Special Council Meeting Minutes
TUESDAY, JANUARY 3, 2023 – 8:00 AM
Mayor McCourt called the meeting to order at 8:06am.
Roll Call of Councilmembers Present: McCourt, Stafford, Herrera, Brown
Absent: Schuster
1. APPROVAL OF AGENDA: (Additions and/or Deletions)
Moved by Herrera; seconded by Stafford to approve.
Motion Carried: 4 - 0
Voting For: McCourt, Stafford, Herrera, Brown
Voting Against: None
Absent: Schuster
2. PUBLIC COMMENT REGARDING CLOSED SESSION ITEMS (if any): Any person may address the Council at this time upon any subject for discussion during Closed Session. No comments.
3. CLOSED SESSION:
The Council met in closed session at 8:07am to discuss the following:
A. CONFERENCE WITH LABOR NEGOTIATIORS – pursuant to Government Code §54957.6:
1. Admin Unit
2. Miscellaneous Unit
3. Public Works Unit
4. RETURN TO OPEN SESSION: (recess if necessary)
The Council reconvened in open session at 11:40am.
Mr. Newton stated that direction was provided to staff, but no reportable action was taken.

6. CONSENT CALENDAR: No business.
7. PUBLIC HEARINGS: No business.
8. COUNCIL DISCUSSION/ANNOUNCEMENTS:

Mayor McCourt requested that an item be added to the agenda to discuss the use of discretionary funds for the use of banners.

Moved by Stafford; seconded by Herrera to adjourn at 11:42am.
