Sunnyvale community in youth, schools, sports, volunteer and civic activities to help make Sunnyvale a great place to live.

I would like to help the review committee determine the type of amendments which may be appropriate for the City Charter to meet changing needs in time for the November 2026 ballot. I believe I can serve with an open mind to help fellow Charter Review Committee Members navigate the complexities of the Sunnyvale Charter - the city's "government constitution" - to weigh the merits of various suggestions and ideas for amendment and update.

In 2017 I applied for the City Charter Review Committee (Section 604 Filling Vacancies in Council Seats). Although I was not selected, I attended each of the subsequent 2018 Charter Review Committee meetings, contributing many in-depth comments and suggestions during agenda item public comments. At the April 26, 2018 meeting I presented written input to the committee at the request of Chair Larry Stone.

My decades with Sunnyvale's history, personal skill set and expertise fit well with the duties of Charter Review Committee members to collaboratively gather and evaluate ideas for amendments to the City Charter. These skills and attributes will allow me to team with fellow Charter Review Committee members and members of the public to help better understand the context, benefits and challenges of suggestions and ideas. Skills and attributes well suited for the crucial tasks of the Charter Review Committee include:
* Active listening approach with an open mind to problem solving to consider all viewpoints and options . * Expertise with cross-functional teams, legal contracts and the development and maintenance of industry standards . * Experienced with city charter, municipal codes and elections law. * Experienced with study group and focus group organization and interpretation . * Experienced with development and negotiation of legal contracts, MOU's and Services Agreements * Experienced with industry standards development and maintenance , including:
- Past voting member of IEEE 802.5 Token Ring standards committee . - Additional industry standards activities in network and communications and high-speed communications. 1::JLJj
Yes, in addition to review of the remaining ideas discussed by City Council in 2023 and 2024, I would also like to see the committee conduct a thorough overall review to identify any existing inconsistencies which may exist in the City Charter , and to explore simplification and consolidation of sections and clauses wherever possible.

An additional review of the overall City Charter can achieve additional benefits including :
* Update to refresh the overall City Charter to meet changing needs and practices. * Identify areas for improvement in organization and content. * Improve understanding and support more consistent readings of the City Charter. * Improve structure to ease Charter maintenance in the future .

13. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

I've attended many Sunnyvale city council, board and commission and study group meetings.

Among what I've learned and a few suggestions for improvements are:
1) Given the opportunity Sunnyvale's residents are very interested in collaborative opportunities to shape our city.
2) I've learned that Staff and Board/Commission reports to council and public comments are extremely important to inform City Council deliberations, decisions and to support the public's understanding of often difficult decisions.
3) Better decisions and greater public understanding, participation and input occurs when staff, council and the public are fresher. Succinct and brief staff/consultant reports and council comments also help in this regard. When these are achieved there is a better ability to follow and understand proceedings. These can also allow additional time for the public to comment and weigh in on topics to help inform the Council prior to decisions. Avoiding council and community meetings which start too early or run too late whenever possible is also helpful.

14. Describe your involvement in community activities, volunteer and civic organizations.
* Scouting and youth development leader - Assistant Scoutmaster, Boy Scouts of America 26+ years
* Rotating Chair and Member of Non-profit Scholarship Committee, 15+ years. * Board of Directors Associate, IEEE Technology and Engineering Management Society, Santa Clara Valley chapter

7. What motivated you to apply for the Charter Review Committee? As a lawyer and law teacher , I think governance documents like the charter are important. I enjoy living in Sunnyvale and would like to contribute to the welfare of our citizens.

8. \/\/hat skills or attributes can you bring to the Charter Review Committee? My first job after college was in the Office of the Governor of Tennessee . Even though I was not yet a lawyer, I drafted and reviewed legislation and developed a broad (though not always deep) knowledge of state, local, and federal government. In law school, I was the student editor of the Legislative Reference Bureau, a faculty-advised legislative drafting service. During my 34 years in legal education, I frequently taught statutory construction and legislative drafting.

