Action Item
Submitted By: Jolene Arredondo, Police
Action Date: May 7, 2025
SUBJECT: Consider Resolution No. 25-6424, Authorizing the City Manager to execute an amendment to the equipment and service agreement with Axon Enterprises for body worn cameras with artificial intelligence technologies and taser equipment for use by sworn officers at the Susanville Police Department
PRESENTED BY: Allen Sobol, Lieutenant
SUMMARY:
The Susanville Police Department is concluding its current five-year contract with Versatrem Public Safety US, Inc., formerly known as Visual Labs, Inc., for body-worn video (BWC) systems and digital evidence storage. As we look toward a more advanced solution, the department has identified a need to transition to the Axon Enterprise, Inc. system for body-worn cameras, tasers and evidence
management. This memo outlines the proposed amendment to our existing contract with Axon and requests approval from the City Council to move forward.
Currently our department uses the outdated X26p and a few of the newer TASER 7's, which we are hoping to transition the entire department to the TASER 7. TASER 7 offers standoff and close quarters capabilities, improved probes for better connection, and provides enhanced integration to the Axon network for optimized workflows and inventory and evidence management. Having the all staff using the TASER 7, allows the department to be uniformed and comply with department policies.
In recent months, the Police Department’s Command Staff conducted a comprehensive review of available body-worn camera systems. The goal was to select a system that not only meets our technical needs but also enhances operational efficiency. After careful evaluation, it was determined that Axon’s BWC solution best suited the department’s requirements, particularly with its advanced AI capabilities, seamless integration, and user-friendly design.
SUSANVILLE CITY COUNCIL AGENDA ITEM
46 One of the key features of the Axon system is its ability to automatically generate officers' reports directly from the BWC footage.
This will significantly reduce the time officers spend writing reports— by an estimated 67%—and will improve the accuracy and detail of the reports, providing clearer, more reliable documentation of incidents.
The amendment to the Axon contract will involve the following:
14 Evidence.com Licenses: For secure storage and
management of video evidence from body-worn cameras.
14 Body-Worn Cameras: Each sworn officer will be issued their own camera, with additional cameras available for shared use by non-sworn field staff.
Cloud-Based Evidence Storage: All video footage will be stored securely in Axon’s cloud, providing efficient access and management of evidence.
Additionally, the system will allow the Lassen County District Attorney’s Office direct access to video evidence via a secure online link. This will eliminate delays in evidence sharing, accelerating the timeline for prosecuting cases and improving overall efficiency within the criminal justice process.
The initial purchase includes the 14 cameras, licenses, and associated supporting equipment and services. We will incorporate these expenses within the existing Police Department budget for technology upgrades. A detailed breakdown of costs will be provided during the next budget meeting.
The transition to Axon’s body-worn camera system and evidence management platform is a critical step in enhancing the department’s operational capabilities. By providing officers with state-of-the-art technology, we will improve reporting accuracy, streamline the processing of evidence, and enhance collaboration with the District Attorney’s Office.
It is recommended that the City Council approve the proposed amendment to the Axon contract for the purchase of 14 body-worn cameras, Evidence.com licenses, and supporting hardware. This upgrade is in line with the department’s ongoing efforts to improve public safety and operational efficiency.
47 Action Requested: Approval for the City Manager to execute and sign the contract with Axon.

64 AGENDA ITEM NO. 9.B
Action Item
Submitted By: Bob Godman, Building & Planning Division
Action Date: May 7, 2025
SUBJECT: Consider Resolution No. 25-6426, authorizing the Mayor to sign a services agreement with M-Group Consultants for Planning consultation and authorize the Finance Director to adjust the budget as necessary.
PRESENTED BY: Bob Godman, Public Works Director
SUMMARY:
The City's Planning division is responsible for managing current and long-range planning activities, processing development applications, ensuring compliance with state and local regulations, and guiding the physical development of our community. The scope and complexity of planning issues facing the City continue to evolve, requiring specialized knowledge and significant staff resources. Furthermore, we are committed to supporting the professional development of our staff, including our newer team members, and ensuring major development projects are managed effectively.
