E: Assembly Bill 2162 (Bryan): Housing: county funding allocations: nonminor dependents and young adults – SUPPORT
D
ear Assemblymember Bryan:

O
n behalf of the City of Sunnyvale, we want to express our support of AB 2162, which strengthens and expands critical housing support for young adults, including those transitioning out of the foster care and probation systems.

C
alifornia continues to face a severe housing crisis, and its impacts are especially acute for vulnerable young people navigating the transition to independent adulthood. Young adults exiting foster care or probation systems often face significant barriers to securing stable housing, placing them at heightened risk of homelessness and housing instability.

A
B 2162 takes an important and pragmatic step forward by expanding eligibility for the Housing Navigation and Maintenance Program from ages 18–24 to 18–28. This change reflects the realities facing young adults today, recognizing that the transition to sta ble housing and economic independence often extends well beyond age 24. By broadening eligibility, the bill ensures that more young people can access the support they need during this critical period.

A
s identified in City Council Legislative Advocacy Position 5(B), Sunnyvale encourages the State government to expand supportive housing and services to address the needs of residents who are experiencing homelessness. AB 2162 expands these supportive services to reach more you ng adults to help them find stable housing and transition to independent adulthood.

H
ousing instability disproportionately affects young people exiting systems of care. One in four non-minors exiting foster care will experience homelessness within the first two Attachment 12

years of ageing out. Without targeted interventions, many of these individuals face cycles of homelessness that can have lifelong consequences. Programs that provide housing navigation, rental assistance, and supportive services are essential tools to prom ote stability, opportunity, and long-term success.

AB 2162 builds on California’s existing investments by enhancing the effectiveness and reach of these programs. By aligning policy with the real -world needs of young adults, this legislation will help prevent homelessness, reduce disparities, and support healthier, more resilient communities.

For these reasons, the City of Sunnyvale strongly supports AB 2162. Thank you for your leadership and commitment to advancing solutions that uplift California’s most vulnerable residents. Please do not hesitate to contact me or Trudi Ryan, Community Development Director at [email protected] if you have any questions.

Sincerely,

Larry Klein
Mayor
