Sunnyvale Athletic Facilities Needs Assessment | August 2025 | Verde Design 5 1 | EXECUTIVE SUMMARY
SUNNYVALE NEEDS ASSESSMENT FOR
OUTDOOR SPORTS FACILITIES
In January 2024, Verde Design was retained by the City of Sunnyvale to evaluate current and future sports programs and facilities opportunities. The objective of this Study is to assess the needs for additional outdoor sports
programs and facilities. Additionally, the study will identify project costs and potential funding strategies to help the City budget accordingly for future improvements.
SITE INVENTORY/ANALYSIS
During the RFP process, all public parks within the City of Sunnyvale were identified as potential locations
for new or improved facilities. While the focus of the
project included tennis, pickleball, and cricket, Verde cast a broad net to solicit input on all outdoor sports.
To do so, the community was given an opportunity to
engage and provide input which was recorded for further design consideration. We understand that all existing
City parks are identified as potential locations for new facilities but understand that some have limited space
to accommodate the potential improvements. We only
provided recommendations for improvements within
parks of adequate size for the desired improvements.
Each of these parks contain valued community assets
including athletic fields, playground, picnic areas, and sports courts. During the site analysis process, Verde
Design identified the existing and projected use patterns Pickleball courts at Sunnyvale Tennis Center
Existing cricket pitch at Ortega Park
to allow current park locations to maintain their level of service to the community. We understand that existing
uses will need to be acknowledged and accounted-for
despite an anticipated increase in overall use from the implementation of improvements associated with this Study.
COMMUNITY OUTREACH
In order to suit the needs of the Sunnyvale community,
Verde Design engaged the local residents and community
members to gather input from these user groups by
listening to their input and recording their ideas. This included input from two online surveys and outreach from one virtually-hosted community meeting. From this input, Verde Design was able to develop an approach to identify options for the optimal location and design of these
facilities to suit the needs of the community.
COST ANALYSIS
Verde Design created a Rough Order of Magnitude
(ROM) cost estimate for constructing tennis/pickleball
courts and a cricket field, factoring in materials,
installation, and contingencies. It includes 10% design and construction contingencies for changes and unforeseen
issues, as well as a 7% annual escalation contingency for inflation and bidding fluctuations. Based on recent similar projects, the estimate provides a high-level cost overview with a detailed breakdown and will be refined as the
project advances.

DESIGN SUGGESTIONS
The design team worked in collaboration with City staff to develop new or improved park facility designs to meet the needs of the community while considering issues such as accessibility, shared usage, durability and maintenance.
These designs were based on the guidelines of the athletic governing body to ensure compliance with the rules
of play. Then, they were presented to the community
and revised based on the input received to develop
conceptual sport field/court designs. We understand
that existing uses will need to be acknowledged and
accounted-for despite an anticipated increase in overall use from the implementation of improvements associated
with this Study.

SITE INVENTORY AND ANALYSIS
Sunnyvale is home to 772 acres of parks and open spaces from small neighborhood parks to larger regional parks, each offering a unique list of services and programmed
areas. Verde Design has reviewed the list of public parks within the City of Sunnyvale to determine park sites
that are suitable for potential new or improved cricket, pickleball, and tennis facilities.
SITE INVENTORY
The following list of items has been developed to
determine suitability for select parks to house potential sports programs and facilities improvements. The ideal
location would provide enough available space for new
facilities to be added or to improve existing facilities.
Additional site characteristics used to narrow down the search include available parking, access to restrooms,
and existing compatible athletic facilities, among other considerations.

SITE ANALYSIS
Once the available list of parks was reviewed from a
high level, parks deemed feasible for improvements were visited and analyzed by the design team. This included site visits to allow for detailed observation and documentation of the existing facilities. The list of thirteen parks shown below were included in this more detailed site analysis.
Several of these parks already contain cricket fields and/ or pickleball/tennis courts and have adequate space
for new courts or fields, and some have existing tennis and basketball courts that may benefit from the addition of pickleball court striping. The following pages show
the analysis of each of these park sites to further inform the decision making process for placement of new or
improved facilities.

