Special Council Meeting Minutes
WEDNESDAY, JUNE 25, 2025 – 3:00 PM
Mayor Schuster called the meeting to order at 3:00pm.
Roll Call of Councilmembers Present: Mendy Schuster, Russ Brown, Curtis Bortle, Patrick Parrish, Dawn Miller
1. APPROVAL OF AGENDA:
Moved by Russ Brown, second by Curtis Bortle to approve the agenda as presented.
Motion carried: 5 – 0
Voting For: Mendy Schuster, Russ Brown, Curtis Bortle, Patrick Parrish, Dawn Miller Voting Against: None
2. PUBLIC COMMENT REGARDING CLOSED SESSION ITEMS (if any): No public comment.
3. CLOSED SESSION:
City Council convened in closed session at 3:01pm to discuss the following:
A. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION - pursuant to Government Code Section §54956.9
1. City of Susanville vs. Terranova Strategies, LLC A Ltd Liability Co and Justin Wight B. CONFERENCE WITH LABOR NEGOTIATORS - pursuant to Government Code Section §54957.6

4. RETURN TO OPEN SESSION: The City Council reconvened in open session at 5:32pm.
Dan Newton, City Manager, stated that prior to meeting in closed session, the Council approved the agenda as presented. He added that they then met in closed session to discuss the abovementioned items where no reportable action was taken but direct was provided to staff.