Engaging an experienced Planning Consultant offers several strategic advantages that will enhance the City's ability to manage its planning responsibilities effectively and efficiently.
1. Addressing Complex Planning Challenges: Urban planning frequently involves intricate issues related to land use law, environmental review (CEQA), complex development
proposals, zoning ordinance updates, and long-range policy development. While City staff possess broad knowledge,
certain unique or highly specialized situations benefit significantly from targeted expertise. A qualified consultant can provide in-depth analysis, objective third-party review, and strategic advice on these complex matters as they arise, ensuring the City makes well-informed decisions grounded in best practices. This supplements staff capacity without the need for permanent specialized personnel.
2. Supporting Staff Development and Ensuring Best
Practices: Planning is a multifaceted field with a steep learning curve, encompassing local ordinances, state mandates, case
SUSANVILLE CITY COUNCIL AGENDA ITEM
65 law, design principles, and community engagement strategies.
When we hire a new Planner, a consultant can serve as a mentor and resource, providing guidance on complex
applications, procedural requirements, and nuanced planning principles. This support will help our Planner become proficient more quickly, ensure adherence to best practices across all planning activities, and build internal capacity over the long term.
3. Expert Guidance for the Proposed Travel Stop Project, Including Annexation: The potential development of a new travel stop represents a significant project for the City, with implications for traffic circulation, economic development, land use compatibility, environmental considerations, and community character. Successfully navigating the planning, potential annexation, and entitlement processes for such a project requires careful consideration and specific expertise. A consultant with demonstrated experience in large-scale
commercial/retail developments, transportation-adjacent projects, and California annexation procedures (including LAFCO requirements) can provide critical guidance throughout the process. This includes assistance with navigating the annexation process, site plan review, traffic impact analysis review, specific plan development (if applicable), environmental documentation, public outreach strategies, and navigating other potential regulatory hurdles. Their involvement will enhance the likelihood of a successful project outcome that aligns with the City's goals and minimizes potential negative impacts.
Funding for planning consultant services would be utilized on an asneeded, task-order basis. Specific scopes of work and associated costs would be managed within the approved spending limit of $75,000. Engaging a consultant provides flexibility, allowing the City to access high-level expertise precisely when needed without the overhead of a full-time specialized position.
Hiring a Planning Consultant on an as-needed basis represents a strategic investment in the City's planning capabilities. It provides essential support for staff in navigating complex issues, will accelerate the development of our planning staff, and offers crucial expertise for significant development projects like the proposed travel stop, including potential annexation complexities. This approach ensures the City benefits from specialized knowledge, maintains high standards in its planning processes, and effectively manages its resources.
FISCAL IMPACT: Up to $75,000, this division is funded through the General Fund.

XVIII. RELATIONSHIP BETWEEN THE PARTIES: It is expressly understood that in the performances of the services herein, the Contractor, and the agents and employees thereof, shall act in an independent capacity and as an independent contractor and not as officers, employees or agents of the City.

95 AGENDA ITEM NO. 12.A
Action Item
Submitted By: Dan Newton, Administrative Services
Action Date: May 7, 2025
SUBJECT: Consider Resolution No. 25-6429, approving modifications to the City of Susanville's Organizational Structure and Resolution No. 25- 6430, approving and authorizing the third modification to the Memorandum of Understanding with the Operating Engineers Local Union No. 3 Firefighters Bargaining Unit
.
PRESENTED BY: Dan Newton, City Manager
SUMMARY:
City staff has provided as attachments the current "approved" organizational chart and a proposed "modified" organizational chart for Council's consideration. Some of the modifications that are to be incorporated into our new organizational chart have already been approved at various times over the past year. In addition, there are other proposed modifications that are described in more detail in body of this staff report that have been discussed but not formally executed.