BENCHMARKING
The City of Sunnyvale staff engaged with adjacent
communities to obtain data about pickleball facilities and usage. This information was used to help gauge what other communities outside of Sunnyvale are providing for their communities. This coordination with other municipalities was performed by the City. Verde Design received this
data from the City and compile the acquired information into the charts shown on the next pages.
As shown, the adjacent cities offer a number of pickleball facilities, both indoor and outdoor. Some are overlaid on other courts, and some are dedicated. The median number of courts per City is 8.
Currently Sunnyvale has a total of 18 courts, with 6
indoor courts at the Sunnyvale Community Center , and
12 outdoor courts at the Sunnyvale Tennis Center , all of which require a fee for use.

DIMENSIONS OF PICKLEBALL AND
TENNIS COURT
To initiate the design process, Verde Design reviewed
options with staff from the City of Sunnyvale for tennis and pickleball court layout and materials. First, the team reviewed the dimensions of a tennis and pickleball court based on the rules given by the governing athletic bodies.
These dimensions are critically important to provide for a court environment that meets both safety and performative aspects of each sport.
Professional tennis and pickleball is regulated by the
United States Tennis Association (USTA) and USA
Pickleball (USAP), which publish guidelines dictating court dimensions for competitive play of their respective sports.
The USTA calls for a court that is 36 feet in width for doubles and 27 feet in width for singles. The court is to be 78 feet long. For pickleball, the court is smaller. Based on the USAP , the court is length is 20 feet wide, with a length of 44 feet.
Outside of the court, additional room is needed for safe spacing between neighboring courts. This “safe-zone”
allows for maximum safety for players and spectators.
The distance required varies between the two sports. For tennis, 21 feet from the top/bottom of court and 12 feet from sides of court is recommended. For pickleball, 8 feet from the top/bottom of court and 5 feet from sides of court is recommended.

by the governing athletic body. These dimensions are

Professional cricket is regulated by the International
Cricket Council (ICC), which publishes guidelines dictating pitch dimensions for competitive play. The ICC calls for a an adult field that is 360 feet by 360 feet. For youth field, the field is slightly smaller at 330 feet by 330 feet. The pitch is 10 feet wide by 66 feet.
It is bounded at either end by the bowling creases and
on either side by imaginary lines, one each side of the imaginary line joining the centres of the two middle stumps, each parallel to it and 5 feet from it.

PICKLEBALL COURT DESIGN
The team explored available options for materials and
surfacing to suit the specific needs of the sport, while balancing budget and durability. In striving to provide the best possible solutions to suit the needs of the community, attention was also paid to the City staff that will need to maintain these facilities.
Importance was also placed on flexibility in order to
provide options for a shared-use design. With the high
demand for more pickleball courts and limited suitable
space, we explored the idea of overlaying pickleball
striping on existing basketball and tennis courts at parks.
The basketball court overlay option offered an alternative solution that would appease both pickleball and tennis
users. We explored several different overlay options for both tennis and basketball. Below are some of the final layout options we presented to the city.
PICKLEBALL COURT COMPONENTS
• 12’ vinyl-coated chain link fence
• Pedestrian entry/exit gate
• Sound-dampening windscreen
• Player/spectator benches
• LED court lighting
• Perimeter pathway
• Permanent pickleball netting

