Submitted By: Heidi Whitlock, City Clerk
Action Date: August 6, 2025
SUBJECT: Consider Resolution No. 25-6466, authorizing the City Manager to enter into a contract with CivicPlus for Pro Premium agenda management software.

PRESENTED BY: Jolene Arredondo, Deputy City Manager
SUMMARY: For several years, the City has utilized Granicus to manage its agenda creation, meeting documentation, and public livestreaming.

While the platform offered a suite of useful tools, staff has encountered ongoing challenges in service reliability and technical support that have impacted staff's ability to effectively serve both internal users and the public.

Although Granicus initially met many of the City's needs, over time the platform has presented a number of persistent operational concerns:

Livestreaming Reliability: The livestreaming function
experienced frequent disruptions, leading to inconsistent availability of live public meetings.

Meeting Retention: On several occasions, scheduled or
recorded meetings failed to be properly saved or archived, resulting in gaps in public access to meeting content.

Customer Support Responsiveness: Efforts to resolve technical issues through Granicus’ support channels often involved prolonged response times and inconsistent follow-up, which affected our ability to address issues in a timely manner.

The City currently holds multiple contracts with other CivicPlus services (e.g., website rebuild and hosting, SeeClickFix, Next Request, and Archive Social). These existing relationships allow the City to negotiate a more bundled and cost-effective pricing structure, thus reducing overall costs and streamlining vendor management.

Adding agenda management will integrate into the city's new website hosted by CivicPlus and present in a more natural flow and user friendly public integration for those who choose to subscribe to city website notifications, agendas, and Susanville Click & Fix reports.

In order to provide more reliable public access to meetings and streamline internal operations, staff recommends transitioning to CivicPlus Pro. This move will address longstanding service issues and allow for a more efficient and user-friendly experience for staff, elected officials, and the public.
