Special Council Meeting Minutes
WEDNESDAY, JULY 16, 2025 – 3:00 PM
Mayor Schuster called the meeting to order at 3:00pm.
Roll Call of Councilmembers Present: Mendy Schuster, Russ Brown, Curtis Bortle, Dawn Miller
Absent: Patrick Parrish
1. APPROVAL OF AGENDA:
Moved by Russ Brown; seconded by Curtis Bortle to approve.
Motion Carried: 4 – 0
Voting For: Mendy Schuster, Russ Brown, Curtis Bortle, Dawn Miller Voting Against: None
Absent: Parrish
2. PUBLIC COMMENT REGARDING CLOSED SESSION ITEMS: No comments.
3. CLOSED SESSION:
The City Council convened in closed session at 3:01pm to discuss the following:
A. PUBLIC EMPLOYMENT - pursuant to Government Code Section §54957
1. City Manager evaluation
B. CONFERENCE WITH LABOR NEGOTIATORS - pursuant to Government Code Section §54957.6
1. Fire Unit
2. Miscellaneous Unit
3. Public Works unit
4. SPOA Unit
5. Department Heads:
a. City Clerk
b. Public Safety Chief
c. Public Works Director
4. RETURN TO OPEN SESSION: The City Council reconvened in open session at 4:50pm.
Dan Newton, City Manager, stated that prior to going into closed session the Council approved the agenda as presented. He then stated that they then met in closed to discuss the abovementioned items.
Mr. Newton then reported out of closed that the City Council authorized the City Manager to execute a retirement agreement with the Public Works Director, Bob Godman.
