R
E: Support for Continued Funding of the Homeless Housing, Assistance and Prevention (HHAP) Grant Program from the City of Sunnyvale D
ear Governor Newsom, Pro Tem McGuire, and Speaker Rivas:
A
s budget negotiations are underway, I write to express our strong support for the continued funding and expansion of the Homeless Housing, Assistance and Prevention (HHAP) Grant Program.
T
he HHAP program has served as a vital source of flexible funding for cities, counties, and continuums of care across California working to combat homelessness. In Sunnyvale and throughout Santa Clara County, HHAP funding has supported critical interventions including rapid rehousing, street outreach, shelter operations, and permanent supportive housing services. As identified in the Sunnyvale General Plan-Housing Element, Policy H-5.13, City policy supports the construction of more affordable units and getting the unhoused into interim and permanent supportive housing. These programs not only provide immediate relief to unhoused individuals and families but also support long-term efforts to stabilize lives and prevent homelessness before it starts.

California is at a pivotal moment in its fight against homelessness. While we have made measurable progress, the scale and complexity of the crisis require sustained commitment and strategic investment. HHAP’s structure —emphasizing local control, performance metrics, and inter-agency collaboration—has proven effective in delivering results while allowing jurisdictions to tailor responses to the specific needs of their communities.
As local governments face increasing pressure to address homelessness amid rising housing costs and strained service systems, it is essential that we do not lose momentum.
We respectfully urge you to continue full funding of the HHAP program in the upcoming state budget and consider enhancing its scope to include greater prevention efforts and infrastructure investment.
Thank you for your leadership and continued partnership in addressing one of the most urgent challenges facing California. Please do not hesitate to contact me or Trudi Ryan, Director of Community Development, [email protected], if you have any questions.
Sincerely,
Larry Klein