4 | COMMUNITY OUTREACH
COMMUNITY OUTREACH
Input from the Sunnyvale community was vital to
the success and relevance of this study. To engage
the community for the purposes of this study, one
interactive community meeting and two online surveys
were employed. The goal was to gain input from local
residents interested in sharing their opinions on the sports assessment. This included residents currently affiliated with organized tennis, pickleball and cricket leagues, residents interested in recreational use, and individuals participating in local baseball or softball leagues that may have insight pertinent to the study.
COMMUNITY MEETING
We held one virtual community meeting for the Sunnyvale Sports Assessment. This was held on October 30th. The
meeting was hosted by City staff and facilitated by the Verde Design team.
MEETING 1 STATS
• Date held: October 30, 2024
• 79 participants
• 1 hour duration
During this meeting, the design team met with community members via a virtual “Zoom” meeting, in which Verde
Design shared a PowerPoint presentation aiming to
providing information on the following:
• Describe the goals and objectives of the Assessment
• Share the approach for inventory and analysis of
existing/potential tennis, pickleball and cricket facilities • Share the methods for community input, and outline the initial design components of the facilities.
During the meeting, participants could raise their hand to ask questions, type directly into the chat feature, or submit a written question to the group with the Q and A feature. The goal was to provide for the maximum level of engagement by allowing everyone who wanted to speak
to do so, while adhering to a predetermined meeting
agenda and timeline. As you can see, it was very important to let each participant’s voice be heard.
Next, the design team shared the basic dimensions for
tennis/pickleball courts and cricket fields, and potential locations with preliminary designs. Aerial images were
shared with the group to offer a visual aid for what
facilities existing parks could accommodate.
Next, the design team introduced a community input
exercise. This offered the meeting participants an
opportunity to provide feedback on their preferred design locations via Zoom poll. There were six questions which were the same ones that were in community survey #2
which was opened to public upon the meeting’s end until November 22nd.
Next, the meeting was opened up for a question and
answer period. Many community members chose to ask
questions and provide input on the following topics:
• Desire for free pickleball courts
• Importance of not interfering with other existing sport facilities
• Proposition for dedicated tennis/pickleball courts versus shared
• Importance of managing sound, for pickleball
particularly
• Considering how new facilities will impact parking
• Provision of portable netting (for pickleball)
• Need for enforcement of court rules and time limit
COMMUNITY SURVEYS
The community surveys were another tool used to gain
input from the community for the Sports Assessment. The surveys allowed for participants to answer questions
related to tennis, pickleball and cricket facilities, existing and potential, to give the design team some objective
information as a basis for design and location of the
facilities. The first survey asked for the community’s
general perception of the existing parks and what they
would like to see expanded or upgraded. The second
survey asked for community’s feedback on the potential
locations of potential improvements. Next are some
details from the survey process.

COMMUNITY SURVEY #1 STATS
• Date held: June 24 - September 13
• 6 questions
• 2283 responses
• 86 hours of public comment
COMMUNITY SURVEY #2 STATS
• Date held: October 30 - November 22
• 7 questions
• 1704 responses
• 64 hours of public comment
During the entire community outreach process, we heard
firsthand from the user groups about their wants and needs.
Whether it was tennis users expressing concerns of their courts being overtaken by pickleball users or the rapid rise in interest in cricket and pickleball throughout the Bay Area and country, it was clear there is a high demand for new or improved fields and courts. We observed a very
passionate sense of interest from these user groups for the implementation of new or improved sport facilities in the City Park system. This input was recorded and used in the generation of initial ideas, and considered with the final recommendations coming out of this assessment.

Sunnyvale Athletic Facilities Needs Assessment | August 2025 | Verde Design 67 5 | CONCEPTUAL COST ANALYSIS
CONCEPTUAL COST ESTIMATE
SUMMARY
Verde Design’s next step was to generate a conceptual
cost estimate based on the outcome of the design of
tennis/pickleball courts, cricket field form and construction materials explored during the design process. This
conceptual cost estimate takes into account both
the material costs and installation of the components
necessary to build the preferred court and field designs.
This conceptual cost estimate is considered a Rough Order of Magnitude (ROM) estimate which provides a high-level account of anticipated costs for construction for use in developing a project budget. These costs are based on
pricing from similar projects constructed in the last two years with pricing adjusted to winter 2025 dollars.
The estimates include certain assumptions based on
other similar projects in the area, and contains several contingencies to account for changes and market
fluctuations that will affect the overall cost. We have included a 10% design contingency and 10% construction
contingency numbers. The design contingency accounts
for major changes to the materials or configuration that may arise during the design process. The construction
contingency is provided to account for unforeseen site
conditions or procurement delays that may affect the
construction timeline.
We also included a 7% bidding and escalation
contingency per year beyond 2025. A bidding and
inflation contingency is included to account for economic inflation or fluctuation in the number of bidding parties that may affect the overall price of the construction
project.
The following pages contain a summary of the total cost for each facility with a detailed breakdown of the line item costs. The conceptual cost estimate will need to be updated and further refined once the project is started at the next stage.
COURT COST OPTIONS
Based on input from the City and community, there was
interest in several configurations for new sports facilities; whether it be a pickleball overlay, two tennis court, six pickleball courts or cricket field. We have provided
conceptual pricing for each of these facilities that are associated with the potential improvements shown in the Conclusion section of this report. The different facilities are tied to varying site conditions and response from the community.