I enjoy legal and legislative drafting (which I realize sounds very nerdy).

9. Have you read the City Charter?
Yes C x • I No I I

10. Do you have ideas for changes to the City Charter that you would like to share? If I am appointed, I would encourage the committee to redraft the entire charter , using the drafting rules of the Uniform Law Commission (https://www.uniformlaws.org/home) or similar plain-language drafting rules. This would produce a charter that would be easier to read and implement.

With respect to substance , I do not have any ideas for changes at this time. I reviewed the document that sets forth certain areas for consideration . I would carefully consider these and any other ideas that are proposed during the review process.

7. What motivated you to apply for the Charter Review Committee? This is a rare opportunity to review Sunnyvale's City Charter as a whole and recommend changes to better serve the community . My experience serving on City Council and the Planning Commission gives me a strong understanding of how the City Charter interacts with other city policies and regulations as well as experience with government decisionmaking. I would bring a valuable perspective to the Committee.

8. What skills or attributes can you bring to the Charter Review Committee? Experience working with the city government in a variety of roles: as a neighborhood advocate, as a Planning Commissioner, as a Councilmember , and representing Sunnyvale on outside board and committee appointments.

I understand the role of the Sunnyvale City Charter vs Municipal Code vs the Council Policy Manual , with a working knowledge of all three .

Leadership as a Sunnyvale City Councilmember (9 years) and Board Chair of BAWSCA (3 years).

As a Councilmember, participated in crafting the charter amendment that transitioned Sunnyvale to district-based Council elections.

9. Have you read the City Charter?
Yes ' X I! No r I

10. Do you have ideas for changes to the City Charter that you would like to share? Revisiting Councilmember compensation would be an opportunity to broaden who has the means to serve on Sunnyvale City Council. Sunnyvale has grown in size and complexity over the last several decades , as have the responsibilities and time commitment of Sunnyvale Councilmembers. Sunnyvale is now the second largest city in the county and seventh most populous city in the Bay Area . As a significant city in the region, we need to continue attract quality leaders to serve on City Council who reflect the community well and are able to dedicate the time required to serve effectively.

When I served on the Planning Commission, there was occassionally concern about a deadlocked Planning Commission stalling progress toward adopting or amending a General Plan, Master Plan, or Precise Plan due to Section 1010(a) of the City Charter. This section could be read as requiring a recommendation from the Planning Commission-which a deadlocked Commission may be unable to provide--before a Plan is heard by City Council. This situation is rare (perhaps it has never happened) but additional clarity in this section may be prudent.

It would be an honor and pleasure to be selected for the Charter Review Committee . The City of Sunnyvale is a well-run city that prides itself on fiscal responsibility, diversity, equality and equity. I graduated from Leadership Sunnyvale in 2021 where I learned much about how the city operates . The information on the Charter Committee mentions several issues such as council member vacancies , mayoral and council salary and compensation , and voting alternatives . I have
a keen interest in insuring that the city is well situated to deal with issues that effect how the city is run Throughout my career in financial services I was tasked with creating policy to ensure that credit products adhered to local, state and federal laws. I am very proud of the work I did as the manager of credit and EFT at the National Retail Federation. I managed the NRF Government and Legal Affairs Committee which actively advocated for the Fair Credit Reporting Act, the Fair Debt Collection Act and Federal Reserve Board Regulation E. At Bank of America, I worked with the California Bankers Association to advocate for state legislation on credit cards. I also managed the policy surrounding bank mergers for Wells Fargo, Union Bank of California and Zions Bank.

As a member of Livable Sunnyvale I have interacted with every Council member about affordable housing, safe-routes to school, a city-wide Shuttle, increasing the city minimum wage and other issues that affect residents and commuters. I have also been active with city staff creating the current Housing Element, Safe Parking and Unhoused issues. I served on the redistricting commission in 2021 that redrew the district boundaries subject to the population changes in the 2020 Census. As a mobile home resident I became an activist for rent stabilization in 2015. In 2021 I served as a member of the Mobile Home Resident Stakeholder Group to negotiate the terms of the Mobile Home Park Memorandum of Understanding.