Staff is requesting direction regarding how the Council would like to move forward with the proposed modifications.
Discussion:
In February of 2024, the City hired our Public Safety Chief. The Public Safety Chief position was created after our former Fire Chief and Police Chief retired in 2023. The Public Safety Chief consolidated the administrative functions of both departments; however, the operations functions of each department remain separate.
Our Public Safety Chief was appointed in February 2024 and, with the support of his staff, has proposed modifications to the structure of both departments. The "approved" organizational structure added one additional position to the police department and one additional position to the fire department for a net overall increase of one new position between the two departments (after the Fire Chief and Police Chief positions were combined). The proposed "modified"
SUSANVILLE CITY COUNCIL AGENDA ITEM
96 organizational chart results in a net increase of two positions; however, both are allocated to the fire department.
Approved Organizational Structure:
Combine Police Chief and Fire Chief into one Public Safety Chief
Add Assistant Fire Chief
Add Police Officer
Sergeant and Captain were reclassified to Lieutenants - no net increase
Modified Proposal:
Combine Police Chief and Fire Chief into one Public Safety Chief - Completed
Add Assistant Fire Chief
Add Police Officer
Sergeant and Captain were reclassified to Lieutenants - no net increase - Completed
Add three Firefighter I/II positions.
Implementing a 3-0 staffing model enhances response capabilities for Out-of-Area Fire (OOAF) Assignments, particularly as most OES apparatus require 3- and 4-person staffing. By adding three additional personnel to the staffing rotation, it becomes significantly easier to meet deployment requests with paid staff. This approach allows for immediate fulfillment of requests using the three on-shift personnel, reducing the need for extensive backfill—only requiring 2-0 staffing at the station instead of a full replacement.
Historically, Susanville Fire Department has had to decline multiple OOAF requests due to insufficient staffing. By adding three paid personnel, we can ensure a more reliable and efficient response to these assignments while alleviating strain on volunteers.
Ultimately, the more OOAF assignments we are able to fill, the more revenue the department and the city generates while continuing to provide critical fire services to both other communities and our own.
This investment not only strengthens regional emergency response efforts but also enhances the department’s financial sustainability, ensuring we have the resources needed to support our personnel and operations effectively.
Such changes require a Side Letter detailing the modification to the Unit's Memorandum of Understanding (MOU) to the MOU's Section of 97 flexibly staffed positions, reducing flexibly staffed positions from Firefighter I to Fire Apparatus Engineer to now only allowing flexible staffing from Firefighter I to Firefighter II positions. Attached is the Side Letter to the MOU that requires Council approval and adoption.
Other proposed modifications include:
City Clerk Department changes which include moving the
Administrative Staff Assistant that was previously allocated to the Administrative Services Department to the City Clerk Department.
Administrative Services Department changes which include placing the Golf Course Manager position under the Deputy City Manager.
Previously approved modifications include:
Finance department changes which include the reclassification of the Account Technician II position to Assistant Director - Finance. This change was approved by Council in March 2025.
Administrative Services department changes which include the reclassification of the Assistant to the City Manager to Deputy City Manager. This change was approved by Council in
February 2025.
City Administrator to City Manager these changes have been completed without a net increase in personnel this change was approved by Council in February 2024.
Susanville Police Department changes which include the
addition of two (2) Corporal specialty assignments to the Police Department. This change was approved by Council in August 2024, these changes have been completed without a net
increase in personnel.
Susanville Fire Department changes which include the PartTime Seasonal Firefighters approved by Council March 2023.
Susanville Public Works Department which include changing of position titles from Air Quality/Assistant Engineer to Air Quality Specialist, completed in January 2024.
FISCAL IMPACT: Annual General Fund estimated increase of $48,000. No General Fund increase to the 2024/2025 Fiscal Year budget