SUMMARY OF FINDINGS
The final task of this study is to distill all of the information from the previous sections and provide recommendations
for the conceptual design, locations, and configurations of athletic facilities within the City of Sunnyvale.
COURT AND FIELD LOCATIONS
From the information gathered by analyzing the space
at Sunnyvale’s parks, along with input provided by the
community, the choice of locations for athletic facilities improvements can be narrowed down to a handful of
options.
The ideal locations offer adequate space for the potential facilities, and have demand from the public for new or
improved facilities. One of the potential locations also contain existing cricket facilities. The map to the right shows the park locations and their distribution throughout the City.
COURT AND FIELD DESIGN
PREFERENCES
The conceptual design stems from information gathered
during community meeting and from the online surveys.
All courts are dedicated and do not share facilities
with pickleball and/or tennis to adhere to community
preference. All cricket fields will be designed for shared use with baseball and softball in order to maintain
maximum usage year-round. We recommend the following
criteria for the design of the tennis/pickleball courts and cricket fields.
RECOMMENDED TENNIS/PICKLEBALL
COURT DESIGN ELEMENTS:
• Tennis Court Dimensions: 36’ wide by 78’ long
• Pickleball Court Dimensions: 20’ wide by 44’ long
• Number of Courts per facility: 2 tennis / 6-12 pickleball • Include seating areas for players/spectators
• Permanent netting?: Yes
• Lighted Facility?: Yes
RECOMMENDED CRICKET FIELD
DESIGN ELEMENTS:
• Youth Field Dimensions: 330’ by 330’
• Adult Field Dimensions: 360’ by 360’
• Pitch Dimensions: 12’ wide by 74’ long
• Shared-Use Field Material?: Yes
• Lighted Facility?: Yes
PRC INPUT
The Parks and Recreation Commission generally
agreed with the recommendations, but suggested that
recommendations #5 and #6, regarding adding pickleball
overlay on existing basketball courts, be removed.

RECOMMENDATION 1
ADD NEW PICKLEBALL COURTS AT DE ANZA PARK
De Anza Park was ranked first in preferred location for adding dedicated pickleball courts. There is ample space in the suggested location for up to 12 pickleball courts, which would be supported by available off-street parking and walking paths in good condition leading up to it. This park does not currently have playing courts, so this would add a new amenity to the park. The area where potential courts are being suggested is currently a multi-use field that does not have designated programming from the City. Additionally, court users would have access to nearby playgrounds, picnic area and restrooms.

POTENTIAL IMPROVEMENTS | ENCINAL PARK 999 Corte Madera Ave., Sunnyvale, CA 94085 RECOMMENDATION 2
ADD NEW PICKLEBALL COURTS AT ENCINAL PARK
Encinal Park was ranked fourth in preferred location for adding dedicated pickleball courts. There is ample space in the suggested location for up to 6 pickleball courts and is complimented by surrounding shaded picnic areas and walking paths in good condition leading up to it. There is a high level of foot traffic in this area due to nearby corporate campuses and multi-family home complexes. This park currently has playing courts, so this would add an additional court amenity. The area where potential courts are being suggested is currently a multi-use field that does not conflict with adjacent softball field programming. Additionally, court users would have access to nearby playground and restrooms.