I enjoy collaborate work and appreciate that better decisions are made with discourse and discussion. 1::JLJ j
I agree with the list of issues outlined on the City web pages on the Charter Committee . I look forward to considering other issues that will enhance city operations and ensure that the Charter covers what it needs to cover.

7. What motivated you to apply for the Charter Review Committee? I moved to Sunnyvale when my son was s,x months old. A few years later we welcomed our next child to the family . And now, over 18 years later, Sunnyvale has become the hometown I never had. I lived in a large number of places growing up and that same motion persisted into my twenties . I like to think I was just looking for Sunnyvale and couldn't rest until I found it.

In 2018, I felt compelled to become more involved in the Sunnyvale community . This JOumey has been very rewarding and deepened my love for this city I currently serve as Vice Chair of the Planning Commission I am extremely honored that the city council and my fellow commissioners trust me with such a position. I endeavor to be remain worthy of that trust.

Time does not stop and we find that structures that were good for past circumstances are less optimal for current situations. Responsible cities like ours follow a deliberative process to change those structures to fit current circumstances . I believe I possess the necessary traits to help the city follow that deliberative process and deliver better structures that will enable us to be even better in the future. I feel a duty to help create an even better future for Sunnyvale and one way to do that is to serve on the Charter Review Committee .

8. What skills or attributes can you bring to the Charter Review CommJtteE;? I started jotting down a list of desired traits and I ended up with W~T - Knowledge of local governance : I have a solid understanding of how local government works , including its structure , functions, and legal framework.
- Analytical skills: I excel at critically examining complex documents and proposing improvements . - Objectivity. I have a track record of setting aside personal biases so I can evaluate the charter impartially . - Communication skills: I excel at articulating ideas clearly and listening effectively to others' perspectives. - Collaborative spirit: I value collaboration and embrace it consistently . I love it when a colleague makes a point I hadn't thought of.
-Attention to detail : The charter often contains nuanced language that requires careful scrutiny. Planning and redistricting do as well. I think my record accords well of my ability. - Community awareness : I have deep connection and awareness of many intersectional communities across Sunnyvale.

More importantly , I recognize that my perspective is limited and I actively seek input from those different from me . - Patience and dedication: This is government and deliberation requires patience . I think my track record proves I can handle it.

9. Have you read the City Charter?
Yes I £ I No l I

10. Do you have ideas for changes to the City Charter that you would like to share? Yes. I would most like to look at the compensation afforded to city council members and the mayor. As Sunnyvale has grown, these posItIons have become more time-consuming. The cost or livi11y is ~lso much higher than when compensation was set. It is intuitive that the low compensation decreases the number of persons willing to serve.

I would also like to explore small stipends for select commission members . Similar to city council , some commissions require large amounts of time. The lack of compensation likely limits the population willing to serve.

Article XVI, Franchises , should be examined to see if there are ways to compel high quality internet and telecom services in the city for franchise holders. Personally, I would also like to enable and empower community internet service providers.

Finally, Article XI, should be examined for current applicability. My current reading indicates it is likely benign .

Nonetheless, there may be changes and innovations from other jurisdictions that would suit Sunnyvale well.

11. Education : List college degrees and majors, and any relevant training or experience that demonstrates your ability to effectively serve on the Charter Review Committee.

12. Briefly describe your current or last occupation .

Director of Data and Analytics at Slalom Consulting

13. Briefly describe what you learned by attending a meeting of the City Council, board or commission . Describe what improvements you would suggest the City consider.

The main thing I've learned is that city staff and the vast majority of the Sunnyvale population are of extremely good faith. It's rare that bad faith arguments are presented . It is rare enough that bad faith arguments have been very easy to identify . Those inclined to such arguments have accumulated a long record of losing.

14. Describe your involvement in community activities, volunteer and civic organizations.

In the past , I have held leadership positions in Sunnyvale Metro Little League and Livable Sunnyvale . Additionally , I served on a curriculum task force for Cupertion Union School District. Currently, I am focused on my city involvement , primarily as a Planning Commissioner .

