Mr. Newton provided an explanation of the item and requested Council discussion regarding city proclamations.

Council Member Parrish suggested the city continue without proclamations, noting the public's own proclamations hold more meaning. He also proposed a policy limiting flag displays to the American, California, and, if desired, the six U.S. military branch flags.

Council Member Bortle, a veteran, suggested an all-or-nothing approach to proclamations, noting that while he appreciates the Veteran’s Day proclamation, he wants to avoid fairness concerns from other protected classes.

Council Member Parrish stated that he supported the public’s ability to proclaim what they would like to during public comment and felt proclamations mean more coming from the community.

Council Member Bortle suggested limiting flags to the American and California flags. 7 It was the consensus of the Council for staff to bring back a policy allowing no proclamations and limiting flags to the American and California flags.

Mr. Newton proposed this policy be created by resolution and possibly an ordinance change to formalize the requested changes.

44 The California Local Government Finance Alamanac February 2013 Citizens Option for Public Safety (COPS)
A Primer on Supplemental Law Enforcement Services Account (SLESA) Grants Background: A Sales Tax for Public Safety Born Out of ERAF The Citizens Option for Public Safety (COPS)i program was originally adopted in AB3229 (Brulte) 1996 with funding from the state general fund. COPS provides funding for o front-line law enforcement (city police, county sheriffs, and police protection districts); o county jails;
o district attorneys for prosecution; and
o local juvenile justice programs (since 2000-01).

State COPS funding is allocated by the State Controller to counties for deposit by the county auditor in a Supplemental Law Enforcement Services Account (SLESA)ii established in each county. The county auditor is required to allocate the moneys in the county's SLESA within 30 days of the receipt of those moneys from the State Controller.

As a part of the 2011 realignment of various public safety programs from the state to local government, the Legislature approved the Local Law Enforcement Services Act (AB118) and shifted all remaining motor vehicle license fee (MVLF) revenue that was previously cities to pay for various local law enforcement grant programs including the COPS/SLESA programs (SB89). The MVLF is a constitutionally guaranteed revenue to cities and counties and had been a critical general purpose revenue and the shift is under legal challenge by the League of California Cities. These law enforcement grants had previously been funded from the state general fund.

Historic details of COPS/SLESA allocations by agency are available at http://www.californiacityfinance.com/#SUBVENTIONS.

Frontline Law Enforcement
Front line law enforcement funds are allocated to cities, counties and five police protection districts1 on a population basis. County allocations under this program are for services to unincorporated areas and county allocations are based on unincorporated area population. In FY2000-01 the law was amended to provide a minimum frontline law enforcement allocation of $100,000 to any local agency receiving funding under the program.

Local Use and Procedural Requirements
Funds from the COPS program must be used exclusively to fund frontline municipal police services, “in accordance with written requests submitted by the chief of police … or the chief administrator of the law enforcement agency that provides police services for (the) city.” iii For counties, the board of supervisors must appropriate the funds in response to written requests submitted by the county sheriff and the district attorney.iv The requests must identify the needs to be addressed and must specify the personnel, equipment, and programs that are necessary to meet those needs.

These moneys must supplement existing services, and may not be used to supplant any existing funding for law enforcement services.v Administrative overhead costs charged to SLESA funding may not exceed 0.5 percent of the total allocation.vi SLESA funds must be expended or encumbered no later than June 30 of the fiscal year following receipt or be forfeited to the County Enhancing Law Enforcement Activities Subaccount for reallocation to other law enforcement grants pursuant to law.vii SB1023 (2012) removed various reporting and public hearing requirements for cities and counties expending SLESA moneys and removed the requirement for each county to have a Supplemental Law Enforcement Oversight Committee (SLEOC) to determine whether the recipient entities have expended moneys received from the SLESA appropriately.

For a complete listing of COPS/SLESA allocations for all cities and counties see http://californiacityfinance.com/#SUBVENTIONS

54 AGENDA ITEM NO. 12.B
Discussion Item
Submitted By: Dan Newton, Administrative Services
Action Date: April 16, 2025
SUBJECT: Consider proposed mission and vision statement.

PRESENTED BY: Dan Newton, City Manager
SUMMARY:

On January 15, 2024, City staff introduced a strategic planning approach that will provide a solid foundation for implementation.

Council directed staff to develop a new mission statement for consideration that accomplishes two things:

1. The mission statement should express the identity and purpose of our organization.

2. The mission statement should convey the message as to why we exist.

On March 19th, staff presented City Council with a proposed mission and vision statement. Staff is requesting Council consideration and approval of the following new mission statement for the City of Susanville:

The City of Susanville’s mission is to serve our residents and visitors by engaging in activities that protect people, their property, and their freedom to act, explore, and prosper.

Based on the discussion at the March 19, 2025 meeting, the vision statement has been modified slightly by moving the bullet point "Legislating and enforcing rules and regulations" to the top of the list.

Staff is requesting Council consideration and approval for the following new vision statement for the City of Susanville:

The City of Susanville strives to become an efficient and fiscally solvent municipal government entity while focusing on:

Legislating and enforcing rules and regulations

SUSANVILLE CITY COUNCIL AGENDA ITEM
55 Being transparent, cost conscious, and compliant with regulatory requirements
Maintaining and repairing existing infrastructure
Providing safe and reliable utility services at a reasonable cost Pursuing avenues for economic diversification
Ensuring our staff members are fulfilled, well trained, and devoted to customer service
Aligning adequate staffing resources with the services provided Undertaking new projects and programs that clearly align with our mission statement and divesting from activities that do not Background:

Strategic planning is a way to help an organization succeed by making sure plans, resources, and results match what the community needs. The City of Susanville offers many services, from public safety to parks and recreation, but sometimes it tries to do more than it has the resources to handle. This is why it is important to decide what is most necessary and focus on those items.

Planning starts with figuring out what services the City should provide and creating a mission and vision. The mission explains what the City stands for, and the vision describes its hopes for the future. The statements help the City Council and staff set clear goals and make decisions. A good strategic plan ensures that projects are chosen because they fit these goals and can be done well with the resources available.

Warren Buffet once said, “The difference between successful people and really successful people is that really successful people say no to almost everything.” A strong plan helps City leaders know when to say yes to an idea and when to say no, so they can focus on what matters most.

Good strategic planning helps leaders make better decisions, use resources wisely, stay accountable, and create positive results for the community. Input from residents will help ensure the creation of strong mission and vision statements and set clear goals.

By using a clear strategic planning process, the City of Susanville can manage its services better, reach its goals, and improve life for residents and visitors.
56 Staff is proposing to start the strategic planning process by discussing the City's mission statement, explaining its importance and purpose, and sharing examples from other cities. The City Council's input will guide staff as they develop draft mission and vision statements to present for Council consideration. Once the mission and vision statements are established, the City will begin setting goals and objectives. This will likely involve multiple drafts and revisions. While the process may be clunky and require discussions at multiple meetings, it will allow for growth and help refine our goals and objectives.

Toward the end of the process, we may identify a need to bring in a consultant to evaluate our resource capacity for project implementation. This information will be critical for the City to establish its priorities and select projects to implement.

FISCAL IMPACT: None at this time.

ACTION REQUESTED: Motion to approve the new mission and vision statements and direct staff to proceed with creating goals and objectives.
