Special Council Meeting Minutes
WEDNESDAY, JUNE 21, 2023 – 3:00 PM
Mayor McCourt called the meeting to order at 3:00pm.
Roll Call of Councilmembers Present: McCourt, Stafford, Herrera, Schuster
Absent: Brown

Moved by Herrera; seconded by Schuster to approve.
Motion Carried: 4 - 0
Voting For: McCourt, Stafford, Herrera, Schuster
Voting Against: None
2. BUSINESS FROM THE FLOOR: No comment.
3. COUNCIL DISCUSSION/ANNOUNCEMENTS: No comment.
4. NEW BUSINESS:
4.A Community Study Session to discuss the Circulation Element and Land Use and Economic Development Draft Updates prepared by Mintier&Harnish and Green Dot Transportation.
Provide comments to staff and the consultant team pertaining to the Circulation Element and Land Use and Economic Development Draft Updates.
Kelly Mumper, City Planner, presented the item and introduced the members of both Mintier & Harnish and Green Dot Transportation.
Brent Gibbons and Michael Gibbons of Mintier & Harnish and a representative from Green Dot were in attendance and provided information related to general plan. Brent Gibbons provided information related to the Land Use Element and GreenDot provided information on the Circulation Element.
Mr. Mumper stated that it appeared that a few things may soon come to light and the updates provided make sense. He added that the city received a grant to update these two elements.
Brent Gibbons let everyone know that, based on potential public comment, no zoning changes are being proposed as these are mostly policy type changes. He also added that the other elements will be updated in terms of formatting as well.