15. The City has a Code of Ethics and Conduct for Elected and Appointed Officials and an Attendance Policy (7.2.19) , 2.G.(11) that appointed members are required to follow . Do you have any concerns in these two areas? Yes I j No I x

7. V\/hat motivated you to apply for the Charter Review Committee? I think the charter review is an important process for Sunnyvale . I'm particularly interested in two of the proposed topics:
the role/compensation of the mayor and council , and the exploration of alternative voting systems.

As the second largest city in Santa Clara County I think it is reasonable to evaluate whether the current compensation of the Mayor and Council reflects the size and responsibilities of the city. Additionally, I think it is worth considering if the Mayor and Council should have dedicated staff to help manage their workload. It would be helpful to review what similar-sized cities are doing and whether there are models that could work well for Sunnyvale.

I also think it would be interesting to consider if alternative voting systems such as proportional ranked choice voting would be appropriate for Sunnyvale. In the past two elections, some districts attracted only a single candidate . While these candidates may have been quite good, I think it is worthwhile to consider if alternative systems would give voters more choice.

8. V\/hat skills or attributes can you bring to the Charter Review Committee? I bring a background in understanding the city. Over the past several years as a member of Livable Sunnyvale, I have been closely following key issues such as housing , development, and the challenges faced by the unhoused. This experience has provided me some level of understanding of how the city operates and the complexities involved in addressing these issues.

In addition, I have an ability to synthesize large volumes of information (such as the Housing Element) to identify key insights and draw well-reasoned conclusions. I think my capacity to distill complex information would be an asset to the Charter Review Committee .

9. Have you read the City Charter?
Yes ' X I! No r I

10. Do you have ideas for changes to the City Charter that you would like to share? In addition to the items mentioned above, I'm interested in understanding if the City Charter gives Council all the tools needed to address Zoom bombing during Council meetings.

I would also like to understand if Article XVI is flexible enough to address franchises for potential new services such as the Tesla Cybercab or other self-driving transportation services.

12. Briefly describe your current or last occupation.

Director of Engineering, Riverbed Technology. I was resposible for 4 software development teams working on Riverbed's network optimization products.

13. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

D
In a recent council meeting I learned Sunnyvale ran a pilot program to encourage restaurants to reduce use of single use plastics. The plans to expand the program with micro grants, outreach, and having the city set a good example are good next steps , but I would encourage the city to eventually take stronger action .

As an example , for many years people were encouraged to use reusable grocery bags, but it was not until plastic bags were banned that meaningful progress was made .

14. Describe your involvement in community activities, volunteer and civic organizations.

I am on the board of Livable Sunnyvale and advocate for housing , equity, transportation , and sustainability issues. I coached my kids' Little League baseball teams , I was involved with the school PTO, and I am an assistant scoutmaster for a Scouts BSA troop.

15. The City has a Code of Ethics and Conduct for Elected and Appointed Officials and an Attendance Policy (7.2.19). 2.G.(11) that appointed members are required to follow. Do you have any concerns in these two areas? Yes j Lr-Jo j x (

Also, while I know the district-based elections of councilmembers are super new and there will be little appetite to change them, I'd love to see the city adopt a proportional representation method, so that our (spiritual) compliance with the CVRA is not dependent on continued residential segregation.

7. V\/hat motivated you to apply for the Charter Review Committee? I believe that the current election system incentivizes politicians to behave in ways that are not beneficial for our society.

I further believe that a change in the election system may improve the effectiveness of government by changing the incentives . These problems are most evident in national politics , but Sunnyvale is not immune from attempts to "game" the system to produce outcomes that do not represent the will of the voters. This committee will evaluate whether to adopt an alternative voting system and will also examine the rules for empaneling redistricting commissions. I would like to help in investigating the various alternative voting and redistricting systems, and make redommendations to the council. I have been most interested in Raked Choice Voting, but if a different system holds more promise, then I would gladly proceed with that alternative.

