RE: SB 63 Regional Transportation Revenue Measure and Sunnyvale Priorities Dear Chairperson Lopez:
The City of Sunnyvale appreciates the Santa Clara Valley Transportation Authority (VTA) presentation provided to the Sunnyvale City Council on April 7, 2026, regarding current VTA projects and Senate Bill (SB) 63 , the proposed San Francisco Bay Area:
L
ocal Revenue Measure: Public Transit Funding. The discussion generated significant interest among Council members, who remain committed to advancing accessible, reliable, and safe transportation options throughout Sunnyvale and the broader Silicon Valley region, consistent with Sunnyvale Council Policy 1.1.
The City recognizes the importance of sustained investment in regional transit infrastructure and appreciates VTA’s outreach to local jurisdictions as the expenditure pl
an is developed on priorities for the $264 million annually VTA is expected to receive to support local transit improvements should SB 63 pass. As VTA finalizes its investment priorities, the City respectfully requests consideration of the following priorities and policy principles raised during the Council discussion:
• Pr
otect SB 63 revenues for transit and transportation capital improvements and ensure the measure does not fund BART construction or operations in Santa Clara County.
• Prioritize long-term capital investments over ongoing operational expenditures. • Concentrate on transit safety and mobility improvements, especially Caltrain grade separations (Sunnyvale station is the fourth highest boarding station along the Caltrain corridor, and stations in Sunnyvale account for 9% of boardings based on the fall 2025 triennial data

localized community shuttle service; and multimodal corridor enhancements.
• Continue to evaluate and identify opportunities to increase bus frequency and improve service reliability during school peak travel times to better accommodate student ridership demand and support safe, dependable transportation options for youth and families.
• Continue advancing projects that improve Safe Routes to School connectivity and active transportation infrastructure.
• Support investments that improve transit frequency, reliability, and first-/last- mile connectivity, particularly in growth areas such as the Moffett Park Specific Plan area.
• Continue coordination with partner agencies to improve transit performance along key regional corridors, including El Camino Real. • Focus on equitable distribution of the money to all cities in Santa Clara County.
The City also appreciates VTA staff’s update regarding the Homestead Road Safe Routes to School project and recognizes the collaborative partnership between VTA and local jurisdictions to advance this important safety improvement.
Sunnyvale appreciates VTA’s continued engagement with Santa Clara County cities as the final expenditure plan is developed for Board consideration. The City looks forward to continued collaboration on transportation investments that strengthen regional mobility, support economic vitality, and improve quality of life for residents throughout the county.
Thank you for your consideration of our positions. If you have any questions, please do not hesitate to contact me or Ramana Chinnakotla , Interim Director of Public Works at [email protected].
Sincerely,
Larry Klein
