barriers to access – REQUEST FOR SIGNATURE

ear Governor Newsom,
O
n behalf of the City of Sunnyvale, we respectfully request that you sign AB 2146 into law. AB 2146 directs the California Interagency Council on Homelessness (Cal ICH) to conduct a comprehensive study of the role of the Coordinated Entry System (CES) in delivering housing to people experiencing homelessness. The study will examine CES operations and outcomes statewide, identify opportunities to support more consistent local implementation, and explore ways to streamline housing placement. The findings would be reported to the Legislature by July 1, 2028.

C
ES has improved California’s ability to connect highly vulnerable individuals with permanent supportive housing, but operational and administrative challenges remain.

These challenges can contribute to delays in housing placement and, in some cases, vacant or underutilized affordable housing units. AB 2146 would provide the state with a better understanding of these challenges and identify practical opportunities to improve the effectiveness of CES while maintaining its important role in prioritizing those with the greatest needs.

I
mportantly, AB 2146 requires Cal ICH to collaborate with a broad group of stakeholders in conducting the study, including Continuums of Care and CES entities, affordable housing developers, advocates, and individuals with lived experience of homelessness.

This collaborative approach will ensure that the study is informed by the experience of the organizations and individuals who interact with CES and supportive housing systems every day.

As identified in City Council Legislative Advocacy Position 5(B), Sunnyvale encourages the State government to expand supportive housing and services to address the needs of residents experiencing homelessness. A thoughtful, stakeholder-informed evaluation of CES will help policymakers identify ways to strengthen housing placement and improve outcomes for Californians experiencing homelessness.

For these reasons, the City of Sunnyvale respectfully urges you to sign AB 2146 into law.

Thank you for your consideration of the City of Sunnyvale’s position on this important legislation.

Please do not hesitate to contact me or Trudi Ryan, Community Development Direc tor [email protected] if you have any questions.

Sincerely,

Larry Klein
Mayor