I also have an interest in efficient and responsive government. The other goals for the committee include evaluations of the systems that might be changed to improve efficiency and/or to adapt to current realities as our city grows and matures. My work in the medical field has convinced me that systems are usually more responsible for outcomes than individual effort alone , so improving systems is important to me.

8. V\/hat skills or attributes can you bring to the Charter Review Committee? I have been in many leadership roles (cubmaster, club president, chief resident, quality chair, service chair, department chief, chair of chiefs, etc.) and committee roles (Boy Scout Pioneering, Perioperative, Perinatal, Pharmacy, Compensation, Executive, etc.). I often have collaborated with people from different departments to work toward a common goal. Sometimes, what works in my situation does not work in a different situation. I take the time to read relevant literature and regulation to extract information needed to have an evidence based position. I am good at wordsmithing to incorporate all desired elements without jeopardizing another element. I try to be respectful, to listen to others, and incorporate their needs. We have usually been able to agree on a broad strategy and create policy and procedure documents that create processes to fulfill those strategic goals.

This committee will need to be efficient in order to meet the desired timeline. I feel that I can work hard and diligently to complete my work in a timely manner.

9. Have you read the City Charter?
Yes ' X I! No r I

10. Do you have ideas for changes to the City Charter that you would like to share? My primary interest is in election systems as discussed in question 7. If an alternative voting system is approved , then Article VI 601(c) and Article XIV 1403 will need revision to define how an election is administered and won.

I am aware that campaign finance regulations may also come up during the discussion of election systems . I know very little about this topic , and am not inclined to suggest any changes at this time, but discussion among the committee members may make this another area of interest.

The charter is cumbersome and difficult to understand. For example , articles IX and X are confusing and contain redundancies. I understand that the charter is a legal document, and that the city has a policy manual that is easier to understand, but if the charter could be easier to understand and still pass legal guidelines, that would be great.

There are some typographical errors .

13. Briefly describe what you learned by attending a meeting of the City Council, board or commission. Describe what improvements you would suggest the City consider.

I learned a lot about artificial turf! Also that there are a lot of aspects of city government that I never really thought about.

A big project may have many details, all of whch are important to someone, but without a perfect solution. I am impressed by the collegeal and respectful atmosphere , and the commitment to informing attendees about rules for things such as public comment. These features take time, and the meetings get long, but the respect and commitment promote fairness . I don't have a reasonable suggestion to improve the process without jeopardiz ing fairness.

Sunnyvale has been my home for almost half my life. I have looked for ways to use my skills to improve the city and the way we get things done. I am very impressed by the city's effectiveness in managing budgets with a long term view, at our commitment to inclusiveness , and our genuine desire to make the city run effectively .

I have chosen to serve my city through appointed positions rather than through elected office. My work with Leadership Sunnyvale (as a board member and volunteer instructor), for example, has taught me a lot about how the city gets things done. At the same time learning about our history has helped me see how much work we have to do to be as inclusive as we intend to be.

The Charter Review Committee is a rare opportunity to look thoughtfully and carefully at the operating system we use to structure the work of our city. I don't think we need radical change. But the time is ripe for careful thought and consideration of whether we can improve the city's effectiveness by tuning up our charter. I'd like to be part of that effort.

I work hard at hearing all viewpoints in a group and then searching for common ground. For many of the issues that have come before the non-profit boards and commissions I have served on, I have helped lead difficult discussions that led to unanimous decisions.

I like working on complex procedures and exploring what effect they might have on the way we actually do the work.

I learned from my work on quality systems at Hewlett-Packard, that designing effective procedures can be crucial to implementing a strategy effectively .

I taught design thinking in a variety of settings over more than 15 years. The skills I have learned from that experience have taught me that if the objectives are clear, there can be many ways to achieve them. I like to help groups be clear about what they are trying to accomplish and to be creative about the possible ways to get there.

I like to be creative, but at the end of the day, we need to make decisions . I have been effective at cutting through disagreements to identify the key elements that a group can agree on, and to identify the issues that need further exploration . I like to run meetings in a manner that lets people be heard, but that respects peoples' time be leading to timely decisions.

the pros and cons of adopting ranked choice voting.
procedures for more effective council meetings. (This may be a council policy issue, not a charter issue.) I'd like to explore revising the roles of boards and commissions to create a more satisfying experience for the residents that volunteer their time to serve.

I'd like to explore whether any changes to the charter can help the city act more quickly on pressing issues, and to be more responsive to residents in real time.

I am retired now. I served over the last 22 years as a college professor and academic administrator . That included roles as head of 2 different MBA programs , serving as chair of a Management Department and serving twice as a dean -once for a school of business and once for a school of business and oublic oolicv.

I have been to many late night Council meetings . City Council meetings often begin the real substantive work late in the evening, after many residents have had to leave or log off. I wonder if there might be a way to structure meetings differently so that serious decisions get made when our elected officials and city residents are awake and alert. (I don't know if this is a charter issue, but it is certainly an effectiveness issue.) I learned from 8 vears of servina on the citv's Sustainabilitv Commission . that all oarties have aood intentions about I have been active over the past 20 years on the boards of several nonprofits and 2 public commissions . Mayor Larry Klein mentioned it to me during a recent meeting and said I should consider applying. I looked into it and realized I was super interested and that I want a more direct way of contributing to my community.

I am a long time Silicon Valley CASA working with our local Foster Youth, I am a Program Manager at Google and I lead the Google Disability Alliance and I am a professional opera singer. I have also served as President of the University of Cincinnati Graduate Student Governent, as well as Cabinets for the Mayors of Cincinnati, New York and San Francisco, respectively. My extensive community involvement and passion for local government make me a great fit for the Sunnyvale CRC.

I have a background in contruction and have worked pretty closely with our building department over the last few years.

I have discovered some areas where HOA's have too much power and both the building department and home owners have few options besides legal action to enforce matters of health and wellbeing. I'd love to dig into this a bit and understand how to better enforce local and state policies and ensure residents have a means of reporting, and and city enforcing violations, of the Fair Housing Act, Davis and Stirling Act and the ADA.

I noticed there was a lot of public commentary and it seemed like folks were not super clear on the most effective way to present their issues to the council. On both the Planning Commission, the recent Redistricting Committee and the prior Charter Review Committee, I enjoyed doing the research in the data that supported the decisions we made. I found that contributing to the group of other Sunnyvale members led to better outcomes and I wish to again use my experience as an engineer, attorney and business leader to help Sunnyvale and my fellow residents develop workable and best recommendations, for a better city government charter, to the City Council members.

I am skilled in technical and financial data analysis from my experience as an engineer, statutory and case law as an attorney, and complex business decisions from leading several operationally troubled companies to become successful growing companies by considering all stakeholders thoughtful input. I believe this combination skills will help the committee as a whole to work quickly and efficiently achieve it chartered mission.

No. I think the current city charter is well balanced for the multitude of residents and businesses that are affected by it.

I am asking to join the Charter Review Committee to understand the new ideas proposed and contribute to recommended changes, if that is the committee's result.

BS and MS in Materials Science Engineering, several management seminars from American Management Association and international training from "Thunderbird" in Arizona, Juris Doctorate & Retired since 2004 when we successfully sold the last turn-around company.

The current City Council, Planning Commission and supporting Boards and Commissions continue a long tradition of representing well the various residents and businesses within its boarders. I believe the relatively recent adoption of district elections was a major improvement of that responsibility. In hearing the perspectives and discussions to resolve issues, I have been favorably impressed with the thoughtfulness of the people who have volunteered their time and efforts to help their fellow residents and businesses.

I have volunteer at the Department of Public Safety's CERT program for 12 years as an instructor and supporting staff member. I am currently a member of the Sunnyvale Rotary Club. I have previously been a board member and president of 3 different HOAs in Florida, Idaho and SoCal (all while living in Sunnyvale), ranging in size from 32 members to 581.
